Previously, the storage procedure was regulated by the Intersectoral Rules for Labor Protection (Safety Rules) during the operation of electrical installations (clause 1.3. 12). In fact, they lost their force in connection with the publication of the Order of the Ministry of Labor of Russia dated July 24, 2013 N 328n, which approved the new Rules for labor protection during the operation of electrical installations.

The provisions of the Rules concerning the storage and transmission of keys are as follows:

  • the doors of the premises of installations, chambers, shields and assemblies must be locked (except for those where work is carried out);
  • the order of storage and issuance is determined by the head of the organization ( separate subdivision) by his order (order);
  • the keys are registered with the operational staff. In electrical installations, in the work of which local operational workers do not participate, they are registered with managers and specialists;
  • they must be numbered and stored in a lockable box, one spare set is required;
  • the issuance is certified by the signature of the employee responsible for storage, as well as the signature of the employee who received it;

According to clause 3.13 of these Rules, the keys are not issued to any employee, but only:

  • employees with the right of sole inspection and operational personnel - from all premises, input devices, shields and shields;
  • to the responsible manager and supervisor who carry out access to work according to the order or order - from the premises, input devices, shields, shields in which the work will be carried out;
  • operational or operational and maintenance personnel during current operation - from the premises in which they have to work, input devices, shields and shields.

They must be returned daily after the unit has been completed or inspected. An exception is work with installations that do not have local operational personnel. In this case, they can be given to the responsible manager no later than the next working day.

The obligation to ensure accounting lies with the employer, who for this starts a register of the issuance of keys from electrical installations.

Form and content of the log for the issuance and return of keys from electrical installations

There is no officially approved form of this document, however, in practice, a generally established content has developed. The magazine can be purchased ready-made (they are made by printing houses), or you can start and print it yourself. The content usually looks like this:

  3. Reason for obtaining (also in this column the name of the equipment or the serial number of the key can be indicated);
  4. Issuance time;
  5. FULL NAME. and signature of the employee;

  7. Signature of the responsible person;

Entries are made neatly, preferably in ink of the same color. The pages are numbered (they are already numbered in the finished documents), and after the place runs out, the journal is certified by the seal of the organization, the signature of the responsible person and is deposited with the clerk. The employee accepting the magazine for storage assigns it a serial number and laces it up: the remaining part of the cord is glued to the last page with a part of a sheet of paper on which the number of pages is indicated. The period of storage of the document is 45 years. After the document is deposited, a new one is immediately started.
