ISO / TS 16949 - International Sectoral Standard, as well as the Technical Specification, developed by the International ISO Standardization Organization. The standard describes the requirements for the quality management systems of enterprises engaged in the design, development, production, installation and maintenance of the automotive industry.

History ISO / TS 16949

The ISO / TS 16949 standard was prepared by the international working automotive group IATF and the Japanese Association of Jama's automakers with the support of the TC 176 ISO Technical Committee. The standard is based on the structure of the ISO 9001: 2008 standard and includes additions characteristic of the automotive industry. The predecessor of ISO / TS 16949 is the American standard QS-9000.

The current third version of the ISO / TS 16949 standard was issued in 2009 following the reprint of ISO 9001: 2008.

Stages of development:

1999 - The adoption of the first edition of ISO / TS 16949. The development was carried out by ISO / TC 176 and the IATF International Automobile Task Force.

2002 - adoption of the second edition of ISO / TS 16949. The standard is based on the ISO 9001: 2000 process approach. The Japanese Japanest Association Jama joined the development.

2009 - the adoption of the third edition of ISO / TS 16949 (only minor edits were made to the standard. The concept remained former)

ISO / TS Creating Objectives 16949

The objectives of creating an ISO / TS 16949 is to install the requirements for the quality management system of an organization that is aimed at:

Continuous improvement;

Prevention of defects;

Reducing variations and losses in supply chain.

These goals rebuild the quality management system created in accordance with ISO 9001: 2008 in the quality tool actually managing the entire organization.

The ISO / TS 16949 standard is applicable to all organizations in the production chain and supply of equipment and components of the automotive industry.

The concept of "automotive" includes:

  1. cars,
  2. buses
  3. motorcycles,
  4. trucks
  5. but excludes special equipment, such as tractors, snow removal machines, etc.

Manufacturers of spare parts for cars or support providers, such as warehousing, transportation, calibration, and others cannot be certified by the quality management system for compliance with ISO / TS 16949.

ISO / TS Standard Structure 16949

The requirements of the standard are presented in five sections (sections names are identical to ISO 9001: 2008):

  1. Quality Management System,
  2. Responsibility of management
  3. Resource management
  4. Product creation processes
  5. Measurement, analysis and improvement.

Appendix A standard provides a form of management plan.

Each of the sections there are additional requirements for the automotive industry are added to ISO 9001. The main additional requirements are contained in section 7 "Production Processes" and include, for example, such items:

7.1.3 Privacy

7.2.1.1 Special features established by the consumer

7.2.2.2 The possibility of manufacturing products by the organization

7.3.1.1 Multidisciplinary approach

7.3.6.2 Program Test Program

7.3.6.3 Product Approval Process

7.4.1.2 Development of the quality management system of the supplier

7.5.1.2 Working Instructions

7.5.1.3 Verification of commissioning

7.6.1 Analysis of measuring systems

7.6.3 Requirements for laboratories

Advantages of implementationISO /TS 16949.

Compliance with the requirements of ISO / TS16949 entails certain advantages:

Reducing the number of waste and minimizing defects. The implementation of this item is based on the introduction of a process approach. Thanks to its application, the company has the ability to increase the efficiency of production processes, and as a result, reduce the amount of marriage and resource costs and time.

License for trading operations. Certification is a prerequisite for trade relations for almost all automotive companies, since this system greatly facilitates business, as it is considered generally accepted worldwide.

Easy and flexibility of application. Since the ISO / TS16949 standard is based on the ISO 9001 standard, it is easy to combine with other management systems already entered, for example, OHSAS 18001 and ISO 14001. As a result, the ISO / TS16949 introduction requires much less financial and time costs, while providing good prospects. For further business development.

Maintain a good reputation of the brand. Partners and customers of the Organization are interested in the quality of the products of the manufacturer's company has been confirmed. Therefore, the presence of a certificate of compliance with the requirements of ISO / TS16949 entails consistently high quality products and indicates the stability of the company supplier.

Reduced costs due to the absence of duplication. Obtaining a certificate of conformity of ISO / TS16949 contributes to the exemption from obtaining similar documents, such as EAQF, AVSF, QS-9000, etc. Also, the audit of the second and third parties is optional.

All major global car manufacturers require ISO / TS 16949: 2009 from their suppliers of automotive components. It also applies to suppliers of the second and subsequent levels (suppliers of suppliers, etc.).

Statistics forISO /TS - 16949: 20091

At the beginning of 2012, in 86 countries of the world, at least 47,512 ISO / TS certificates were issued - 16949: 2009, an increase of 8% (+ 3,566). The leaders of the general number of issued ISO certificates issued by ISO / TS 16949: 2009 , Republic of Korea and the United States, by an increase in the number of certificates issued by the leaders of China, India and the Republic of Korea.

Insepass in parts.
Seneca. Letters to Lucilia.

All the largest automakers (not only Western, but also Russian) require from their suppliers to build a quality management system (QMS) that meets the requirements of the ISO 9001: 2000 standard. This topic is already familiar to most enterprises, and many given the task decided. But this is just the first step: today in contracts for the supply of autocomponents, a new requirement is included - Development and certification of the QMS in accordance with the requirements of ISO / TS 16949: 2002 "Special requirements for the use of ISO 9001: 2000 for serial and spare parts manufacturers for the automotive industry "

Make a second step will be much more difficult, but this requirement of consumers needs to be fulfilled if organizations continue to receive orders from them. And the automotive plants are required because "the purpose of this specification is the development of a SMC, which provides for a continuous improvement with an emphasis on preventing defects and reducing variations, as well as a decrease in excessive costs in the supply chain." Implementation by the provider of ISO / TS 16949: 2002 requirements significantly reduces consumer risks to get low-quality products or not get it on time.

It should be noted that although the requirement to create a SMC corresponding to the requirements of ISO / TS 16949: 2002 is included in the supply contracts, some organizations have not yet proceeded to its implementation and do not even imagine what huge amount of work will have to do and how much time it takes . And the time for the construction of the SMC and its certification will need a lot, and it will not be measured for months, but for years! And that's why.

First, the ISO 9001: 2000 and ISO / TS 16949: 2002 standard is "two big differences" in the sense of the scope of requirements. The following significant differences between the requirements of ISO / TS 16949: 2002 may be noted on the requirements of the ISO 9001: 2000 standard (comments are in italics):

    the composition of mandatory entries, documented procedures and other documents has changed ( the composition increased significantly, but all documents are necessary and important, and their presence has a positive effect on the results of the organization);

    the SMC processes should be analyzed not only in terms of their effectiveness, but also efficiency ( need to enter the criteria for the effectiveness of processes);

    analysis of the QMS from the leadership should include: estimating the "cost of poor quality" ( it is necessary to keep accounting costs associated with the appearance and elimination of defects, and draw conclusions based on the information received.) and analysis of actual and potential failures during the operation of products;

    must be necessary to prepare personnel in the workplace before the start of the implementation of new or modified work affecting product quality ( the technological process has changed - the staff must be prepared before entering);

    the organization should measure the degree of awareness of its employees about the significance (relevance, necessity) and the importance of their activities, as well as assess the contribution of each of them to achieving quality objectives ( without poll staff can hardly do);

    methods for evaluating and monitoring the effectiveness of the operations on the displacement of materials, appeal to them and the use of areas should be developed and implemented. it is necessary to define the evaluation criteria, for example: the manufacturer's cycle time, warehouse load levels, transportation range, etc., which can be used as information for reflection);

    the organization should prepare plans for unforeseen circumstances in order to meet the requirements of the consumer in emergency situations, such as: interruptions in the work of utilities, the lack of labor, the refusal of key equipment and returns from operation ( it is necessary to determine and fix the actions of the organization regarding the minimization of consumer risks not to get on time);

    product Requirements include "All applicable government decrees, safety regulations, as well as rulings related to environmental issues that apply to the acquisition, storage of materials, referring to them, reuse, destroy or disposal" ( there is work and environmentalists);

    the organization must fulfill certain requirements not only when designing products, but also when designing manufacturing processes ( requirements relate to input and output, verification and validation);

    when designing products and processes, it is necessary to analyze species and consequences of potential failures of products and processes (FMEA); The organization must comply with the procedure for approving the products and the manufacturing process, which is recognized by the consumer and apply it to its suppliers ( the process of coordination of the production of part (RRR) or other procedure approved by the consumer);

    the organization should develop a QMS provider. If the consumer has not been established other, organization providers should be recorded for compliance with ISO 9001: 2000 by an accredited certification authority ( this and the previous difference add a lot of work in the department of logistics of organizations);

    management plans must be developed for production production and production. Management Plan - a document containing certain information on the parameters of the production process, product characteristics and much more ( information Composition Requirements - in Annex A ISO / TS 16949: 2002);

    must be documented working instructions for all employees responsible for the implementation of processes affecting product quality ( maybe so "leaving", which will have to develop the working instructions and for the cleaner, if the quality of its work will directly affect the quality of products);

    equipment maintenance must be planned-warning, taking into account the use of methods of projected maintenance ( repair only when you have broken something - already not enough);

    the organization must create and implement the production instrumental equipment management system ( define the rules and allocate resources for designing, manufacturing, acceptance, storage, maintenance, repair, etc.);

    validation of all production and service processes should be carried out ( not only so-called special processes, and all processes without exception);

    the organization should be able to transmit the necessary information to the consumer in the language established by him and in the format defined by it ( what assumes the presence of a well-known computerization level);

    measuring systems should be analyzed (MSA);

    internal audit should include not only the Audit of the QMS, but also the audit of the products and manufacturing processes, and it should cover all types of activity and shift ( the number of audits has become much larger and therefore an increase in the state of the auditors is required.);

    production processes should be monitored for assessing and ensuring their reproducibility ( what does the implementation of the SPC technique meaning - statistical processes management);

    the organization should receive permission from the consumer not only in the event of non-fulfillment of established requirements for products, but also in relation to manufacturing processes ( information on which deviations and how to react can be found in the appropriate approval procedures and the manufacturing process recognized by the consumer);

    the organization must have a certain process for solving problems, leading to identification and eliminating their main reasons, with the use of the format for solving problems, which is prescribed by a specific consumer ( virtually any format requires organizations to conduct immediate actions to eliminate the problem or inconsistencies (correction) and conducting follow-up (corrective) to eliminate the main causes of the problem);

    in order to eliminate the cause of inconsistencies, the organization should apply implemented corrective and control actions to other similar processes and products ( stepped on rake - remove all the rake from the road, and not only those that came).

As can be seen from the above, the scope of requirements increased rather substantially (and there are not all differences here, since it makes sense to rewrite the entire technical specification - take and read). And, accordingly, in proportion to the increase in the number of requirements will increase the time to prepare for the implementation of these requirements.

Secondly, a lot of time will need to master and implement techniques, such as: FMEA, SPC, MSA.
The last two techniques belong to statistics. However, you can reduce the time for statistical processing by applying the appropriate software. In our age, knocking on the calculator keys - it means it is irrational to use working hours, especially since you need to perform a large number of calculations.

Thirdly, the deadline for the implementation of the project to build a QMS with subsequent certification will increase because the certification rules have changed. If earlier (in the certification of the QMS for compliance with the requirements of the ISO 9001: 2000 standard), it was enough to demonstrate to the organization of requirements for at least three months, and then a certification audit could be carried out, now this is not enough. In accordance with the rules for certification set forth in the automotive certification scheme for ISO / TS 16949: 2002, to conduct an audit, the organization should demonstrate the implementation of the requirements of ISO / TS 16949: 2002 for 12 months, which must be confirmed by the relevant entries.

So the deadlines for building a QMS with subsequent certification will increase significantly. To create a QMS, it will take about ten months to one and a half years and at least a year will go to work directly in accordance with the requirements of ISO / TS 16949: 2002. Terms of approximate, and they are real only for those enterprises that already have practical experience in implementing the SMC that meet the requirements of the ISO 9001: 2000 standard. If there is no experience, you will need some time (at least six months - a year). These are "sad" numbers.

If you have already implemented the QMS that meet the requirements of the ISO 9001: 2000 standard, then, without losing time, begin to improve the QMS, taking into account the requirements of ISO / TS 16949: 2002. To begin with, familiarize yourself with the requirements of the specification, and then proceed to the implementation of the requirements that you understand. For example, in the document there is a requirement that "the highest management should analyze the processes of creating products and supporting processes to ensure their performance and efficiency ... Part of the analysis by the leadership should be regular reporting and assessment of the value of poor quality." Start counting (i.e., to extend from the entire amount of costs) and analyze the costs (loss), which arose due to the emergence and elimination of defects (marriage, refinement, additional control and testing, penalties, etc.). The same information can be used to assess the effectiveness of the organization's processes: product design, procurement, production, control and testing, storage and transportation.

I dare to assume that most of the new requirements will still be at first not understood. Contact consumers (automakers), maybe they will tell you something. However, unfortunately (for enterprises), it should be recognized that without the involvement of specialists in this area the requirement of ISO / TS 16949: 2002 is almost impossible to implement. Good assistance can have those consulting firms that already have experience in introducing statistical methods in enterprises. Choose, teach specialists and move on in the implementation of the requirements of the technical specification.

Separate counseling organizations that still do not have a QMS corresponding to the requirements of the ISO 9001: 2000 standard - it is impractical to the creation of a QMS based on ISO / TS 16949: 2002 requirements, as this is a very difficult task. It is almost equivalent to the fact that trying to get a higher education without having a complete average. To implement the requirements of ISO / TS 16949: 2002, there is a slightly different level of staff training than the existing in some enterprises. If the staff does not know how (not used) to work according to the rules (instructions), it is early to take for ISO / TS 16949: 2002. It is better to start with the development of the SMC, which meets the requirements of the ISO 9001: 2000 standard. It will be a good school, base, step, with which it will be easier to climb the next, higher. Develop an evolutionary, revolutionary path in this case, low-rotations.

Cavalry dough does not master such scope of requirements - you need in parts and systematically. There is a sufficiently large number of rules belonging to the "frogs" - the most important and difficult affairs to be done. Here are some of them: "The frog you need to eat in parts", "if you can inevitably have to eat a frog, then you should not look at it." So, if the requirement of building a QMS in accordance with the requirements of ISO / TS 16949: 2002 appeared in your contract for the supply of products, then do not postpone the start of work, proceed without delay, act in this direction gradually and constantly.
