A set of documents on labor protection in response to 35 points of the prescription for the office!

An urgent question arises, and what does the organization of labor protection at the enterprise begin with. First you need to refer to article 217 of the Labor Code of the Russian Federation. She indicates the need to organize an appropriate service or position of a specialist on these issues.
It is allowed to conclude an agreement with third-party authorities that can provide such services. Further, the procedure is as follows:

  • a regulation on the organization of safety measures in the office is being developed, which includes the basic norms of behavior;
  • an order is issued that enforces the specified provision, establishes the responsibility of persons and the procedure for familiarizing employees with the prescribed standards;
  • in accordance with the established procedure, all employees are informed about the rules of conduct at the workplace and instructions.

In this order, the regulatory framework is key.

Labor protection instructions for office workers determines the order of actions of the office staff in various working situations. What to consider when developing in order to ensure a comfortable and safe working environment at the enterprise, we will tell you in our article.

Why do we need instructions on labor protection

Organizations and individual entrepreneurs who employ workers must provide them with a safe working environment. The obligations of employers in the field of labor protection are listed in Art. 212 of the Labor Code of the Russian Federation. One of them is the development and approval of rules and instructions for labor protection.

Important! Every employer should understand that the life and health of workers is the main value, and only then ask himself the question of responsibility for the lack of documentation on labor protection.

The presence of rules of safe conduct in the workplace disciplines staff and at the same time speaks of the reliability of the employer and the company's loyalty to employees.

Both employers and employees have obligations to comply with labor protection rules. The main duties of employees are listed in Art. 214 of the Labor Code of the Russian Federation, according to which all employees, including the manager, must be trained in safe ways of working and periodically undergo an examination of their knowledge of labor protection. Availability of labor protection instructions helps to ensure compliance with labor laws.

Read about other obligations of the employer in the field of labor protection in the articles:

The labor protection system is complex and regulated by a large number of regulations. Labor protection instructions are part of a set of documents that must be in every enterprise. These documents are actively checked in the following cases:

  • when checked by the labor inspectorate, which can be either planned or sudden (in connection with a complaint by the company's employees about violation of labor protection rules);
  • if an accident has occurred;
  • when preparing a set of documents for joining self-regulatory organizations;
  • by participating in various tenders.

Important! If in the first 2 cases the check reveals the absence of instructions on labor protection, then a penalty may be imposed on the enterprise and officials in accordance with Art. 5.27.1 of the Administrative Code of the Russian Federation, which entered into force on January 1, 2015.

The specified article of the Code of Administrative Offenses of the Russian Federation provides for a fine for an enterprise in the amount of 50,000 to 80,000 rubles, and for officials - from 2,000 to 5,000 rubles. If the violation of the legislation in the field of labor protection is committed repeatedly, the official may be disqualified for a period of 1 to 3 years or fined from 30,000 to 40,000 rubles. A legal entity is threatened with suspension of activity for up to 90 days or a fine from 100,000 to 200,000 rubles.

In order to draw up high-quality instructions on labor protection, it is necessary to understand the specifics of each type of work at the enterprise.

The specifics of labor protection in the office

The main task in drawing up instructions on labor protection is to reflect a set of rules to avoid the negative impact of possible hazardous and harmful factors identified in the process of a special assessment of working conditions.

Read about the nuances of a special assessment of working conditions in the article "How is a special assessment of working conditions (nuances) carried out?" .

First of all, the work of an office employee is connected with a personal computer and other office equipment, so there is enough attention in OSH instructions for office workers must be paid to electrical safety.

In addition, the following harmful and dangerous factors affect the office employee:

  • electromagnetic radiation;
  • long-term static loads;
  • emotional stress;
  • falling objects from a height;
  • traumatic surface of furniture and office equipment.

A complete list of hazardous production factors can be found in the article.

Labor protection of an office employee consists not only in preventing exposure to harmful and dangerous factors, but also in observing the internal labor regulations approved at the enterprise.

Important! Legislative regulations on labor protection of an office employee are prohibited from working at a personal computer for more than 50% of their working time. If it is impossible to ensure such a work schedule for personnel, the employer is obliged to carry out medical examinations at his own expense when hiring and then send employees for medical examinations at least once every six months.

Understanding the specifics of the activities of office workers, you can start drawing up instructions on labor protection.

The main sections of the instruction on labor protection

Methodological recommendations for the development of OSH instructions were approved by the Ministry of Labor and Social Development in 2004. The guideline contains a sample guideline, which includes the following sections:

  1. General issues of labor protection. This section describes all harmful and dangerous factors, lists the employee's duties to comply with labor protection rules, contains information on protective equipment.
  2. Work safety before starting work. This part of the manual describes the sequence of actions for the employee to prepare the workspace for the safe performance of work.
  3. Labor safety during work.
  4. Actions in emergency situations. Particular attention should be paid to the actions of the employee to notify management and colleagues about the need for evacuation.
  5. Labor safety at the end of work. The section contains a sequence of control actions at the end of the working day.

Each employee must be familiarized with the instruction on labor protection against signature. Labor protection instructions should be in any place accessible to workers.

Outcomes

The development of labor protection instructions is an important part of the measures taken by the employer in order to prevent the impact of hazardous and harmful factors on the health of employees. However, we can say with confidence that labor protection not only reduces the likelihood of injury and illness of personnel, but also contributes to the creation of comfortable working conditions, thereby increasing labor productivity.

The choice is up to the employer: pay fines or ensure the loyalty and high efficiency of the company's personnel by taking a set of labor protection measures.
