A PTO engineer - stands for "production and technical department engineer" - is busy planning the production process, technical support, and other issues.

This is a specialist without whom no construction industry can do. Whether building pipelines in Siberia or modern flying houses in Japan, this is one of the most interesting, responsible and necessary professions. Employees of the technical and technical department participate in scientific research developments, draw up estimates, diagrams, calculations and all executive and technical documentation for the facility under construction.

By the way, if at a construction site they do not know the origin or purpose of a document, it is referred to the VET: the logic “they will always sort it out” applies.

The functional responsibilities of a technical equipment engineer can be divided depending on the stage of construction:

— Stage “zero”- tender work. At this stage, the organization participates in the selection for the right to perform work on the construction of the facility. It should be said that each customer - the organizer of the tender - has its own requirements for the composition of documents, as well as for the form of submission - some organize this matter through an electronic platform (for example Rosneft, Gazpromneft, Arcticgas, etc.), others need to submit it to the old-fashioned in paper form - sometimes 20-30 kg of paper. In rare cases, a special tender department is involved in preparing documents for participation in a tender.

— Stage 1- pre-production. After winning the tender, the organization begins preparing for construction - concluding a contract, obtaining a place to accommodate a construction camp and on-site warehouses, obtaining passes and relocating equipment and personnel, various approvals.

The job of a technical equipment engineer at this time is as follows:

  • development and coordination with the Customer of permitting documentation for personnel, construction equipment, technologies, etc. This includes, for example, the creation of orders for persons responsible for the execution of work; Carrying out approval tests for electric welders - approval sheets are filled out, welded joints undergo non-destructive testing, as well as mechanical tests.
  • development of technological maps for processes, work projects
  • compilation and approval of a register of executive documentation
  • obtaining permission from the Customer to construct the facility
  • obtaining a positive expert opinion of design documentation
  • preparation and transfer to Rostechnadzor of work production logs and OJR (for approval)
  • signing contracts with subcontractors and suppliers
  • often - registration of personnel for work, maintaining time sheets, other “turnover”
  • but the most important thing is to receive and check for errors working and design documentation, PIC, bills of materials, specifications, questionnaires for equipment, calculations and estimates, etc. As a rule, the period for document verification is specified in the contract and is about 14 days.

— Stage 2— construction support. During construction, the endurance and professionalism of a technical equipment engineer is demonstrated. This is the time of the most insane demands of the Customer, Technical Supervision, and other authorities. This is the time when construction deadlines are running out, supplies of materials are disrupted, and foremen are taken away in batches to cardiology. At this stage, it is important not to succumb to general panic, and continue to methodically do your craft:

  • timely maintenance of executive documentation. This is the basis for technical maintenance; they will ask for this first of all, since without the as-built documentation properly executed and accepted by the customer’s services, the Customer will not pay for the scope of work. It's simple: no execution - no money - no more organization.
  • construction project change management. In any construction process there are always deviations from the original design. Most often this happens due to the identification of design errors, replacement of design materials with similar ones, increase in the volume of work, etc. In case of any change, the PTO engineer writes a letter addressed to the Customer, who, in turn, contacts the Design Organization, which approves the changes.
  • presentation of completed volumes of construction and installation work. Registration of acceptance and transfer of work occurs through KS-2, KS-3. Most often, these forms are prepared by estimators, while the line construction engineer signs them at the construction customer’s services.

— Stage 3— delivery of the construction project. At this stage, everyone is counting the days until the end of construction and looking forward to a carefree vacation; the foremen begin to smile a little, putting the blood pressure monitors on the shelf. And the engineer of the production and technical department continues to perform his job functions:

  • collection and delivery of the entire set of technical documentation for the facility - this includes permits, executive documents, equipment passports, certificates for materials, etc.
  • preparation and signing of the acceptance certificate for the completed construction facility in the KS-11 form and the acceptance certificate for the completed construction facility by the acceptance committee KS-14.

The job responsibilities of a VET specialist are actually always broader - it all depends on qualifications, work experience, and category. For example, a leading technical engineering engineer can be involved in the selection of subcontractors and support of contractual work with them, correspondence with contractors and the customer; while a VET technician usually deals with the simplest things - filling out logs, drawing up reports, and routine work.

To put it simply, the technical supervision engineer draws up and signs with the Customer and Technical Supervision all work performed by foremen and foremen at the construction site. By the end of construction, all as-built documentation is stapled into folders and handed over.

The VET department in any organization is like a state within a state, it is an independent unit and reports only to its head, and at the same time, it constantly cooperates with all services and divisions.

In some small companies, the PTO also includes estimators (PTO engineer-estimator) involved in the preparation of estimates and pricing; in larger companies, as a rule, estimators are already listed in a separate (for example, estimate and contract) department.

The production and technical department in construction (abbreviated PTO) is one of the structural links of a construction organization. You could say the technical brain of the company. Because this is where the preparation of documentation for the start of construction begins (acceptance of design and estimate documentation from the customer, obtaining permission to carry out work, etc.) and the preparation of documents for putting the facility into operation ends.

Let's take a closer look at all the responsibilities of the department, its structure, and the distribution of functions between employees.

Functional responsibilities of the production department in construction

If the structure of the construction department does not have an estimate and contract department, then these responsibilities are performed by the production service. Initially, everything begins with the pre-contractual period, which provides for the consideration of design and estimate documentation before concluding a contract.

The customer provides the entire package of technical documentation to verify compliance of estimates with working drawings. Department employees carry out an analysis and, if there are any comments, formalize them for transmission to the customer.

After resolving all disagreements, an agreement or contract is drawn up for the volumes described in the estimate at current prices. The estimate is an integral annex to the contract, which indicates the cost in monetary terms, the timing of the work and the conditions for its production.

When the contract is concluded, all design and estimate documentation is transferred from the customer to the production department. It is registered and approved by the chief engineer “for production”. In addition to technical documentation, the customer also submits other papers (for site allocation and others) to complete the package of documents for obtaining permission to carry out work.

Approved technical documentation is issued to the construction site to subcontractors with whom contracts are concluded according to the same scheme.

The department's engineers draw up a work execution project (WPP), technological maps, and a construction organization project (COP) if there is a license for this type of activity.

The next stage is engineering preparation. These are the volumes that are planned to be completed in a month. Linear engineering and technical personnel compose sets of works for which the production and technical department in construction draws up applications for material assets, deciphers labor costs by performer, analyzes the compliance of applications submitted by foremen with design technical documentation and regulatory documents.

After processing all sets and placing orders for materials and products (prefabricated reinforced concrete, reinforcement, concrete, mortar, etc.), orders for products and structures are placed in the summary sheet to manufacturing plants and supplier companies.

Before the start of construction, the department issues a work progress log to the site, laced and numbered, with the manager’s signature and seal. In addition, a work log is filled out to control the volumes completed.

At the end of the month, certificates of completed work are accepted from line engineering and technical personnel and subcontractors. Draft percentage bills must be checked and endorsed by a representative of the customer’s technical supervision. Only after this the documents are processed.

The production department engineer checks the percentage compliance with the estimate. According to the presented volumes, material assets are written off in form M-29 from financially responsible persons in accordance with the regulatory framework.

The summary of materials is assessed in monetary terms and will be included in the preparation of a certificate of completion of work (form KS-2). In addition, a form for payment is generated (form KS-3). Today, all this happens with the help of a computer program.

The production department carries out a monthly summary of completed volumes in the consolidated management register, controls the timely execution of as-built documentation by line personnel, and maintains a journal of completed volumes.

Often, customers contact directly a construction organization that has a design team with a request to carry out small construction, repairs, redevelopment, or reconstruction. In this case, with the participation of an engineer from the production department, a defective list is drawn up for the planned types of work.

It is approved by the managers of both parties and begins to be processed. The design team carries out the project, and the estimating engineer prepares the estimate. The project is coordinated with all city services (sanitary and epidemiological station, fire inspection, etc.). A contract is drawn up, and everything then happens according to the scenario described above.

In addition, if a construction organization produces its own products, then the department engineer calculates the cost of products taking into account all costs and makes other calculations.

One of the main responsibilities of the department is the preparation of documents for obtaining a license for the types of activities or services carried out by a construction company.

Preparation of necessary documents for participation in tenders. This is a commercial proposal, an estimate that has been examined by an organization that has a license and other package required to participate in the tender.

The production and technical department in construction takes part in the annual or non-planned inventory of management, prepares information through correspondence with the State Administration, customers and subcontractors.

Performs an examination of estimates of third-party organizations, if provided for by the license, prepares materials for participation in competitions, and, together with the firm’s lawyer, prepares the necessary materials for participation in Arbitration Courts.

Prepares materials within the framework of management accounting policies, participates in production meetings, technical councils, samples and analyzes the balances of completed volumes for construction projects and other current issues.

Preparation of documentation for putting the facility into operation falls entirely on the production and technical department in construction. These are all materials, according to the established list, which are presented to the acceptance committee and attached to the acceptance certificate for the completed construction project.

Workers in the production department in construction must have a higher or secondary technical education. The department reports directly to the chief engineer (technical director).

She herself worked for decades in the production and technical department, going from a young specialist to the head of the department, and performed all of the listed functional responsibilities. Therefore, I believe that there should be complete interchangeability in the production department - this is the key to competent and high-quality work in a single connection of the entire department.

Planning and Economic Department.

The economic planning department (PEO) is the headquarters of all planned work at the enterprise. He carries out long-term and current technical and economic planning of production, maintains statistical records, sums up and analyzes the results of production activities of the enterprise, workshops, and divisions.
The economic planning department organizes the work and manages the preparation of materials and the necessary initial data in all departments and services of the enterprise involved in the development of the technical industrial financial plan. He draws up planned tasks for all workshops of the main and auxiliary production and accepts their reports. The department organizes the preparation and implementation of economic accounting in the divisions and workshops of the enterprise, prepares materials for concluding contracts for the supply of products, exercises control and methodological guidance of workshop planning bodies and planning units of other departments (design, chief mechanic department, etc.). Finally, the PEO corresponds and enters into contact with the planning authorities of parent organizations.
Based on the tasks of the technical industrial and financial plan, the production dispatch department (PDD) develops nomenclature and production tasks for workshops and production areas (with a non-shop management structure), sets deadlines and monitors the progress of these tasks.
In addition, PDO coordinates the work of all departments and services involved in providing production with everything necessary. An important task of PDO is to organize rhythmic production and release of products. For this purpose, operational records of production are maintained, dispatch control is organized, and prompt measures are taken to eliminate any deviations from the plan that arise.
Planning bodies of workshops - planning and dispatch bureaus (PDB) - carry out intra-shop planning. They issue production tasks to sections for short periods of time (a month or less), provide them with materials, systematically (daily) monitor the progress of production, and keep records and reports on the implementation of the plan.
The most important tool for improving planning in industry and at every enterprise at the present stage is the use of mathematical methods and electronic computer technology, the creation of automated production control systems (APS).
Speaking about the introduction of automated control systems as the most important direction for improving planning, we should not forget that an automated system is the highest form of production management, which, however, is not a “cure for all diseases.” A high level of planning is impossible if the issues of specialization of enterprise production are not resolved, there is no rational organization of production and labor, or the cost accounting system is inactive.
Therefore, improving planning is a complex problem that covers all aspects of an enterprise’s activities.

Like any enterprise, there is an economic planning department, which is headed by the head of the economic planning department, who belongs to the category of managers. A person with higher professional education and at least five years of work experience in the field of planning is appointed to the position of the economic planning department. Appointment to the position of department head is made by order of the director of the enterprise. The planning and economic department of the enterprise carries out:

Current and long-term planning of technical and economic indicators of the enterprise and monitors the timely delivery of established indicators to the workshops;

Conducts the development and implementation of work plans for production and quality of products;

Conducts an analysis of the technical and economic indicators of the work of workshops, identifying the possibility of producing products, increasing productivity and education, reducing production costs;

Develops measures for planning reserves, organizes calculations of economic efficiency from measures for the enterprise and in general, makes calculations to determine the effectiveness of the introduction of new technology and rationalization proposals,

Provides preparation of periodic and daily reporting of production and economic activities and according to statistical reporting forms;

Prepares planned costing of goods, products and services for the current year, broken down by quarter;

Performs calculations necessary for drawing up current plans and requests for material resources;

Brings norms and standards for the use of resources to the lower divisions of the enterprise and periodically revises them as technology improves and labor organization in production improves;

Conducts daily accounting of the implementation of technical and economic indicators for the enterprise and workshops.
