- ensuring the patrol of the coastal water area, including the 200th Milny Economic Zone;
- protection of coastal marine communications and coastal infrastructure facilities from countering the fleet forces and aviation of a likely enemy;

- ensuring the conventionation of marine transportation.
To perform the appropriate functions, the ship must have high nautical qualities, sufficient autonomy of the swimming and the necessary set of weapons. Navigation and radar equipment focused on board the vessel should ensure the fulfillment of the combat task in full.
As a result, the task was tasked before shipbuilders - to create a powerful combat ship. In other words, the entire available armament complex should be installed on a small nautical platform, including artillery plants, rocket and anti-submarine weapons, anti-air defense means.
Story with Project 11611
One of the conditions that was delivered by the military sailors was to build a vessel on shipbuilding enterprises located on the Volga. It was assumed that with the successful completion of project work, newly built ships can be translated through the Volga to Baltic or to the Black Sea region. In addition, production facilities and rich experience in the design of small warships was at the collective of the Zelenodolsk design and design bureau (Republic of Tatarstan).
Design work began in 1982 on the basis of the anti-submarine shipping ships of the project 1124m with more sustainable energy transport and increased seaworthiness. Finally, the project prepared in all technical details was approved in 1987, after which the development of production and design documentation was launched on Zelenodolsky PKB. In 2012, a new ship went to the Caspian to pass the test complex. Unlike his older brother, Tatarstan, a new ship received shock armament. In the middle of the eighties, the requirement to equip guard ships (URR) complexes of the Uranium anti-develop missiles was put forward, which were planned to begin in 1987.
