The members of the association (which are more than 70 companies across the country) want to replace full-time cleaners, but they are also ready for less - for example, conduct orientation seminars directly in these institutions and train staff in modern professional cleaning technologies.

However, in government agencies, the idea of \u200b\u200boutsourcing cleaning is controversial.

“It is unlikely that any of the school principals will go for this, the budget does not allow,” Alexander Gavrilov, press secretary of the Moscow Department of Education, explained to RBG. “Each school has full-time cleaners and other cleaning options are not provided. for several years in a row, tenders have been held, and the winning cleaning company is servicing our building, cleaning our offices, meeting room and corridors. "

Auctions are also held regularly at the Moscow Healthcare Department. But the government contracts concluded on the basis of their results relate only to the current repair and maintenance of hospital buildings (ventilation, elevator equipment, refrigeration units), the provision of services for the washing and processing of linen. The specificity of medical institutions does not allow expanding the list of services provided.

"For us, the services of" newcomers "cleaners are unrealistic, - says Irina Pinegina, head of the personnel department of the children's psychoneurological sanatorium No. 4 of the Moscow Healthcare Department, - our nurses take over the shift and don't let the rags out of our hands for a whole day, and we also need to take care of the kids, to wash, comb, there are also bathing days. But washing the windows in the spring is, I think, a possible option for attracting outside help. "

Do not exclude the possibility of attracting cleaning companies and the Ministry of Health of the Moscow Region. "If there is such a need for the institutions under our jurisdiction, then why not use additional services," says Natalya Savelyeva, deputy head of the Material and Technical Base and State Order Department, "if, for example, there are no cleaners in the staff list, but only nurses."

Receiving a government order for many cleaning companies is the only way to keep the business. According to ARUK estimates, when concluding contracts for 2009, participants in the cleaning services market lost 15 to 3 percent of the volume of orders. "On the one hand, clients cut funds for cleaning, on the other hand, prices for imported detergents and cleaning products, inventory and equipment are growing, the ruble is changing," Maria Bochkovskaya, head of ARUK, explained to RBG. "Domestic products are also becoming more expensive, increasing prices for energy carriers and raw materials ".

Prices for the services of cleaning companies this year, according to ARUK, have practically not changed. The price of daily cleaning per square meter costs from 30 to 100 rubles (depending on the complexity of the order), dry cleaning of carpets and carpets - from 20 to 70 rubles. Washing glass surfaces will cost from 100 to 140 rubles per square meter.

By the way, the staff shortage in cleaning companies that existed in the fall of last year became a part of history for two or three weeks in December. All vacancies were closed by yesterday's workers from the "frozen" construction sites. But January made its own adjustments to the "harvesting" business.

“At the beginning of the year, we lost a large object - the building of the federal agency, which, out of savings, went to its own cleaning service,” Vera Glebovskaya, commercial director of the Cleaning Master company, told RBG. “As a result, 30 people were left without work. either to reduce, or to attach somewhere, which is very problematic, there is a problem with the customers. Never in more than 10 years of our work has this happened. "

The desire not to lose the customer, the relationship with which lasts for years, restrains the financial appetites of cleaning companies.

“There is a normal process of cost optimization,” says Mikhail Kharlamov, General Director of Service Prestige. “Whoever did this before was not affected by the crisis. And the one who inflated the staff and kept offices in the center is now shouting“ guard ! ". According to my forecasts, the market for our services will begin to stabilize in May."

According to Vera Glebovskaya, those firms whose services are as diversified as possible will more easily survive the crisis. The beautiful modern term "cleaning" means cleaning done by a team of super-professionals, so from a formal point of view, the replacement of lone cleaners in schools and kindergartens by employees of cleaning companies looks more than modern. But what happens in practice? The main criterion for recruiting personnel for these companies is, alas, not "superprofessionalism", but the maximum cheapness of labor. As a result, elderly cleaning women living in a neighboring house are fired and replaced by disenfranchised labor migrants who are not paid properly.

Just before the New Year, ROSVUZ media received a collective letter from the cleaning staff of one of the Moscow schools. They all quit on January 1. And their jobs are transferred to employees of one of the cleaning companies.

“They want to take migrant workers from cleaning companies to our places,” one of the dismissed, Natalya Petrovna, told ROSVUZ. At school we are told that this directive was given "from above". This is understandable: we have to pay properly - for work on two sections (a corridor, 15 classrooms and halls on the 1st floor), for example, I receive 38 thousand rubles. per month. And migrant workers will be paid two to three times less, and, for sure, and not every month - how to drink, they will delay their salaries. So we were sent to the exit: from each of the four united schools, 4 cleaning women were fired, leaving only mothers with many children. And for me my whole life is connected with this school. In 1971, we moved here, and I came to the 5th grade. Then my children graduated from this school. And for the last 15 years I have worked here as a cleaner. "

A significant part of the school's labor collective stood up for the dismissed:

“In our country, many believe that it is unfair that Muscovites are fired and they will be left without work, and their places are freed up for visitors from other countries!” Olga Galanova, a librarian of the same school, added to ROSVUZ. where our own workers are not enough - for example, on construction sites. Yes, and I do not want to let completely strangers from the cleaning company into school: there can be diseases, and ignorance of the Russian language, and, possibly, theft. We have known our current cleaning ladies for a very long time - some have worked for 10 years, some more. And we have always been very happy with them. "

True, the director of the Moscow school No. 17, Ksenia Silivanova, did not confirm to ROSVUZ that they were ordered to outsource cleaning to schools from above: “The decision to switch to outsourcing for any work or maintenance is always taken by the school itself. This is an independent decision made by the headmaster in consultation with the governing board and the trade union. The priority factors for making such a decision are, firstly, economic efficiency and, secondly, a modern, flexible approach to solving the issues of maintaining buildings and territories. In other words, the school transfers non-core activities for the educational organization to organizations specializing in these types of work. "

Among the advantages of outsourcing Ksenia Silivanova attributed: “1. Focusing the school on the main activity - the educational process. 2. Access to resources and funds that are not available at school (professional staff, household funds). 3. Reducing the cost of outsourced functions. 4. Improving the quality of service. 5. Dependence on subjective reasons for the suspension of premises maintenance (illness of employees, conflicts) is minimized. The contractor is quick to provide replacement. 6. As part of the execution of the contract for the cleaning of the premises, the contractor uses all the necessary household means, modern inventory and equipment. The school is exempt from the purchase of household items, mops, rags, etc. " At the same time, “the terms of reference of the Contract stipulates that all personnel of the Contractor under the contract must have appropriate permits and approvals, medical books for work in educational institutions, must undergo periodic medical examinations in a timely manner. School staff responsible for security carry out verification and control in relation to specialists from outsourcing (verification of documents, etc.), ”she stressed.

In a law-abiding country with a well-established system of hiring foreigners to work, this may be the case. But in Russia ... It is enough to look on the Internet to make sure: the red price of a fake certificate of indestructible health does not exceed 3 thousand rubles today. The certificate of proficiency in Russian costs about the same. And how will the school staff authenticate them?

Alas, outsourcing is also not a panacea: “The territory of our school is cleaned by a migrant janitor,” they told ROSVUZ in the same school. “And he says that he has not been paid a salary for two months already - they gave him 5 thousand rubles for bread and water, and that's it. ".

The term “cleaning” usually refers to the work of a whole team of cleaning professionals. But is it really so? Who will replace the cleaning ladies in ordinary Moscow schools?

It is very difficult to imagine the everyday life of an ordinary city school without elderly cleaning ladies. Old cleaning ladies are not only conscientious workers, but also a watchful eye, noticing everything that happens on the school grounds. Not only the cleaners themselves are worried about this, but also the parents and a significant part of the work collective. Many are worried about the women who have been left without work and express doubts that the "professionals" will do the job better than the previous cleaning ladies.

The director of the school denied the information that the order to fire all the cleaning ladies came "from above". She argues that the decision was made not only for economic reasons, but also for reasons of professional skills of workers. All the same, specialists in the field of cleaning cope with their duties much faster, better and cheaper. The school ceases to deal with cleaning issues, now it becomes the responsibility of the cleaning company. Taking care of detergents and cleaning products, equipment, uniforms for cleaners, protective equipment falls entirely on the shoulders of the cleaning company, and the school can focus on its main activity - teaching children.
