  • persons to whom anti-Russian sanctions of foreign countries are applied.

It is worth explaining that there is a ban on the departure of employees of the Ministry of Internal Affairs abroad, as well as a similar one concerning employees of the Ministry of Defense, the FSB, the Foreign Intelligence Service, the Penitentiary Service, and the Ministry of Emergencies. In addition, it applies to the staff of officials registered for civilian government service, i.e., for example, traveling abroad of civilian personnel of the RF Ministry of Defense is also limited.

The emergence of the above list is associated primarily with the need for the state to protect information related to sovereign secret, and in addition - the complication of relations in the modern political arena. Rules for the military

The ban on the departure of servicemen abroad in 2018 is regulated by the same Federal Law No. 114 “On the Procedure for Departure from the Russian Federation and Entry into the Russian Federation”, which means it relates to:

  • persons mobilized for military or alternative service;
  • contracted employees;
  • military personnel admitted to special (stamped) information.

    Law enforcement officers

    There is currently no strict ban on entry to other countries regarding ministers of law enforcement agencies. However, the organization of a regime of secrecy when traveling abroad imposes similar restrictions on security officials who have access to classified information.

    However, back in 2015, at the initiative of deputies of the State Duma, the Ministry of the Interior advised its employees not to leave the country without an exceptional need. If, nevertheless, there is an urgent need to travel abroad, employees of the Ministry of Internal Affairs must also follow the above scheme. First of all, they are obliged to submit a report on traveling abroad to the responsible employee and only after obtaining official permission to prepare documents for a trip abroad.

    Can prosecutors travel abroad? We repeat that there is no law prohibiting employees of law enforcement agencies from traveling abroad (except for the ban on persons admitted to information of increased secrecy). However, in the spring of 2018, the State Duma brought up the issue of imposing a temporary ban on the departure of police officers and persons holding senior positions in the Ministry of the Interior. If a new bill is agreed, the Interior Ministry officials will be forced to include the relevant article in the contract.

  • travel to other countries is prohibited during the entire period of service;
  • at the end of the service, the employee remains on bail for 5-10 years if during the period of service he was allowed to confidential information;
  • for contractors, the period of a travel ban is governed by the period specified by the terms of the contract.
  • If an employee did not work with classified information during the term of service, then travel restrictions end simultaneously with his term of service.

    Can FSB officers travel abroad? Employees of this department are also subject to a series of travel restrictions until the expiration of the contract. Employees of the service apparatus have the right to obtain the approval of a manager for a visit to another country only on the basis of one of the following reasons:

  • need for specialized treatment;
  • illness / death of one of the relatives living in another country;
  • settlement of inheritance issues;
  • settlement of proceedings on confiscation of property registered abroad;
  • visit to relatives living in another country.
  • An exit request is submitted 3 months before the planned event if there are no urgent factors. The statement is accompanied by justification for the need to cross the border acts, certificates, etc. Based on the results of the consideration of documents, management must make a decision.

    Like other government departments, the Federal Customs Service received a letter from the Ministry of Foreign Affairs of the Russian Federation in a recommendatory form proposing to refrain from departing employees of the department in other countries. But on the ground, in the structural divisions, such recommendations are accepted rather as an order for execution.

    The order of the Ministry of Emergency Situations for traveling abroad in 2018 No. 244 “On additional measures to increase social security, ensure comfortable working conditions and service personnel of the Ministry of Emergencies of Russia” dated 07.06.2018 establishes the prescribed recommendations of the Ministry of Foreign Affairs of the Russian Federation on restricting the rights of employees of this government to go abroad. The list of countries allowed for exit by EMERCOM employees is limited to being exclusively friendly to Russia.

    All military personnel, persons with access to classified information, as well as employees of the other departments discussed above have a certain procedure for authorizing the departure of foreign personnel.

    1. An employee planning to travel abroad is required to submit a report (application) addressed to the head of the FSO of Russia, where he must indicate: the country planned for the visit; purpose of the trip; departure date; source of funds for the trip; what transport is the trip planned for; details of the travel agency; information about the person who sent the invitation.
    2. The head who accepted the application certifies it and puts notes on the time and level of knowledge of the applicant regarding information constituting a state secret. Sends documents to the personnel department.
    3. The staff of the personnel department and operational management on the application put a note on the presence / absence of reasons for the restriction on the right to leave.
    4. A travel permit is issued or denied.

    One of the reasons for refusing to travel abroad is the presence of debts to the tax and municipal services, as well as unpaid fines and other debt obligations. Where to check arrears before traveling abroad? There are several ways to do this.

  • You can check the presence of debts on taxes and fees on the website of the Federal Tax Service.
  • Check if there is a debt issued for execution by a court decision, you can on the website of the bailiffs (FSSP).

  • It is not difficult to check the availability of debt to the bank by contacting the credit bureau.
  • After payment of existing debt, information in the databases of government departments will be reflected only within 1-3 weeks, so do not postpone it to the last moment.   • Valid passport.
  • Visa, because visa-free entry for citizens of the Russian Federation is not allowed in all countries.

  • Despite the fact that the list of documents for leaving the country is not so large, it should be borne in mind that additional requirements may be imposed on visits to individual countries. Therefore, the list of required securities can be expanded.

    However, there is absolutely no smoke without fire. There are some nuances. There is no legislative ban, and recommendations not to travel to certain countries, especially to NATO countries, exist. True, these recommendations exist for more than a day, and not even a first month. Why, then, has this news been given such a rush of sensationalism?

    According to the Ministry of Emergencies, everything is connected with the recent crash of the Kogalymavia aircraft in the Sinai. When investigating the tragedy, it almost immediately became known that in addition to civilians, two current employees of the Ministry of Emergencies died in it. Journalists found out, and in principle, it was not a big secret that the deceased Elvira Voskresenskaya, inspector of the Primorsky department of the Ministry of Emergencies, spent her vacation in Egypt. In the report on vacation, she indicated that she was going to relatives in Staraya Russa. This essentially innocent “inaccuracy” surfaced in the press. But as on condition of anonymity, some of the employees of the rescue agency were told by the RG correspondent, many ordinary employees act in this way, and there is no violation of the law. Ordinary inspectors write unsubscribes so that there are no unnecessary questions.

    The management team generally does not take risks and complies with the recommendations, since they can be withdrawn from the place of vacation at any time in case of emergency.

    But even in the case of “exposure” it is impossible to bring violators of recommendations to account. Now the procedure for traveling abroad by the Ministry of Emergencies is determined by internal order of June 4, 2013 N 360.

    That order just simplified the procedure for obtaining passports and issuing permits for departures from the Russian Federation to employees of the department, including those with a security clearance.     The decisions of the EMERCOM Board of Russia, the regulatory and administrative documents of the EMERCOM of Russia determined the tasks to increase the readiness of the forces and means of the EMERCOM of Russia to fulfill their mission, increase the efficiency of spending budgetary funds, and to eliminate in 2017 the deficit of appropriations for monetary allowances of internal service and military personnel, wages workers, improving the efficiency of state, budget and autonomous institutions.

    There is steady dynamics in reducing the number of emergencies (by 29.3% - from 99 to 70), fires (by 5.1% - from 57,592 to 54633) and incidents at water bodies (by 36.1% - from 840 to 537) compared with the same period last year, while the number of saved lives is growing.

    In order to take comprehensive measures to implement the federal budget in compliance with the principles of priority tasks in terms of improving the social security of the personnel of the Ministry of Emergencies of Russia, creating favorable conditions for the performance of official duties in the workplace (service), and providing targeted assistance to personnel in difficult situations , the effective use of funds for the acquisition of clothing property, maintenance of equipment, housing financing of the Ministry of Emergencies of Russia, as well as increasing the prestige of service in the Ministry of Emergencies of Russia, I order:

    1. The Department of Finance and Economics:

    a) to direct budget funds released as a result of the transfer of EMERCOM of Russia to a three-level management system to:

    the provision of social support and targeted assistance to personnel of reacting units, firefighters, rescuers and other categories of persons directly involved in the response;

    providing material support to EMERCOM employees with four or more children, the poor, socially unprotected or in a difficult life situation;

    improving living conditions for service and jobs in reacting units;

    the acquisition of modern, high-tech,

    multifunctional rescue equipment;

    development of responsive units;

    b) provide additional allocation of budget limits

    obligations to encourage the personnel of territorial bodies and treasury institutions of the Ministry of Emergencies of Russia in connection with the celebration of the 85th anniversary of the Civil Defense of Russia and at the end of 2017;

    c) together with the heads of territorial bodies and institutions of the Russian Emergencies Ministry:

    in accordance with the decisions of the Government of the Russian Federation, to provide monthly financial incentives to federal state civil servants with payments in the prescribed manner;

    continue to work to preserve the remuneration of civilian personnel of rescue military units (hereinafter referred to as the NF) and employees of the Federal Border Guard Service of the State Fire Service of state institutions of the Russian Ministry of Emergencies at the 2016 level.

    bring to the subordinate budget beneficiaries additional limits of budgetary obligations to ensure payments to employees with four or more children (at the rate of 100,000 rubles per family);

    d) ensure that the limits of budgetary obligations for the provision of one-time social benefits for the purchase of or construction of a residential building (hereinafter a one-time social payment) to the territorial bodies of the Ministry of Emergencies of Russia are provided to the employees of the FPS GPS;

    e) together with FKU “Financial and Settlement Center of the EMERCOM of Russia”, in order to unconditionally fulfill the approved approaches to investing up to 07/01/2017, prepare the necessary changes to the regulatory and administrative documents of the EMERCOM of Russia concerning planning, coordination and implementation of construction, reconstruction of facilities real estate Ministry of Emergencies of Russia.

    2. In 2017, send additional limits on budgetary obligations to finance the housing provision of the Russian Emergencies Ministry in the amount of 1,070.0 million rubles, namely:

    a) servicemen of rescue military units of the Ministry of Emergencies of Russia in the form of a subsidy for the purchase or construction of residential premises - 290.0 million rubles, which is 3.3 times more than in 2016;

    b) military personnel - participants of the accumulative-mortgage system

    housing support for cash payments in addition to savings for housing - 62.5 million rubles, which is 1.2 times more than in 2016;

    c) employees of the federal fire service of the State Fire Service (hereinafter - the FPS GPS) for the provision of lump-sum social payments for the purchase or construction of housing - 717.5 million rubles, which is 4.9 times more than in 2016;

    d) within the framework of the federal target program “Housing”, as a one-time subsidy for the purchase or construction of residential premises by the federal state civil servant of the main departments of the Ministry of Emergencies of Russia for the constituent entities of the Russian Federation - 42.1 million. rubles (financing remained at the level of 2016);

    e) for carrying out current emergency repairs and putting in order buildings, structures, territories and official housing stock of 1800 fire and rescue units of the FPS GPS in the amount of 179.0 million rubles;

    f) for overhaul of fixed assets in 428 divisions of the Ministry of Emergencies of Russia - in the amount of 495.9 million rubles.

    3. Allow officials of the EMERCOM of Russia, who have the right to authorize the departure of workers from the Russian Federation, to consider the relevant documents for the departure of military personnel, FPS GPS staff, federal state civil servants and EMERCOM employees in the established manner, taking into account the recommendations of the Russian Ministry of Foreign Affairs in foreign countries not recommended for visiting by citizens of the Russian Federation when traveling abroad.

    4. General Directorate of Training:

    a) complete the transition from 09/01/2017 educational organizations to

    two-tier system of higher education;

    b) together with the head of the FSBEI HE "Academy of State Fire Service of the Ministry of Emergencies of Russia",

    head of the Federal State Budgetary Educational Institution of Higher Education “Academy of Civil Protection of the Ministry of Emergencies of Russia”

    prepare for consideration by the board EMERCOM of Russia:

    proposals for amending the regulatory and administrative documents of the EMERCOM of Russia, providing for the determination of the scope of the state assignment to higher educational institutions and institutions of additional professional education of the EMERCOM of Russia for 2018–2022 in accordance with the real needs of the departments of the EMERCOM of Russia for graduates;

    an action plan to bring the number of permanent faculty and support staff of higher educational institutions of the Ministry of Emergencies of Russia, employees of institutions of additional professional education of the Ministry of Emergencies of Russia in accordance with the standards approved by the Ministry of Education of the Russian Federation.

    Report the results until 09/20/2017.

    5. The Department of Civil Protection organize:

    a) until June 30, 2017, a generalization of the required financial resources for the provision of lump-sum social payments to the employees of the Federal Border Service of the State Fire Service and the federal state civil servants of the Ministry of Emergencies of Russia, registered for receiving a lump-sum payment, subsidies to military personnel who have expressed a desire to receive a subsidy, for 2017;

    b) by July 15, 2017, prepare an organizational order on the organization of distribution of limits on budgetary obligations between the territorial bodies and institutions of the Ministry of Emergencies of Russia for the provision of:

    lump-sum payments in proportion to the living space required to provide the FPS GPS staff registered with the territorial bodies and institutions of the Ministry of Emergencies of Russia, taking into account the priority right to receive lump-sum payments;

    subsidies in proportion to the living space necessary for providing military personnel who have expressed a desire to receive a subsidy in the territorial body and institution of the Russian Emergencies Ministry, taking into account the priority right to receive subsidies;

    c) the preparation, on the basis of decisions of the board of the Ministry of Emergencies of Russia, of the allocation between the territorial bodies and institutions of the Ministry of Emergencies of Russia of limits for budgetary obligations for the provision of lump-sum payments to employees of the Federal Border Service of the State Fire Service.

    6. Department of Operations:

    a) organize the verification of documents substantiating the right of citizens participating in the subprogram “Fulfillment of state obligations to provide housing for categories of citizens established by federal law” of the federal target program “Housing” for 2015–2020 (hereinafter - the Subprogram) for obtaining state housing certificates (hereinafter - certificate), for compliance with the requirements of the legislation of the Russian Federation;

    b) ensure, by September 1, 2017, submission to the State customer of the Subprogram of information on the required number of certificates, disaggregated by constituent entities of the Russian Federation for 2017;

    c) check until 30.06.2017 the main departments of the Ministry of Emergencies of Russia for the constituent entities of the Russian Federation on the justification of the lists of citizens receiving state housing certificates submitted in 2106, and report back.

    7. Department of personnel policy:

    a) prepare a draft order of the EMERCOM of Russia to provide personnel of the EMERCOM of Russia with four or more children with an additional incentive payment (at the rate of 100,000 rubles per family);

    b) in conjunction with the Department of Readiness of Forces and Special Fire Protection and the Financial and Economic Department, in 2017, ensure the timely dismissal and payment of severance pay to military personnel and internal service employees who have reached the age limit for military service (service), in the manner and within the time periods established the legislation of the Russian Federation;

    c) promptly submit for consideration by the Central Attestation Commission of the Ministry of Emergencies of Russia materials submitted by the territorial authorities of the Ministry of Emergencies of Russia on the transfer of young specialists to other components of the Ministry of Emergencies of Russia for family reasons;

    d) in order to increase the prestige of service in the EMERCOM of Russia and the social support of the personnel of the EMERCOM of Russia, prepare draft orders of the EMERCOM of Russia to encourage all categories of personnel of territorial bodies and state-owned institutions of the EMERCOM of Russia in connection with the celebration of the 85th anniversary of the Civil Defense of Russia and in 2017.

    8. To the Department of Civil Defense and Protection of the Population, by 30.06.2017, prepare a draft order of the Ministry of Emergencies of Russia on the organization of sanatorium-resort treatment of personnel of the Ministry of Emergencies of Russia, providing high-tech medical care and psychological rehabilitation, with particular attention to veterans and children of employees who died in the line of duty debt to personnel involved in the liquidation of the consequences of emergency situations at the federal level in 2017.

    9. The Department of International Activities to ensure

    to ensure the safety of EMERCOM employees of Russia when traveling abroad, approve in the established manner and taking into account the recommendations of the Russian Ministry of Foreign Affairs a list of foreign states that were not recommended for visiting by citizens of the Russian Federation when traveling abroad, place it on the official Internet portal of the EMERCOM of Russia, and ensure its continuous updating .

    10. The Department of Force Preparedness and Special Fire Protection:

    a) organize work on training (if necessary) personal

    the composition of the EMERCOM of Russia to narrow-profile and related specialties;

    b) submit for approval by 01.07.2017 draft normative

    legal acts EMERCOM of Russia, approving:

    charter of fire departments; combat charter of fire departments;

    certification procedure for the right to manage fire extinguishing and emergency response;

    the procedure for training firefighters;

    charter of the internal service of paramilitary mine rescue units;

    regulations on the organization of activities of paramilitary mine rescue units aimed at preventing the occurrence of accidents at hazardous production facilities.

    11. During the implementation of the state defense order and the state armament program in the part of the EMERCOM of Russia, the Development Department, to organize the work:

    a) to comply with the principles of openness and transparency of placement

    information on procurement, the use of competitive methods for identifying suppliers;

    b) to ensure timely and high-quality acceptance of goods, support of contracts, as well as quality control of products at enterprises (organizations) of industry;

    the supply of technical means and equipment in accordance with the Decree of the Government of the Russian Federation of 05.30.2017 No. 668.

    12. To warn the heads of the Administrative Law Department, the Main Training Department, the Human Resources Department, the Financial and Economic Department, the Support Department, the Strategic Planning and Organizational Management Department, FSBI VNIIPO EMERCOM of Russia about the unsatisfactory preparation of draft normative legal acts of the EMERCOM of Russia within the framework of the implementation of the Federal Law dated May 23, 2016 No. 141-ФЗ “On Service in the Federal Fire Fighting Service of the State Fire Fighting Service and Amending Certain Legislative Acts of the Russian Federation” in accordance with the plan approved by the Government of the Russian Federation of July 11, 2016 No. 4992p-P4, and the plan, approved by the decision of the board EMERCOM of Russia dated 12.07.2016 No. 14 / IV.

    13. The Office of Strategic Planning and Organizational Work:

    a) by June 30, 2017 complete the work on establishing the number of

    employees of the EMERCOM of Russia system in territorial bodies and institutions of the EMERCOM of Russia, as well as on the preparation of methodological recommendations on the procedure for developing and approving staffing tables;

    b) starting from July 1, 2017, carry out monthly inspections of work on capital and current work in fire and rescue units, units of search and rescue teams, and the main departments of the Ministry of Emergencies of Russia for the constituent entities of the Russian Federation.

    14. In order to increase the level of social support for employees and employees of the Ministry of Emergencies of Russia, by July 1, 2017, the Security Department should complete the processing of the regulatory legal framework for clothing support, based on the real need for items of clothing property, as well as taking into account priority tasks.

    15. The heads of higher educational institutions and scientific institutions of the Ministry of Emergencies of Russia:

    a) organize work on the formation of modern approaches in

    training, competitive recruitment of students, monitoring the distribution of graduates in the Russian Emergencies Ministry units, improving efficiency

    economic activities of higher education institutions in 2017;

    b) bring staffing in accordance with the standards,

    approved by the Ministry of Education and Science of Russia;

    c) to ensure, at the expense of own sources, the availability of funds in the amount of at least 30% of the total amount of funds necessary to increase the remuneration of teachers and researchers, in order to implement the provisions of the Decree of the President of the Russian Federation of May 7, 2012 No. 597 “On measures for the implementation of state social policy. ”

    16. FSBI All-Russian Center for Emergency and Radiation Medicine named after A.M. Nikiforova ":

    a) to carry out an examination of documents received by the Russian Emergencies Ministry from military personnel of rescue military units, employees and employees of the federal fire service to provide them with financial assistance in connection with expensive treatment due to a serious illness, in order to determine the appropriateness and legality of this assistance;

    b) the conclusion on the examination of documents confirming treatment should be sent to the Department of Civil Defense and Protection of the Population, the Administrative Law Department and the Financial and Economic Department to determine the appropriate sources of financing and make a final decision at the meetings of the Commission of the Ministry of Emergencies of Russia to increase the efficiency of budget expenditures and reduce current expenses.

    17. FKU "Financial and Settlement Center EMERCOM of Russia":

    a) prepare proposals for the distribution and bringing limits on budgetary obligations to territorial bodies and institutions

    EMERCOM of Russia for the purchase of clothing property evenly based on the payroll (actual) number of personnel;

    b) organize the work to provide reacting forces and units with fuel and lubricants (hereinafter - fuel and lubricants) in accordance with the allocated budget allocations in 2017;

    c) carry out monthly inspections of the intended use of funds by managers and budget recipients for the performance in 2017 of capital and current emergency repairs of fixed assets of real estate of the Ministry of Emergencies of Russia.

    18. To the heads of the PKU “UKS EMERCOM of Russia”, territorial bodies and institutions of the EMERCOM of Russia, the head of the Administrative Legal Department:

    a) continue, in accordance with the legislation of the Russian Federation, claims and judicial work on violations of the terms of contracts for design and survey work committed by contractors, construction, reconstruction of facilities;

    b) organize the compulsion of contractors to perform the work stipulated by the contracts in full, terminate the contracts in case of persistent non-fulfillment, recover unpaid advances, recover penalties, and recover damages resulting from non-fulfillment of contracts.

    19. To the heads of the main departments of the Ministry of Emergencies of Russia for the constituent entities of the Russian Federation:

    a) exclude illegal decisions on the adoption by the subordinate state institutions of new expenditure obligations for the payment of monetary allowances (wages) to the FPS GPS staff, military personnel of rescue military units, and the EMERCOM of Russia employees to report on the results of budget commitments beyond the limits for budgetary commitments in 2017;

    b) take measures to strengthen the social protection of employees and employees of the FPS GPS, to provide time off for employees of the internal service when they are in the service on non-working days off and holidays, to exclude accrual and payment of funds for these purposes;

    c) prohibit the reduction of the personnel of the reacting units of the federal fire service, regional search and rescue units, rescue military units of the Ministry of Emergencies of Russia, paramilitary mine rescue units, and the State Inspectorate for Small-sized Vessels;

    d) organize work to strengthen the social security of workers and to increase the efficiency of the costs of procurement and material and technical support of the contractual units of the FPS GPS;

    e) to continue work on facilitating the reception of children of EMERCOM employees in preschool and educational institutions;

    f) continue, together with the executive authorities of the constituent entities of the Russian Federation, to work on the personal custody of certain categories of citizens (veterans, children and relatives of the deceased employees), as well as the sanatorium-resort provision of EMERCOM employees in departmental and other sanatorium-resort and medical institutions, to accept additional measures for medical rehabilitation and sanatorium-resort treatment of personnel of the Ministry of Emergencies of Russia, which took part in the elimination of the consequences of emergency situations in 2017;

    g) continue to work with the executive authorities of the constituent entities of the Russian Federation and local authorities, aimed at providing the personnel of the reacting units with housing provided at the expense and within the framework of the respective programs of the constituent entities of the Russian Federation;

    h) post on the official Internet portals of the main departments of the Ministry of Emergencies of Russia for the constituent entities of the Russian Federation in the information and telecommunication network "Internet" information on the work of territorial housing subcommittees and lists of personnel of the Ministry of Emergencies of Russia in need of improving housing conditions, as well as ensure their continuous updating;

    i) to exclude the adoption of the balance of additional movable and immovable property in order to reduce current costs;

    j) organize the purchase of machinery and equipment in the prescribed manner in accordance with the requirements of regulatory legal documents, advance purchases in accordance with the requirements of regulatory documents;

    k) organize work to ensure high-quality acceptance of goods, support of contracts, as well as quality control of products at enterprises (organizations) of industry;

    l) to continue work on the development of mentoring, in order to adapt the graduates of educational organizations of the Ministry of Emergencies of Russia in 2017 to conduct educational and methodological training;

    m) identify the causes of complaints, promptly take comprehensive measures to prevent them, promptly inform employees and employees of the EMERCOM of Russia system about the results of the consideration of complaints and organize explanatory work;

    n) organize work on the timely conduct of competitive procedures for the purchase of clothing, capital and maintenance of equipment and their quality control;

    o) organize work on providing personnel with the necessary items of clothing;

    p) organize work to provide fuel and lubricants for reacting forces and units in accordance with the allocated budget allocations in 2017;

    c) to provide fuel in strict accordance with the target financing, to exclude the transfer of fuel and lubricants between divisions of territorial bodies, the deduction of fuel and lubricants for supernumerary equipment, and also in excess of established standards, the content of which is carried out according to different codes for budget classification of expenses;

    r) take additional measures for the timely payment in full of wages, cash allowances, incentive allowances and additional payments, lump-sum cash rewards, bonuses, due compensations and other social payments, primarily to ordinary, sergeant and civilian personnel of rescue military units, junior to senior officers and employees of the FPS GPS, rescue workers of search and rescue teams, GIMS inspectors, including those related to technical personnel, in strict accordance with regulatory legal documents and decisions of the Russian Emergencies Ministry board;

    s) to ensure transparency and fairness in making decisions on the size of lump sum payments, to communicate these decisions to all personnel at workshops;

    f) organize explanatory work with personnel on the procedure and amount of additional incentive payments;

    x) ensure the maintenance of servicemen of rescue military units and the FPS GPS staff who are in possession, within the limits of budget limits for the payment of monetary allowances;

    c) prevent the adoption, within its competence, of positive decisions on the additional provision of material assistance and (or) bonuses to personnel in the absence of limits on budgetary obligations necessary for the full provision of personnel with mandatory social payments in 2017;

    h) before August 15, 2017, ensure that work is carried out to bring the costs of the federal autonomous institutions of the Ministry of Emergencies of Russia in 2017 to the level of allocated subsidies for the fulfillment of the state task, as well as organize work on the guaranteed receipt of funds from income-generating activities;

    sh) by August 15, 2017, ensure repayment of past years payables for utility services within the limits of the budget limits for 2017, as well as additional measures to reduce utility costs;

    щ) to complete the work on energy saving and improving energy efficiency (including the installation of metering devices) by 01/01/2017, aimed at saving community resources in kind and budget for paying utility bills;

    b) carry out the re-equipment of reacting units taking into account the reported limits of budgetary obligations;

    s) when applying for a service (job), pay special attention to the availability of related and narrow-profile specialties (control of robotic complexes and unmanned aerial vehicles, dog handler, diver, etc.);

    b) to complete in 2017 the work on transferring to the municipalities, state executive bodies of real estate objects and land plots that are excess, unused, unsuitable for use by the EMERCOM institutions of Russia.

    20. The heads of structural divisions of the central office, territorial bodies and institutions of the Ministry of Emergencies of Russia should ensure that the measures specified in this order are carried out within the limits of budgetary commitments for 2017.

    21. To apply to the director of the Finance and Economics Department S.G. Pischurnikov received a disciplinary sanction “remark” for his improper performance of his duties in organizing financial and economic activities in the Russian Emergencies Ministry according to the results of work for 4 months of 2017.
