The need to maintain such a document at the workplaces of operating personnel is stated in the Order of the Ministry of Energy of Russia dated January 13, 2003 N 6 "On approval of the Rules for the technical operation of consumers' electrical installations".

The register for the issuance of keys from electrical installations is part of the operational documentation, which is subject to storage in the prescribed manner, as it refers to documents of strict accounting.

The main purpose of maintaining this document is to trace, if necessary (in the event of a dangerous or emergency situation, or during an inspection), who and when opened the door of the installation to access the facility.

The procedure for storing and issuing keys from electrical installations

Previously, the storage procedure was regulated by the Interindustry Labor Protection Rules (Safety Rules) during the operation of electrical installations (clause 1.3. 12). In fact, they became invalid in connection with the publication of the Order of the Ministry of Labor of Russia dated July 24, 2013 N 328n, which approved the new Rules on labor protection during the operation of electrical installations.

The provisions of the Rules regarding the storage and transfer of keys are as follows:

  • the doors of the premises of installations, chambers, shields and assemblies must be locked (except for those where work is carried out);
  • the order of storage and issuance is determined by the head of the organization ( a separate subdivision) by his order (order);
  • the keys are registered with the operating personnel. In electrical installations, in the work of which local operational workers are not involved, they are registered with managers and specialists;
  • they must be numbered and stored in a lockable box, one spare set is required;
  • the issue is certified by the signature of the employee responsible for storage, as well as the signature of the employee who received it;

According to clause 3.13 of these Rules, keys are not issued to any employee, but only:

  • employees with the right of sole inspection and operating personnel - from all premises, input devices, shields and shields;
  • to the responsible manager and supervisor, who carry out admission to work on the side or by order - from the premises, input devices, boards, shields in which the work will be carried out;
  • operational or operational-repair personnel during current operation - from the premises in which they have to work, input devices, shields and shields.

They must be returned every day after completing work with the installation or conducting an inspection. An exception is work with installations that do not have local operating personnel. In this case, they can be handed over to the responsible managerial employee no later than the next working day.

The obligation to provide accounting lies with the employer, who for this starts a register for the issuance of keys from electrical installations.

Form and content of the journal for issuing and returning keys from electrical installations

There is no officially approved form of this document, however, in practice, a generally established content has developed. The magazine can be purchased ready-made (they are made by printing houses), or you can start and print it yourself. The content usually looks like this:

  1. P / p number;
  2. Date;
  3. Basis for obtaining (also in this column the name of the equipment or the serial number of the key may be indicated);
  4. Issue time;
  5. FULL NAME. and the signature of the employee;
  6. Return time;
  7. Signature of the responsible person;
  8. Note (optional).

The cover of the document indicates:

  • the name of the organization and structural unit;
  • start and end dates for logging.

Entries are made neatly, preferably in one color ink. The pages are numbered (in the finished documents they are already numbered), and after the place runs out, the journal is certified with the seal of the organization, the signature of the person in charge and is deposited with the clerk. The employee who accepts the magazine for storage assigns it a serial number and laces it up: the remaining part of the cord is glued to the last page with a piece of a sheet of paper on which the number of pages is indicated. The document storage period is 45 years. After the document is deposited, a new one is immediately started.
