1. General Provisions

1.1. The social development department of the administration of the Apanasenkovsky municipal district of the Stavropol Territory (hereinafter referred to as the administration and the department) is a subdivision of the administration, which is part of its structure according to the decision of the council of the Apanasenkovsky municipal district of December 16, 2004 No. 15.
1.2. The department is guided in its activities by the Constitution of the Russian Federation, legislative acts of the Russian Federation, the Charter (Basic Law) of the Stavropol Territory, the laws of the Stavropol Territory, the Charter of the Apanasenkovsky municipal district of the Stavropol Territory, the regulation on the administration of the Apanasenkovsky municipal district of the Stavropol Territory, decrees and orders of the head of the administration of the Apanasenkovsky municipal district of the Stavropol Territory edge and present position.
1.3. The activities of the department are built in close cooperation with other structural divisions of the administration.
1.4. The regulations on the department are approved by the head of the administration of the Apanasenkovsky municipal district of the Stavropol Territory on the proposal of the deputy head of the administration in charge of the work of the department.
1.5. The department is not endowed with the status of a legal entity.

2. The main tasks of the department

2.1. The main tasks of the department are:
- organization and coordination of the activities of departments, offices, institutions of social infrastructure of the district, as well as local government bodies in the field of education, health care, youth policy, social protection and employment of the population, culture, sports, pharmacy, sanitary and epidemiological situation, pension provision, conscription the ranks of the RA Armed Forces, social and medical insurance of the region's population;
- interaction with religious, socio-political, youth organizations, mass media;
- organization of the work of regional and interdepartmental commissions, whose activities are aimed at improving the social infrastructure;
- implementation of long-term, current planning of the department and control over the implementation of plans;
- organization of the implementation of regulations of the Russian Federation and the IC in the field of social development.

3. Functions and rights of the department

3.1. The department performs the following functions:
- provides organizational and technical preparation of meetings, including interdepartmental commissions, meetings, seminars, conferences, at which the problems of social development of the region are discussed;
- prepares draft resolutions and orders of the head of administration on issues within the competence of the department;
- studies the organization of work of departments, departments, foundations, organizations of the social sphere, summarizes positive experience with the aim of further improving their practical activities;
- interacts with local self-government bodies of municipalities in the work on the social development of the district, provides them with methodological assistance in solving similar problems, participates in the training of municipal employees on the social development of territories;
- carries out long-term, current planning of work to coordinate the activities of organizations, institutions, funds in the social sphere of the Apanasenkovsky municipal district and control over the implementation of plans;
- organizes the reception of visitors by the deputy head of the administration for social issues;
- conducts correspondence on issues related to the competence of the department;
- prepares information, reporting and other materials on the activities of institutions, services of the social sphere, as well as socio-political, youth and religious organizations operating in the district;
- through the media, timely informing the population about the socio-political, social situation in the region, about meetings, seminars and other events held by the administration of the Apanasenkovsky municipal district of the Stavropol Territory, its structural divisions, the Council of the Apanasenkovsky municipal district of the Stavropol Territory;
- ensures the work of the commission on minors' affairs and protection of their rights;
- carries out the prevention of neglect, homelessness, delinquency and antisocial actions of children and adolescents, as well as a set of measures aimed at protecting and restoring the rights and legitimate interests of minors;
- coordinates the activities of institutions, organizations, foundations in the implementation of youth policy;
- monitors the implementation of targeted programs, decisions and orders of the head of administration in the field of heroic-patriotic and spiritual and moral education of youth, prevention of drug addiction, alcoholism and other asocial phenomena in adolescents and youth;
- carries out a set of measures aimed at the development of children's and youth recreation, the improvement of leisure activities, the development of artistic creativity of children and youth;
- interacts with children, adolescents, youth organizations and associations operating in the district.

4. Organization of the department's work

4.1. The department is headed by a chief, who is appointed and dismissed by the head of administration on the recommendation of the deputy head of administration who oversees the work of the department.
4.2. The head of the department reports directly to the head of the administration and the deputy head of the administration for social issues.
4.3. Department head:
1) organizes the work of the department and manages the work of the department on the basis of one-man management, bears personal responsibility for the implementation of the tasks assigned to the department;
2) submits, in accordance with the established procedure, proposals on the structure and staffing of the department, on the appointment and dismissal of employees of the department, on the application of incentives and disciplinary measures to them;
3) distributes duties among the employees of the department, exercises other rights and bears other duties in accordance with the job description approved by the head of administration on the proposal of the deputy head in charge of the work of the department.
4.4. The department includes:
- Department head;
- chief specialist - executive secretary of the commission on juvenile affairs;
- Leading specialist in youth affairs;
- specialist of the first category in the organization of physical culture and sports.
4.5. The employees of the department are appointed to the position by the head of the administration on the recommendation of the head of the department, agreed with the deputy head of the administration in charge of the work of the department.
4.6. The employees of the department perform their duties in accordance with the job descriptions approved by the head of administration on the proposal of the head of the department.
4.7. The work of the department is carried out in accordance with the quarterly work plans approved by the deputy head of the administration.
4.8. During the temporary absence of the head of the department, his duties can be performed by the chief specialist of the department by order of the head of administration.



At the present stage of society's development, in order to solve the tasks set before it, it is necessary to fully mobilize socio-psychological factors in social production, strengthen the social orientation of economic management, which is impossible without an active research search and timely penetration into the essence of socio-economic processes occurring in the production sphere.

In this regard, there is a need to improve the management of social processes, to raise the level of work in the field of social development of labor collectives. Social development services of enterprises, organizations and ministries should play an important role in this.

The Social Development Service is called upon to conduct sociological research at the enterprise and, on the basis of a comprehensive study of the social and psychological problems of the organization of labor, everyday life and recreation of workers, to develop and implement measures that ensure the comprehensive identification and use of reserves for increasing labor productivity and increasing production efficiency, improving the management of social processes, improving educational work and the development of the creative activity of workers. It organizes work on the management of social development of labor collectives, methodological support, coordination of the development and implementation of plans, targeted comprehensive programs of social development.

Based on the social problems and tasks facing the sociologists of the enterprise to solve these problems, a regulation on the social development service of the enterprise is being developed, which provides for the performance of the following functions: phenomena and processes in production. For this, the social development service must systematically investigate and analyze bottlenecks, develop social cards of workers and social passports of collectives, which represent a system of socio-economic indicators characterizing them. This function is of a creative nature, it is based on the collection, processing and analysis of social information, the study of the results of other sociological research and the determination of trends in the development of social phenomena and processes;

Management - predictive function, expressed in the duties of service workers to predict the development of social phenomena, processes and manage them in production teams;

Organizational and control function, which boils down to the organization and implementation into practice of scientific recommendations for the management of social processes, monitoring the implementation of these recommendations;

Consulting function, which consists in providing the company's sociologists with practical advice to team members on various social issues, consulting on social topics;

The functions of social assessment, which consists in determining the social effectiveness of the implemented measures. The economic effect does not always coincide with the social one. Certain measures, while improving economic performance, can cause undesirable social phenomena. The tasks of the sociological service include monitoring the social parameters of the development of the team in order to prevent their deterioration;

Pedagogical and educational function, which imposes on sociologists the responsibility of disseminating advanced experience, organizing sociological training of personnel, studying and communicating to the collective, including the administration. The necessary sociological, psychological, pedagogical knowledge and their conviction of the expediency of using this knowledge in practical activities, the formation of sociological thinking among production managers. In the provision on the service of social development of the enterprise, the content of the functions performed in various areas of its activity is specified. 1. Analysis of the level of social development of labor collectives, preparation of proposals for projects of programs for the social development of collectives;

I. General Provisions

2. If it is impossible or inexpedient to create the Department, its tasks and functions shall be performed by the Logistics Support Department of the Customs.

3. General management of the Department is carried out by the head of customs and (or) deputy head of customs for logistics. Methodological management of the activities of the Department is carried out by the Main Directorate of Logistics of the FCS of Russia.

IV. Rights

26. To carry out the assigned tasks and functions, the Division has the right:

V. Final provisions

27. The department is headed by a chief appointed and dismissed from office by customs orders in agreement with the relevant divisions of the higher customs authority.

28. Head of Department:

1) manages the activities of the Department on the basis of the principle of one-man management;

2) distributes duties between subordinate officials, ensures their observance of official discipline;

3) creates conditions for improving the professional training of officials and employees of the Department, the introduction of promising techniques and methods of work;

4) organizes the development, submits for approval to the head of customs draft documents on issues related to the competence of the Department;

5) ensures the implementation of programs, plans and indicators of budget planning, the execution of instructions from the management of the customs;

Interacting with all production divisions, the social development service of the enterprise organizes and coordinates sociological work, requests and analyzes social information necessary for carrying out planned work, conducts specific sociological research, informs and communicates to the subdivisions recommendations and results of research work, monitors their implementation, conducts scientific research. -search work for the further solution of social problems, develops scientific-methodical and educational-methodical materials on the problems under study, promotes sociological and psychological knowledge among the employees of the enterprise. The Social Development Service establishes business relationships necessary to carry out work according to the thematic plan with other related services of enterprises, scientific institutions, universities, organizes and conducts seminars, meetings, internships for specialists from related services and enterprises.
