Refund through the chargeback procedure

Perhaps this information will be useful. Taken from the Russian-speaking ALI community. And an example, respectively, for ALI, but I think that it is applicable for other cases. Perhaps the style is somewhat rude, I apologize, where I could - corrected.

1. We all are familiar with VISA and MasterCard cards, but these names belong not only to cards but also to International Payment Systems (MPS)
2. If a bank (any bank, even in the USA, even in Zazhopinsk) wants to have the right to issue Visa cards or the Master must ask permission from the Ministry of Railways and, of course, agree with the RULES of the Ministry of Railways (this is an important point !!!)
3. The rules of the IPS are big and boring, but there is one point there that protects the cardholder - the right to challenge the transaction if the product / service was not received or there are fraudulent actions of third parties in relation to your card account.
4. Why p. 1,2,3 ... chargeback is a service provided by a payment system, not a bank. This means that the operator Masha from the bank X branch, from the city Y can be sent into the forest when she says: "we do not work with the chargeback" "the money has been written off and nothing can be done" "contact the police, sports lotto, UN, NATO , seller, etc. "
5. Masha refuses us in the bank not because Masha is harmful and wishes us evil, but simply because Masha has never heard of such a procedure. In the bank, this can be done by 1-2 people in the main office.
6. Our main task is to notify the bank in writing about the situation, to argue why we consider the write-off to be illegal, to provide as much evidence as possible. Nothing will be superfluous. We boldly report to the application screenshots of the correspondence with the seller, screenshots of disputes, a disk with a video of unfolding the parcel where, instead of a Chinese phone, there is a Chinese brick, etc. The more paper the better))
7. In most cases, the bank has its own template for a chargeback application (and we need Masha to find it and give it to us). But if Masha confidently states that "FSE, kaput", then feel free to write a statement addressed to the head of the bank's board on plain paper in free form.
8. Masha must register the application and give us a copy with the date of registration and the incoming number. The trick is that any citizen has the right to apply in writing anywhere with any question or request. You can even ask the bank in writing for Masha to dance a striptease, and the bank is obliged to writing answer such a letter)) Something like: "You are forced to refuse to satisfy your request due to the lack of tariffs for Masha's striptease approved by the bank's tariff committee, etc."
9. If Masha rested her horn and is not going to register - we go to all of you beloved PR (for us Ukrainians it is easier with us UP) and a valuable letter (estimate it at 1 rub / hryvnia) with an inventory and delivery notice (I advise Ukrainians to use the forwarding method " priority ", it really is a little faster). I would also add a separate slander to Masha in connection with the fact that she refused to register our application at the department, which she had no right to do. Here at your discretion. Be guided by the size of Masha's honest eyes. We send the package to the address of the bank's head office. We take the address on the office.
10. By registering the application at the department or by sending it by mail and receiving a receipt notification, we just wait. We wait. We wait.
11. Wikipedia says about 180 days - the processing time for the master and 45 for the Visa, but the data requires clarification, since in the standard application templates I met 180 for the Visa.
12. After the process has started, the Ministry of Railways will write off (or rather simply freeze) the disputed amount from the ALI account. And ALI will be obliged to prove that the goods were delivered to the buyer and the goods were exactly what the cardholder bought, and not a Chinese brick instead of a Chinese phone.
13. If ALI failed to prove its case, the money is returned to your card.
14. Such tricks work with PayPal and in most cases PayPal loses.
15. Back side of success there is a high probability of getting a ban from PayPal (sometimes the stick is banned immediately, sometimes for the 2nd 3rd time), whoever is lucky.
16. If ALI proves its case, the bank will write off a fine of $ 25 from you.
17. I do not recommend using this method for enrichment, a scam of the Chinese, but only with the aim of restoring justice.

Delivery to the addressee

Handing over to the recipient

Means the actual receipt of the mailing by the recipient indicated in the mailing.

Flew to destination country

The postal item will be transferred to the mail of the country of destination, for delivery to one of the places of international postal exchange, and subsequent import / export operations.

Flew out of the airport

The next status will not be displayed immediately upon arrival at the airport of the country of destination, but after the postal item arrives and is accepted (unloaded, processed and scanned) by the postal service.
This may take from 3 to 10 days.

The postal item departed from the airport of the country of origin and is being sent to the country of destination.

After the parcel leaves the territory of the sender's country and enters the country of destination, such items are re-marked with untraceable track codes and no longer tracked.

When the parcel arrives at your post office, you will receive a paper notice, with which you must come to the post office and receive the parcel.

If information about the goods sent to the IGO is absent or does not correspond to the actual ones, this significantly increases the time spent on registration of items, since it becomes necessary to conduct customs inspection and documenting its results.

Submission

The parcel was sent to the wrong index or address, found an error and redirected the parcel to the correct address.

Import of international mail

Operation of receiving a shipment in the recipient's country.

All mail entering the territory Russian Federation with flights, begins his journey in the aviation department of mail transportation (AOPP) - a special postal warehouse at the airport. Within 4-6 hours from the plane, the shipments arrive at the AOPP, the containers are registered, their integrity and weight are checked. Mail is registered in an electronic database. During registration, a barcode is scanned, data is entered about where the container is addressed (for example, MMPO "Moscow"), from which flight it arrived, about the country and date of formation of the container, etc. The time of these operations can be increased from 1 to 7x days due to the limited capacity of AOPP.

The next operation after export from the country of origin, which is reflected on the site when tracking the shipment, is import to the country of destination. The import information appears after the shipment is handed over by the carrier to the postal operator of the country of destination. Operation "Import" means that the shipment entered the territory of Russia and was registered. International shipments arrive in Russia through the International Postal Exchange (MMPO). There are several MMPOs in Russia: in Moscow, Novosibirsk, Orenburg, Samara, Petrozavodsk, St. Petersburg, Kaliningrad, Bryansk. The choice of the city where exactly the international shipment will arrive depends on the country of the sender. The choice depends on the availability of regular flights and free carrying capacity in one direction or another.

Until December 2017, a website from SF-Express worked, where a new track code in the international format RA482790357FI or UK007210499EE was shown for registered items. Where to receive SF Express parcels

Let's figure out where to get SF Express. Registered and non-registered SF Express shipments are delivered to your Russian Post office. After the parcel arrives at the Post Office, you will receive a notification in the mailbox where you can receive the parcel.

If, after receiving the status of the arrival of the parcel on the territory of Russia, Ukraine, Belarus, several weeks or even months have passed, and the parcel has not been received, you must contact the seller in the store where you bought the product for a refund.

Contacting SF Express will not help in any way, since the Russian Post is engaged in the delivery of the parcel across the territory of Russia, which in turn will not be able to help with the search for an unregistered item.

SF Express is not tracked for a long time

Tracking most of the SF-Express parcels after arriving in Russia gets stuck with the status "Arrived at the destination country" or "Arrived in the destination country". Let's figure out what this status means and how the parcel is delivered further, to your post office.

SF-Express delivers a parcel from China to a distribution center in Finland, Latvia or Estonia, where it transfers the parcel to Finland Post, Latvian Post or Estonian Post, respectively. In this case, the parcel's track number changes to a new, international format R..FI, R..EE, but new number it is impossible to find out in any way.

Data postal services deliver the parcel to Russia, where the parcel is transferred to the Russian Post, goes through the import procedure, customs and is sent to your post office.

Tracking for unregistered SF-Express parcels does not work, and therefore the last status of the parcel remains "Arrived in the country of destination". You need to be patient, monitor the order protection time and wait for a notification from the mail.

Do not waste your time trying to find a parcel in the mail using the 12-digit track number of SF Express AM, Russian Post can only find a parcel by an international departure number, which is not known before receiving a notification. By name, among hundreds of parcels, too, no one at the Post Office will look for and is not obliged to.

SF E-Parcel + Shipments

Along with full tracking of the package from seller to buyer, SF eParcel + provides SMS delivery notification and delivery time change upon request from buyers or sellers

What is the city of Shilin-Meng, Xilingol Meng?

What does it mean that the package arrived at the Shilin Meng distribution center?

This means your shipment is at the sorting center, where it is scanned, queued for shipment along with other parcels next to your country. This status is most often seen when tracking an order in Joom or Pandao.

history of the company

Wang, the son of a Russian translator of the Chinese Air Force's People's Liberation Army, saw an early opportunity to trade across China's border with Hong Kong, shortly after former chief leader Deng Xiaoping made his famous visit to Shenzhen and set the country on a path of economic reform. Although Wang's family immigrated to Hong Kong when he was a child, he later returned to China to start a business, first in small town Guangdong province and then Shenzhen.

“When S.F. started delivering packages in the 1990s, it was an illegal business called black delivery, Wang said in a 2011 official interview with People's Daily, the only interview he is known to have provided. in accordance with the rules, we will be fined if postal officers find out about our operations, so we had to covertly process the transfers. "

SF Express was founded in 1993 providing services between Hong Kong and Guangdong province.

In January 2010, SF Airlines began regular freight transportation with 41 aircraft to provide services such as one day and next morning delivery.

SF Express has opened at least 500 Heike (Chinese: 嘿 客) stores in all Chinese provinces - excluding Tibet and Qinghai. In 2014, the company planned to open 4,000 Heike stores across the country.
