The CrimeRussia found out why MVD operatives and patrol officers are often rewarded with amounts that are incomparably lower than the bonuses of their colleagues in the offices of the RF MIA General Administration in Moscow.

The issue of bonuses by November 10 worries law enforcement officers from different regions of Russia. Not without scandals - in 2012, for example, it turned out that Rostov police officers received bonuses three times less than their Krasnodar colleagues (18 and 52 thousand rubles, respectively). Therefore, every year, starting from the end of October, a lively exchange of information about who, when and how much begins on professional forums and in the communities of police officers in social networks. However, this year more than usual.

It all started with the fact that the Telegram channel Mash published a post listing bonuses in the amount of 300 to 400 thousand rubles for Police Day to several senior officers of the Main Directorate of the Ministry of Internal Affairs in Moscow. The first in the list of names with 300 thousand rubles of the prize was a certain "secretary of the head of the Moscow police, Olga Lyukova." Reality was distorted, deliberately or not, but the game on stereotypes succeeded, which is natural and provoked a violent reaction from Internet users, and later from the police union.

In fact, not a mythical “secretary,” but an assistant to the head of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation in Moscow, Lieutenant Colonel of the Internal Service Olga Nikolaevna Dyukova, who was appointed to this position less than a year ago, received a considerable amount for a leader in general's shoulder straps. According to the newspaper "Petrovka 38", Dyukova previously held various posts in the Office of Records Management and Regime of the Main Directorate of the Ministry of Internal Affairs of Russia (UDiR Ministry of Internal Affairs of the Russian Federation). By the way, Timofey Vitalievich Yudin, the second assistant to the head of the capital's headquarters of the Ministry of Internal Affairs, Colonel of the Internal Service, received exactly the same award. Dyukova's position does not fundamentally change the essence of the matter - but attracted public attention to the problem. After all, the size of the bonus for employees of the Ministry of Internal Affairs and other law enforcement agencies in the regions is several orders of magnitude lower than in the capital, even for those with higher rank. And even then, judging by the data from the police forums, the award will not be for all regions.

Meanwhile, as The CrimeRussia found out, 300 thousand rubles is not the largest amount of bonuses for Moscow police officers in order No. 3457 of the head of the MIA General Administration for Moscow, Oleg Baranov, dated October 31, 2017.

It lists on five pages the heads of the Main Directorate of the Ministry of Internal Affairs in Moscow, who were lucky this year to celebrate their professional holiday on a grand scale with taxpayers' money.

The highest awards in the Moscow headquarters were received by the Deputy Head of the Moscow Directorate of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation, Lieutenant General of the Internal Service Andrei Ponorets and the Head of the Main Directorate of the Ministry of Internal Affairs in Moscow, Major General of Justice Natalya Agafieva. All of them and many of their other colleagues received awards of 300 thousand rubles. Also, several officers of the Ministry of Internal Affairs were awarded prizes of 250, 200 and 100 thousand rubles.

The junior officers and non-commissioned officers of the Main Directorate of the Ministry of Internal Affairs of Moscow, as well as civilian employees, are also waiting for a holiday bonus. The payment of bonuses to employees of internal affairs bodies is regulated by Section IV of the order of the Ministry of Internal Affairs of the Russian Federation of January 31, 2013 N 65 "On approval of the Procedure for providing monetary allowances for employees of internal affairs bodies of the Russian Federation." Recall that the predecessor of General Baranov as head of the capital's headquarters, Anatoly Yakunin, in 2015 ordered the heads of the district police departments, the capital's traffic police, the Moscow metro police department, the OMON, the commanders of the 1st and 2nd operational regiments and a number of other units to limit the payments of one-time premiums.

On September 21, 2016, on the website of the Ministry of Labor, another clarification appeared about the new terms for the payment of bonuses.
This explanation is called "The new edition of the Labor Code does not change the rules for the payment of bonuses."

This clarification notes that the requirements for limiting the timing of payment of wages to fifteen calendar days relate to payments to the employee of accrued wages, which are made at least every half month.

Incentive payments (additional payments and allowances of a stimulating nature, bonuses and other incentive payments) are one of the components of wages and are paid for periods other than half a month (month, quarter, year, and others).

And the main conclusion in this clarification: the timing of payment of incentive payments to employees accrued for a month, quarter, year or other period can be established by a collective agreement, a local regulatory act. So, if the statute on bonuses establishes that the payment of bonuses to employees based on the results for a period specified by the bonus system, for example, for a month, is carried out in the month following the reporting one or a specific term for its payment is indicated, and based on the results of work for a year - in March of the next year, or the specific date of its payment is also indicated, this will not be a violation of the requirements of the Labor Code in the new edition.

It turns out that in this clarification, the Ministry of Labor also assures that if in the local acts it is written in which period the bonuses are accrued and issued, then there will be no violations and fines.

To minimize the possibility of disputes with employees and inspectors from labor inspectorates, specify in the bonus regulation in which period you accrue and issue bonuses. Moreover, it is better to prescribe terms for each type of remuneration - monthly, quarterly or annual.

Terms of accrual of premiums

  • the monthly bonus is calculated no later than the 10th day of the month following the worked month;
  • the quarterly bonus is charged no later than the 30th day of the month following the worked quarter;

If the above formulations are prescribed in a local normative act (in the provision on bonuses), then there should be no problems with the payment of bonuses from October 3, 2016.

The reform of the Ministry of Internal Affairs began more than five years ago. The reform of the Ministry of Internal Affairs of Russia in 2016/2017 affects important aspects of the department's work, the main ones of which are the salary of employees, the size of the pension, an increase in the retirement age and a reduction in employees of departments. According to the Presidential Decree, in 2017 the number of employees of the Ministry of Internal Affairs should be no more than 904,871 people.   • for the complexity and intensity of the activity,
  • material assistance, various bonuses.

There is also a 10 percent Moscow salary increase.

At the moment, the following benefits have been canceled for the policemen: “13” salaries have been cut; eliminated compensation for payment for attending kindergartens; the refund of funds for travel on railway transport has been canceled; receiving financial assistance is possible once a year.

Budget allocations for the section "National security and law enforcement" in 2017 will amount to 1,943,118.1 million rubles, in 2018 - 1,879,794.7 million rubles and in 2019 - 1,892,205.1 million rubles.

In relation to the volume of GDP of the corresponding year, the share of expenditures in the section "National Security and Law Enforcement Activities" will be 2.3% in 2016, 2.2% in 2017, 2.0% in 2018 and 1 in 2019. 9 percent.

The specialized committees in the State Duma believe that, in general, the public obligations adopted in accordance with federal laws in the social sphere, the balanced distribution of budgetary funds for pensions for persons who have served in the military and service in the internal affairs bodies, are being fulfilled.

In theory, police salaries will be indexed by 5.5 percent in 2016, most likely in October. But to ensure this increase, reserves will have to be sought. For example, almost all training programs will be cut, privileges for police officers will be provided only on condition of 5 years of service in the authorities, etc. There will most likely not be reductions in the police in 2016, especially given the current difficult political situation.
