I ORDER:

  1. To approve the attached Procedure and terms of certification for medical workers and pharmaceutical workers to obtain a qualification category.
  2. Declare invalid the order of the Ministry of Health and Social Development of the Russian Federation of July 25, 2011 No. 808n "On the procedure for obtaining qualification categories by medical and pharmaceutical workers" (registered by the Ministry of Justice of the Russian Federation on September 23, 2011, registration No. 21875).
  3. Control over the implementation of this order shall be entrusted to the Deputy Minister of Health of the Russian Federation I.N. Kagramanyan.

The procedure and terms for medical workers and pharmaceutical workers to pass certification to obtain a qualification category

I. General provisions

1. These Procedure and terms for medical workers and pharmaceutical workers to pass certification to obtain a qualification category (hereinafter - certification and Procedure, respectively) determine the rules for medical workers and pharmaceutical workers to pass certification and apply to specialists with secondary medical and pharmaceutical education, specialists with higher professional education carrying out medical and pharmaceutical activities (hereinafter referred to as specialists).

2. Attestation of specialists with secondary and higher medical and pharmaceutical education is carried out in the specialties provided for by the current nomenclature of specialties for specialists with medical and pharmaceutical education (hereinafter referred to as specialties).

3. Certification of specialists with other higher professional education and carrying out medical and pharmaceutical activities is carried out according to the positions provided for by the current nomenclature of positions of medical and pharmaceutical workers (hereinafter - positions).

4. Attestation is voluntary and is carried out by attestation commissions for three qualification categories: second, first and highest.

5. Certification is carried out once every five years. The assigned qualification category is valid throughout the territory of the Russian Federation for five years from the date of the issuance of the administrative act on assignment.

6. Specialists can apply for a higher qualification category not earlier than three years later from the date of issuance of an administrative act on the assignment of a qualification category.

7. During certification, theoretical knowledge and practical skills necessary to fulfill professional duties in the relevant specialties and positions are assessed on the basis of the results of the qualification exam.

The qualification exam includes an expert assessment of the report on the professional activity of a specialist (hereinafter referred to as the report), test knowledge control and an interview.

8. The specialist applying for second qualification category, should:

  • have theoretical training and practical skills in the field of their professional activities;
  • navigate modern scientific and technical information, possess the skills of analyzing quantitative and qualitative performance indicators, drawing up a work report;
  • have at least three years of work experience in the specialty (in position).

9. Specialist applying for first qualification category, should:

  • have theoretical training and practical skills in the field of ongoing professional activities and related disciplines;
  • to use modern methods of diagnosis, prevention, treatment, rehabilitation and to own medical and diagnostic equipment in the field of professional activities;
  • be able to competently analyze the indicators of professional activity and navigate in modern scientific and technical information;
  • participate in solving tactical issues of organizing professional activities;
  • have work experience in the specialty (in position) for at least five years.

10. Specialist applying for the highest qualification category, should:

  • have high theoretical training and practical skills in the field of ongoing professional activities, know related disciplines;
  • to use modern methods of diagnosis, prevention, treatment, rehabilitation and to own medical and diagnostic equipment in the field of professional activities;
  • be able to qualify the data of special research methods in order to establish a diagnosis;
  • navigate modern scientific and technical information and use it to solve tactical and strategic issues of professional activity;
  • have work experience in the specialty (in position) for at least seven years.

11. Qualification categories assigned to specialists prior to the entry into force of this Procedure are retained for the period for which they were assigned.

II. Formation of certification commissions

12. For the certification of specialists:

  • the federal executive body responsible for the development and implementation of state policy and legal regulation in the health sector creates a central certification commission;
  • federal executive bodies, state academies of sciences, organizations with subordinate medical organizations and pharmaceutical organizations, create departmental certification commissions;
  • executive authorities of the constituent entities of the Russian Federation are created territorial certification commissions.

13. Attestation commissions in their activities are guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, regulatory legal acts of federal executive authorities and state authorities of the constituent entities of the Russian Federation, as well as this Procedure.

14. The Attestation Commission consists of the Coordinating Committee (hereinafter referred to as the Committee), which carries out the functions of organizing the activities of the Attestation Commission, including ensuring the activities of the Attestation Commission in the intervals between meetings, and expert groups by specialties (hereinafter referred to as the Expert Groups) that certify specialists in terms of consideration documents and qualification exam.

The attestation commission includes leading specialists from organizations engaged in medical and pharmaceutical activities, representatives of medical professional non-profit organizations, employers, government bodies or organizations that form the attestation commission, and other persons.

The personal composition of the attestation commission is approved by the administrative act of the state authority or organization that created the attestation commission.

15. The Chairman of the Attestation Commission is the Chairman of the Committee, carries out general management of the activities of the Attestation Commission, presides over the meetings of the Committee, organizes the work of the Attestation Commission, exercises general control over the implementation of decisions taken by the Attestation Commission, distributes responsibilities among the members of the Attestation Commission.

The Deputy Chairman of the Attestation Commission is the Deputy Chairman of the Committee, performs the duties of the Chairman of the Attestation Commission in his absence, performs other functions on behalf of the Chairman of the Attestation Commission.

The executive secretary of the attestation commission is the executive secretary of the Committee, appointed from among the representatives of the state authority or organization that forms the attestation commission.

The executive secretary of the attestation commission registers and considers documents submitted to the attestation commission by specialists who have expressed a desire to undergo certification to obtain a qualification category, for compliance with the requirements for the list and execution of documents established by these Procedure and terms, forms materials for sending to the Expert groups, prepares materials for meetings Committee, draft decisions of the Committee, perform other functions in accordance with this Procedure and on behalf of the chairman of the certification commission.

The deputy executive secretary of the attestation commission performs the duties of the executive secretary of the attestation commission in his absence, performs other functions on behalf of the chairman of the attestation commission.

The Chairman of the Expert Group carries out general management of the activities of the Expert Group, chairs the meetings of the Expert Group, organizes the work of the Expert Group, and distributes responsibilities among the members of the Expert Group.

The Deputy Chairman of the Expert Group acts as the Chairman of the Expert Group in his absence, performs other functions on behalf of the Chairman of the Attestation Commission and the Chairman of the Expert Group.

The executive secretary of the Expert Group prepares materials for the meeting of the Expert Group and draft decisions of the Expert Group, performs other functions in accordance with this Procedure and on behalf of the Chairman of the Expert Group.

16. The main functions of the Committee are:

  • organization of the activities of the certification commission;
  • coordination of the work of the Expert Groups;
  • determination of the venue for meetings of the Expert Groups;
  • determination of methods, methods and technologies for assessing the qualifications of specialists;
  • consideration of the need to use variable certification methods: remote using telecommunication technologies (hereinafter referred to as remote certification), field meeting;
  • sending to the public authority or organization that created the attestation commission, proposals for holding an off-site meeting of the Expert Group or remote certification, taking into account the level of workload of the Expert Group, the grounds on which an off-site meeting of the Expert Group or remote certification is planned, the number of specialists wishing to undergo certification, availability of equipped premises, the ability to comply with the requirements established by this Procedure;
  • preparation and submission for approval to the state authority or the organization that created the attestation commission, the draft administrative act of the state authority or organization on the assignment of qualification categories to the specialists who have passed the attestation;
  • organization of consideration of controversial issues, including in case of disagreement of a specialist with the decision of the Expert Group, and making decisions on them;
  • record keeping of the certification commission.

17. The expert groups carry out the following functions:

  • consider the documents submitted by specialists in accordance with this Procedure;
  • prepare conclusions on reports submitted in accordance with this Procedure;
  • carry out test control of knowledge and interview;
  • make decisions on the assignment of a qualification category to specialists.

18. The main form of activity of the certification commission is meetings.

Meetings of the Committee are held, if necessary, by decision of the Chairman of the Committee, meetings of the Expert Groups are held at least once a month.

The Committee and the Expert Groups independently determine the procedure for conducting their meetings and activities between meetings, taking into account the provisions of this Procedure.

A meeting of the Committee or Expert group is considered competent if more than half of the members of the Committee or Expert group are present.

19. The decision of the Committee and the Expert group is made by an open vote by a simple majority of votes of the members of the Committee or the Expert group present at the meeting. In case of equality of votes, the vote of the chairperson of the meeting of the Committee or the Expert Group is decisive.

When considering the issue of assigning a qualification category to a specialist who is a member of the certification commission, the latter does not participate in voting.

The decision of the Committee and the Expert group is formalized in a protocol, which is signed by all members of the Committee or Expert group who attended the meeting of the Committee or Expert group.

A member of the Committee or Expert group who does not agree with the decision taken has the right to state in writing a dissenting opinion, which is attached to the minutes of the meeting of the Committee or Expert group.

III. Carrying out certification

20. Specialists who have expressed a desire to pass certification to obtain a qualification category shall submit the following documents to the certification commission:

If there are documents issued on the territory of a foreign state and executed in a foreign language, the specialist submits a duly certified translation of documents into Russian.

  1. statement addressed to the chairman of the attestation commission , which indicates the last name, first name, patronymic (if any) of the specialist, the qualification category for which he applies, the presence or absence of a previously assigned qualification category, the date of its assignment, consent to the receipt and processing of personal data for the purpose of assessing qualifications, the personal signature of the specialist and date;
  2. a printed certification sheet certified by the HR department of the organization carrying out medical or pharmaceutical activities, the employee of which is a specialist, in the form according to the recommended model (Appendix No. 1 to this Procedure);
  3. a report on professional activities (hereinafter referred to as a report) personally signed by a specialist, agreed with the head and certified by the seal of the organizationcarrying out medical or pharmaceutical activities, the employee of which is a specialist (the report should contain an analysis of professional activities for the last three years of work - for specialists with higher professional education and for the last year of work - for specialists with secondary vocational education, including a description of the work performed, data on rationalization proposals and patents, conclusions of a specialist about his professional activity, proposals for its improvement);
  4. copies of documents on education (diploma, certificates, certificates, certificates of a specialist), work record, certified in the prescribed manner;
  5. in the event of a change in the surname, first name, patronymic - a copy of the document confirming the fact of changing the last name, first name, patronymic;
  6. a copy of the document on the assignment of the existing qualification category (in the presence of).

In case of refusal of the head of an organization carrying out medical or pharmaceutical activities, of which the specialist is an employee, a written explanation of the head of the organization carrying out medical or pharmaceutical activities, of which the specialist is an employee, about the reasons for the refusal, which is attached to the application for obtaining a qualification category, is issued to the specialist in coordinating the report ...

1.3. The qualification exam aims to stimulate the growth of a specialist's qualifications, improve the selection, placement and use of personnel in the healthcare system of the Russian Federation, increase personal responsibility for the performance of professional and official duties.

1.4. The process of obtaining qualification categories is provided by certification commissions and includes procedures for obtaining qualification categories - the stages of assessing the conformity of professional knowledge and skills of specialists (hereinafter referred to as qualification procedures).

1.6. Principles of the qualification exam:

  • independence and objectivity of expert assessments;
  • openness of qualification procedures;
  • consistent assignment of qualification categories;
  • compliance with the norms of professional ethics;
  • compliance with a strict sequence of qualification procedures provided for by this Regulation;
  • high qualification and competence of persons carrying out qualification procedures.

1.12. Certification commissions carry out their activities in accordance with the sequence of qualification procedures established by this Regulation. Qualification procedures are aimed at assessing the professional qualifications and competence of specialists.

1.13. A specialist can obtain a qualification category both in the main and in the combined specialty.

1.14. Qualification categories are assigned in accordance with the current nomenclature of specialties.

II. Procedure for obtaining qualification categories

2.1. Qualification categories are assigned to specialists who have a level of theoretical training and practical skills corresponding to the qualification characteristics of specialists, and work experience in the specialty:

  • the second - at least three years for specialists with higher and secondary vocational education;
  • the first - at least seven years for specialists with higher professional education and at least five years for specialists with secondary professional education;
  • higher - at least ten years for specialists with higher professional education and at least seven years for specialists with secondary vocational education.

2.2. When assigning qualification categories, the following sequence is used: second, first, highest.

2.4. The head of the organization in which the specialist carries out professional activities creates conditions for:

  • submission by a specialist of qualification documentation drawn up in accordance with the requirements for completeness and correctness;
  • implementation of interaction between the organization and the certification commission regarding the procedure for obtaining a qualification category by a specialist;
  • submission to the certification commission of information on the number of specialists who carry out professional activities in a medical organization and have passed the procedure for obtaining a qualification category (indicating the certification commission and the qualification category received), as well as specialists wishing to receive (confirm) a qualification category in the next calendar year;
  • notification of a specialist who has expressed a desire to obtain a qualification category.

2.5. The requirements specified in clauses 2.3 and 2.4 of these Regulations regarding the need to certify the documents submitted by a specialist and ensure interaction between the organization and the certification commission do not apply to specialists who carry out professional activities in the private health care system.

2.6. The documents that make up the qualification documentation must be neatly executed and bound.

2.7. The qualification documentation is sent to the certification commissions by mail, as well as directly by a specialist, an official of the organization, authorized to interact with the organization in which the specialist carries out professional activities, with the certification commission.

2.8. In order to preserve the previously assigned qualification category, the specialist sends the qualification documentation to the certification commission no later than four months before the expiration of the qualification category. If the examination documentation is sent later than the specified period, the date of the qualification exam may be set after the expiration of the qualification category.

III. Procedure for the meeting of certification commissions

3.1. The meeting of the certification commission is scheduled within a period not exceeding three months from the date of registration of the examination documentation.

3.2. Specialists from federal state institutions under the jurisdiction of the Ministry of Health and Social Development of the Russian Federation submit qualification documentation to the Central Attestation Commission.

Specialists of state institutions under the jurisdiction of other federal executive bodies, executive bodies of the constituent entities of the Russian Federation submit qualification documentation to the relevant departmental certification commissions.

Specialists carrying out medical and pharmaceutical activities in organizations of the state health care system of the constituent entity of the Russian Federation, the municipal health care system, as well as specialists carrying out professional activities in the private health care system, submit qualification documentation to the certification commissions of the constituent entities of the Russian Federation, on the territory of which they operate.

3.3. The qualification documentation received by the attestation commission is registered in the register of documents (a recommended sample is given in Appendix No. 4 to this Regulation) after checking its compliance with the completeness requirements and correctness of execution within 7 calendar days. In the event that the qualification documentation does not meet the specified requirements, the submitter of the qualification documentation (the official of the organization in which the specialist carries out professional activities, authorized to interact with the organization with the certification commission) is informed of the reasons for refusing to accept the examination documentation with an explanation of the possibility of their elimination.

Refusal to accept qualification documentation received by the certification commission must be sent to the specialist no later than 14 calendar days from the date of receipt of the examination [probably qualification, but it is written in the original] documentation to the certification commission.

To eliminate the shortcomings of the qualification documentation, the specialist is invited to eliminate the identified shortcomings within a month.

3.4. Control over the observance of the registration procedure, the requirements for completeness and correct execution of the qualification documentation submitted to the certification commission is carried out by the executive secretary of the relevant certification commission.

3.5. The executive secretary of the certification commission, no later than one month from the date of registration of the qualification documentation, determines the expert group of the certification commission corresponding to the specialty (direction) declared in the qualification documentation, and agrees with its chairman the timing of the specialist qualification exam.

3.6. Based on the results of the examination of the qualification documentation, the chairman of the expert group determines the members of the expert group for reviewing the report on the professional activity of the specialist.

3.7. The chairman of the expert group determines the need to involve independent specialists (experts) in the review of the report on the professional activities of the specialist.

3.8. A review of a report on the professional activity of a specialist is signed by members of the expert group participating in the review, or by independent specialists (experts) and by the chairman of the expert group.

3.9. The review should reflect:

  • possession of modern methods of diagnosis and treatment, adequate to the qualification requirements for specialists of the second, first and highest categories;
  • participation of a specialist in the work of a scientific society or professional medical association;
  • availability of publications and printed works;
  • the duration and timing of the last professional development;
  • forms of self-education used by a specialist;
  • correspondence of the volume of theoretical knowledge, actually performed diagnostic and therapeutic practical skills to the qualification requirements for specialists in the declared qualification category.

3.10. The term for the examination of qualification documentation by an expert group cannot exceed 14 calendar days.

3.11. Based on the results of the peer review, the expert group prepares an opinion on the assessment of the specialist's report and, together with the executive secretary of the certification commission, determines the date of the meeting in the specialty declared in the qualification documentation.

The secretary of the expert group notifies the specialist of the date of the meeting.

3.12. As part of the meeting of the expert group, the specialist is tested and interviewed.

  • Testing provides for the execution of test tasks, corresponding to the declared qualification category and specialty, and is recognized as a passed specialist, provided that at least 70% of correct answers to test tasks.
  • Interview involves interviewing a specialist members of the expert group on theoretical and practical issues corresponding to the specialty declared in the qualification documentation.

3.13. At the meeting of the expert group, the secretary of the expert group keeps individual protocols of specialists undergoing qualification procedures (a recommended sample is given in Appendix No. 5 to these Regulations). Each individual protocol is certified by the members and the chairman of the expert group.

3.14. The decision on the compliance of a specialist with the declared category is made based on the results of testing, interviews and taking into account the assessment of the report on the specialist's professional activity and is entered into the qualification sheet.

3.15. At a meeting, the expert group of the certification commission makes one of the following decisions:

  • assign the second qualification category;
  • to raise the second qualification category with the assignment of the first;
  • improve the first qualification category with the assignment of the highest;
  • confirm the previously assigned qualified category;
  • remove the first (highest) qualification category with the assignment of a lower qualification category;
  • to deprive the qualification category (second, first, highest);
  • to postpone the certification period;
  • refuse to assign a qualification category.

3.16. In case of deprivation, demotion or refusal to assign a higher qualification category in the individual protocol of a specialist, the reasons for which the expert group of the attestation commission made the appropriate decision are indicated.

3.17. The assessment of the qualifications of a specialist is adopted by open voting if there are at least 2/3 of the number of members of the expert group of the certification commission at the meeting.

3.19. When deciding on the assignment of a qualification category to a specialist who is a member of the certification commission, the latter does not participate in voting.

3.20. The specialist has the right to pass the repeated qualification exam, but not earlier than one year after the decision is made on the discrepancy between the qualification category.

3.21. Individual protocols of the examiners are sent to the executive secretary of the attestation commission to prepare the minutes of the meeting of the attestation commission (a recommended sample is given in Appendix No. 6 to these Regulations). The minutes of the meeting of the expert group are certified by the members of the expert group and approved by the deputy chairman of the attestation commission.

3.22. The replacement of a member of the expert group by another person who is not part of it is not allowed.

3.23. The draft order on the assignment of a qualification category is prepared by the executive secretary of the certification commission on the basis of its decision. The body under which the attestation commission was created, within one month, issues an order on the assignment of a qualification category.

3.24. Within a week from the date of the issuance of the order on awarding the qualification category, the executive secretary of the certification commission draws up a document on obtaining the qualification category, which is signed by the chairman of the certification commission and certified by the seal of the body under which it was created.

3.25. A document confirming the assignment of a qualification category is issued to a specialist or to a person authorized by him (on the basis of a power of attorney) upon presentation of an identity document of the recipient, or sent through the postal service (with the consent of the specialist).

3.26. The issued document on the assignment of the qualification category is registered in the register of documents.

3.27. In case of loss of a document on the assignment of a qualification category, on the basis of a written request from a specialist to the certification commission, a duplicate is issued within a month. When it is designed, the word "Duplicate" is written on the upper left side.

3.28. Qualification documentation, copies of orders on the assignment of qualification categories and other organizational and administrative documents related to the work of the certification commission are stored in the certification commission for five years, after which they are subject to destruction in accordance with the established procedure.

3.29. The specialist has the right to familiarize himself with the documents submitted to him by the certification commission.

3.30. The decisions of the attestation commissions, within thirty days from the date of their adoption, can be appealed by sending an application justifying the reasons for disagreement to the bodies at which the attestation commissions were created, as well as to the Central Attestation Commission.

3.31. In conflict cases, the employee can appeal against the decision of the certification commission in accordance with the legislation of the Russian Federation.

3.32. Information (certificate, extract from the protocol, etc.) about specialists who have received a qualification category can be issued upon a written request from the specialist himself or the request of law enforcement agencies.

IV. Forms of work of the certification commission

4.1. Certifying commission:

  • analyzes the activities of specialists with higher and secondary vocational education who submitted documents for obtaining qualification categories;
  • summarizes the experience of work and implementation of qualification procedures and provides an annual report to the body under which it was created;
  • considers the need for offsite meetings.

4.2. The necessity of holding an offsite meeting is determined by the certification commission on the basis of requests from organizations and other structures representing the interests of specialists. When examining the issue of the need to hold an offsite meeting, the certification commission has the right to request data on the number of specialists wishing to obtain a qualification category, and specialties (areas) declared for the qualification exam.

4.3. The chairman of the attestation commission sends to the body under which the attestation commission was created a justification about the need (no need) to hold an offsite meeting of the attestation commission.

4.4. When preparing a justification for the need (no need), the following are taken into account:

  • the level of workload of the expert groups of the certification commission and their members at the main place of employment;
  • circumstances due to which specialists wishing to pass the qualification exam cannot appear at the meeting place of the certification commission;
  • the number of specialists wishing to pass the qualification exam;
  • information on the qualifications of these specialists provided by the organizations in which they carry out their professional activities;
  • the ability to comply with the requirements of the attestation commission during the field meeting, including the qualification procedures established by this Regulation.

4.5. The body under which the attestation commission was created decides to hold a visiting meeting of the attestation commission and approves by its order the personal composition of the attestation commission and expert groups, the timing of the visiting meeting of the certification commission and its tasks.

In order to upgrade the existing radio amateur category, you must:

2. Prepare and pass the examination of the qualification commission of the Stavropol regional branch of the Union of radio amateurs of Russia (RO SRR) for the corresponding amateur category. It should be borne in mind that the qualification commission of the RO SRP accepts exams only from members of the SRP. If a radio amateur who wants to upgrade the category is not a member of the CPP, then in order to pass the exam of the RO CPR commission, it will be necessary to join the CPP, having paid an annual membership fee of 610 rubles in the radio club and an entrance fee of 200 rubles.

3. In case of successful passing of the qualification exam, all the necessary documents will be prepared and sent by the RO SRP and the radio club independently to the FSUE GRCHTs Moscow, and the one who successfully passed the exam in 3-4 weeks will receive a registered letter from the FSUE GRCHTs to his home address with a "Certificate of the formation of a call sign identification of an amateur radio station "with a validity period of 10 years.

According to clause 6 of the General Provisions of the Qualification Handbook, approved by the Decree of the Ministry of Labor of Russia dated 21.08.1998 N 37, qualification categories are established by the head of the enterprise, institution, organization. This takes into account the degree of independence of the employee in the performance of official duties, his responsibility for decisions, attitude to work, efficiency and quality of work, as well as professional knowledge, practical experience, determined by the length of service in the specialty, etc.

According to clause 10 of the General Provisions of the Qualification Handbook, approved by the Decree of the Ministry of Labor of Russia dated 08.21.1998 N 37, persons who do not have special training or work experience established by the qualification requirements, but who have sufficient practical experience and perform qualitatively and fully assigned to them official duties, on the recommendation of the attestation commission, as an exception, can be appointed to the relevant positions in the same way as persons with special training and work experience.

Thus, an employee can be assigned a category based on the results of certification. The composition of the certification commission can be anything, as a rule, it includes the head of the personnel department and a representative of the trade union (if the organization has a trade union). If the organization has specialists with relevant education and work experience, you need to involve them in participating in the certification. It is not necessary to involve outside specialists.

The category assignment must be made in the work book in the section. In column 1 of the specified section put the next serial number of the record, in column 2 indicate the date of assignment of the category, in column 3 make the main entry. The statement of attestation is a local document of the organization (). The legislation does not provide for a standard form of the document, therefore the Regulation on certification can be drawn up in. When developing it, you can take the approved one as a basis.

As a rule, the Regulations indicate:

Requirements for the qualifications of employees (for example, compliance with labor standards, compliance with labor discipline, etc.). Such requirements can be established on the basis of the approved ();

Positions of employees, whose knowledge will be tested for certification;

The procedure for conducting scheduled and extraordinary certification;

The procedure for the formation of the certification commission;

The attestation regulation is put into effect by order of the head of the organization. After the regulation comes into force, it must be familiarized with it against the signature of all working employees and each new employee when hiring ().

Employer-initiated certification

If certification is not mandatory, but the employer plans to carry it out, the employee's obligation to undergo certification should be enshrined in the employment contract. The Labor Code of the Russian Federation does not provide for any restrictions on the certification by the employer. This means that certification can be carried out in relation to any categories of employees. At the same time, the employer can establish such restrictions independently, for example, exempt pregnant women from certification.

If an employee is the initiator of the certification, he submits an application.

An employee's application form for certification is not established by law, so it can be drawn up in.

Decision to conduct certification

Begin any certification by deciding whether to conduct it. Such a decision should be made by the head of the organization or an employee who is responsible for the appointment of certification. Issue the decision by order. Include information in it:

On the timing (schedule) and place of certification;

About the circle of employees subject to certification;

On the appointment of the attestation commission or on the timing of its formation (appointment or election, if the commission is elected);

If the certification is extraordinary on the grounds for the certification.

Preparation of documents for certification;

The composition of the certification commission

The composition of the commission can be anything. Usually it includes heads of departments, an employee of the personnel department. If the organization has a trade union, its representative is necessarily included in the commission ().

Employee notification

Notify employees in advance about the upcoming certification. This can be done in writing, for example, through the head of the department.

Editor's tip: Before certification, check whether the job responsibilities of employees are spelled out in the corresponding document. As a rule, this information is indicated either in the employment contract with the employee, or in his job description.

If a labor dispute arises and the organization does not have a document that spells out the employee's job responsibilities, the court may invalidate the certification results. It is impossible to draw a conclusion about the suitability or inadequacy of an employee for the position held without having clear assessment criteria.

Certification procedure

Carry out certification in the order prescribed in the Regulations. This can be a written test, an interview, a written exam, a practical lesson, etc.

Registration of attestation results

Based on the results of certification, the commission makes a decision on the compliance or non-compliance of the employee with the position held. Reflect the motivated decision in the certification sheet (protocol).

Familiarize employees with the results of certification by signing. This is necessary to provide employees with the opportunity to express their opinion on the results of certification, to appeal them if they do not agree with the conclusions of the commission.

Upon completion of the certification, provide all materials to the head of the organization (another authorized person). He must make the final decision on the results of the certification.

Include information about the results of the attestation in the employee.

In commercial organizations

The forms of the attestation sheet and protocol are not established by law. Therefore, they can be drawn up in any form (, meetings of the certification commission).

2. Answer: How to make an entry in the work book about assigning a new category to an employee or receiving a new profession?

If an employee during the period of work is assigned a new category (class, category, etc.) or he receives a second and subsequent profession, then this must be reflected in the work book in the section. In column 1 of the specified section, put the next serial number of the entry, in column 2 indicate the date of the establishment of a new profession or assignment of a category, in column 3, make the main entry. In column 4, indicate the details of the supporting document: its number and date.

The establishment of a new profession for an employee should be additionally reflected on the first page (title page) of the work book. To do this, in the "Education" line, do not change anything, but in the "Profession, specialty" line, indicate one more profession, separated by commas. GENERAL PROVISIONS

1. The qualification reference book of the positions of managers, specialists and other employees (technical executors) is intended to address issues related to the regulation of labor relations, ensuring an effective personnel management system at enterprises, institutions and organizations of various sectors of the economy, regardless of ownership and organizational and legal forms activities.

The qualification characteristics included in this edition of the Handbook are normative documents intended to justify the rational division and organization of labor, the correct selection, placement and use of personnel, to ensure unity in defining the job responsibilities of employees and the qualification requirements imposed on them, as well as decisions on compliance positions held during certification of managers and specialists.

2. The basis for the construction of the Directory is an official characteristic, since the requirements for the qualifications of employees are determined by their official duties, which, in turn, determine the names of positions.

The handbook was developed in accordance with the accepted classification of employees into three categories: managers, specialists and other employees (technical executors). The assignment of employees to categories is carried out depending on the nature of the predominantly performed work that constitutes the content of the employee's labor (organizational and administrative, analytical and constructive, information and technical).

The job titles of employees, the qualifications of which are included in the Directory, are established in accordance with the All-Russian Classifier of Workers' Professions, Employee Positions and Wage Grades OK-016-94 (OKPDTR), which came into effect on January 1, 1996.

3. The qualification handbook contains two sections. The first section provides the qualification characteristics of industry-wide positions of managers, specialists and other employees (technical executors), which are widespread at enterprises, institutions and organizations, primarily in the industrial sectors of the economy, including those on budget funding. The second section contains the qualification characteristics of the positions of workers employed in research institutions, design, technological, design and survey organizations, as well as editorial and publishing departments.

4. Qualification characteristics at enterprises, institutions and organizations can be used as normative documents of direct action or serve as the basis for the development of internal organizational and administrative documents - job descriptions containing a specific list of job duties of employees, taking into account the peculiarities of the organization of production, labor and management, and also their rights and responsibilities. If necessary, the duties included in the description of a certain position can be distributed among several performers.

Since the qualification characteristics apply to employees of enterprises, institutions and organizations, regardless of their industry affiliation and departmental subordination, they represent the most typical jobs for each position. Therefore, when developing job descriptions, it is allowed to clarify the list of jobs that are characteristic of the corresponding position in specific organizational and technical conditions, and requirements for the necessary special training of workers are established.

In the process of organizational, technical and economic development, the development of modern management technologies, the introduction of the latest technical means, the implementation of measures to improve the organization and increase labor efficiency, it is possible to expand the range of responsibilities of employees in comparison with the established corresponding characteristics. In these cases, without changing the official name, the employee may be entrusted with the performance of duties stipulated by the characteristics of other positions that are similar in content to work of equal complexity, the performance of which does not require another specialty and qualification.

5. The qualification characteristics of each position has three sections.

The section "Job responsibilities" establishes the main labor functions that can be entrusted in whole or in part to an employee holding this position, taking into account the technological homogeneity and interconnectedness of work, allowing to ensure the optimal specialization of employees.

The section "Should know" contains the basic requirements for an employee in terms of special knowledge, as well as knowledge of laws and regulations, regulations, instructions and other guidance materials, methods and means that the employee must apply in the performance of job duties.

The section "Requirements for qualifications" defines the level of professional training of an employee necessary to perform the specified job duties, and requirements for work experience. The levels of required professional training are given in accordance with the Law of the Russian Federation "On Education".

6. The characteristics of specialist positions provide for within the same position, without changing its name, intra-job qualification categorization by remuneration. *

Qualification categories for the remuneration of specialists are established by the head of the enterprise, institution, organization. This takes into account the degree of independence of the employee in the performance of official duties, his responsibility for decisions, attitude to work, efficiency and quality of work, as well as professional knowledge, practical experience, determined by the length of service in the specialty, etc.

7. The Directory does not include the qualification characteristics of derived positions (senior and leading specialists, as well as deputy heads of departments). The job responsibilities of these employees, the requirements for their knowledge and qualifications are determined on the basis of the characteristics of the respective basic positions contained in the Handbook.

The issue of the distribution of job duties of deputy heads of enterprises, institutions and organizations is decided on the basis of internal organizational and administrative documents.

The use of the official title "senior" is possible provided that the employee, along with the performance of the duties stipulated for the position held, manages the performers subordinate to him. The position of "senior" can be established as an exception and in the absence of performers in the direct subordination of the employee, if he is entrusted with the functions of managing an independent section of work. For professional positions for which qualification categories are provided, the official title "senior" is not applied. In these cases, the functions of managing subordinate performers are assigned to a specialist of the 1st qualification category.

The duties of the "leading" are established on the basis of the characteristics of the respective positions of the specialists. In addition, they are entrusted with the functions of a manager and a responsible executor of work in one of the areas of activity of an enterprise, institution, organization or their structural units, or responsibilities for coordination and methodological guidance of groups of executors created in departments (bureaus), taking into account the rational division of labor in specific organizational -technical conditions. Requirements for the required length of service are increased by 2 - 3 years in comparison with those provided for specialists of the 1st qualification category. Job responsibilities, knowledge requirements and qualifications of deputy heads of structural units are determined on the basis of the characteristics of the respective positions of managers.

The qualification characteristics of the positions of heads (heads) of departments serve as the basis for defining job responsibilities, knowledge requirements and qualifications of heads of relevant bureaus, when they are created instead of functional departments (taking into account industry characteristics).

8. The compliance of the actually performed duties and qualifications of employees with the requirements of job characteristics is determined by the certification commission in accordance with the current regulation on the procedure for conducting certification. At the same time, special attention is paid to high-quality and efficient performance of work.

9. The need to ensure the safety of life and health of workers in the process of work puts forward the problems of labor and environmental protection among urgent social problems, the solution of which is directly related to the observance of the leaders and each employee of the enterprise, institution, organization of the current legislative, intersectoral and other regulatory legal acts on labor protection, environmental standards and regulations.

In this regard, the official duties of employees (managers, specialists and technical executors), along with the performance of the functions provided for by the relevant qualification characteristics of the position, provide for mandatory observance of labor protection requirements at each workplace, and the official duties of managers are to ensure healthy and safe working conditions for subordinate performers, as well as control over their compliance with the requirements of legislative and regulatory legal acts on labor protection.

When appointing to a position, it is necessary to take into account the requirements for the employee's knowledge of the relevant labor safety standards, environmental legislation, norms, rules and instructions for labor protection, collective and individual protection from the effects of hazardous and harmful production factors.

10. Persons who do not have special training or work experience established by the requirements for qualifications, but who have sufficient practical experience and perform the job duties assigned to them with high quality and in full, on the recommendation of the attestation commission, as an exception, can be appointed to the corresponding positions as well , as well as persons with special training and work experience.

Let's call them in ascending order: engineer, engineer of the III category, II category, I category and the leading engineer. Engineer qualification

An engineer qualification is awarded to a specialist with a higher professional education or at least secondary education without work experience. But usually they are still graduates of higher educational institutions.

A specialist with a secondary vocational education can apply for the position of an engineer with at least 3 years of work experience as a Category I technician or at least 5 years of experience in another position requiring secondary vocational education. It can also be a worker who has a lot of work experience, has his own technical developments, who has risen to the highest working grade on the bit grid and is undergoing vocational training at an educational institution (in absentia or remotely).

Engineer promotion

An increase in the category of an engineer depends on the accumulated work experience, on the scope of duties, available and acquired knowledge and degree of responsibility. Usually, an engineer can be upgraded every three years, subject to the necessary conditions. You can upgrade the category even earlier, having passed a special certification.

Specialists with a special higher education, who have worked as an engineer for 3 years, who have solid skills in working with regulatory technical documentation, and who are able to use the necessary computer programs, can apply for the category III category engineer.

A specialist with a higher education diploma, which confirms his qualifications as an engineer, who has worked as a category III engineer for at least three years, who is responsible for the technical side of the project, manages the development process, can upgrade his category to a category II engineer. For this category, solid knowledge of the technical side of the project, the use of technical documentation and standards, planning of the project's work is required, as well as two or more years of experience in senior engineering and technical positions.

Next on the qualification table is an engineer of the 1st category. This requires a deeper knowledge of the entire technical and economic aspects of the project. An engineer of category I level, must develop all the technical documentation of the project, control the work on the project, draw up tasks, solve technical issues at the facilities assigned to him. He must have a higher specialized education and have at least three years of work experience as an engineer of the II category.

A specialist who has the category I level engineer and has worked in this category for at least three years can already apply for the highest engineering category - a leading engineer. Here the scope of his duties and responsibilities increases significantly. A leading engineer, before obtaining this qualification, must have independent project management experience, must know well the equipment that is in production and is used in the project, have experience in project management, experience in managing subordinates, experience in communicating with other production departments and regulatory bodies.

Categories and grades are what is characterized by the practical experience of a specialist. The length of service is increasing, applied knowledge is being acquired in the process of professional activity, thereby increasing the category of an engineer. This can be called the labor qualification of an engineer or the qualification of an employee, which allows you to designate his professional suitability, determine the amount of his knowledge and responsibility, the availability of experience and practice necessary for the position held, and thereby determine the level of his remuneration.

Each engineer can improve his category or grade by taking courses for further specialization and qualifications. But, if a specialist cannot confirm his category with the appropriate knowledge and skills, the employer has the right to lower it, up to the termination of the employment contract. The procedure for determining the professional suitability of a specialist is spelled out in labor legislation and, when assigning categories, should be based on this legislation.

Professional qualification of an engineer

There is also a professional qualification of an engineer - this is the professional training of an employee, the level of his education. Different jobs performed require different professional qualifications, different levels of education, depending on the complexity.

There are three levels: initial vocational education - worker, secondary vocational education - technician, higher education - specialist. This means that the qualification of an engineer, a person who has received a higher professional education, is a specialist.
