As RBG has learned, the Association of Russian Cleaning Companies (ARUK) is preparing appeals to Rospotrebnadzor and education departments with proposals for the services of professional cleaners in hospitals and schools. Members of the association (and this is more than 70 companies across the country) want to replace full-time cleaners, but are ready for less - for example, to conduct introductory seminars directly in these institutions and train staff modern technologies professional cleaning.

However, in government agencies, the idea of ​​outsourcing cleaning causes a mixed reaction.

"It is unlikely that any of the directors schools will go the budget does not allow for this, - Alexander Gavrilov, spokesman for the Moscow Department of Education, explained to RBG, - each school has full-time cleaners and no other cleaning options are provided. But in the Department of Education of the city itself, tenders have been held for several years in a row, and the cleaning company that won the competition serves our building, cleans the offices, the meeting room and the corridors."

Auctions are regularly held in the Moscow Department of Health. But the state contracts concluded on the basis of their results relate only to the current repair and maintenance of hospital buildings (ventilation, elevator equipment, refrigeration units), the provision of laundry and linen processing services. The specificity of medical institutions does not allow expanding the list of services provided.

“For us, the services of “alien” cleaners are unrealistic,” says Irina Pinegina, head of the personnel department of the children’s psycho-neurological sanatorium N 4 of the Moscow Health Department, Irina Pinegina, “our nurses take over and don’t let go of rags for a whole day, and you also need to take care of the kids, wash, comb, there are also bath days. Do not exclude the possibility of attracting cleaning companies and the Ministry of Health of the Moscow Region. Getting a government order for many cleaning companies is the only way to keep the business going. According to ARUC estimates, when concluding contracts for 2009, participants in the cleaning services market lost 15 to 3 percent of the volume of orders. “On the one hand, customers are cutting down on cleaning funds, on the other hand, prices for imported detergents and cleaning products, inventory and equipment are rising, the ruble exchange rate is changing,” Maria Bochkovskaya, head of ARUC, explained to RBG. energy and raw material prices.

Prices for services of cleaning companies this year, according to ARUC, have not changed. The price of daily cleaning of a square meter costs from 30 to 100 rubles (depending on the complexity of the order), dry cleaning of carpets and rugs - from 20 to 70 rubles. Washing glass surfaces will cost from 100 to 140 rubles per square meter.

By the way, the shortage of personnel in cleaning companies that existed back in the autumn of last year became history within two or three weeks of December. All vacancies were closed by yesterday's workers from "frozen" building objects. But January made its own adjustments to the "harvesting" business.

"At the beginning of the year, we lost a large object - a building federal agency, which switched from savings to its cleaning service, - told "RBG" Commercial Director company "Cleaning Master" Vera Glebovskaya, - as a result, we left 30 people without work, who must either be laid off or attached somewhere, which is very problematic, there is a problem with customers. Never before in over 10 years of our work has this happened."

The desire not to lose the customer, with whom relations last for years, restrains the financial appetites of cleaning companies.

"There is a normal process of cost optimization, - believes CEO"Service Prestige" Mikhail Kharlamov. - Those who have done this before have not been touched by the crisis. And the one who exorbitantly inflated the states and kept offices in the center is now shouting "guard!" According to my forecasts, the market for our services will begin to stabilize in May."

According to Vera Glebovskaya, the crisis will be easier for those firms whose services are as diversified as possible. If there exists narrow specialization(for example, service shopping centers, whose position is not enviable now due to the outflow of tenants), then it is better not to dream of a bright future. In addition, the cleaning business is seriously affected by the non-payment crisis. Companies traditionally provide their services on credit. The beautiful modern term "cleaning" means cleaning done by a team of super-professionals, so from a formal point of view, the replacement of single cleaners in schools and kindergartens by employees of cleaning companies looks more than modern. But what actually happens? The main criterion for recruiting staff in these companies is, alas, not "super professionalism", but the maximum cheapness of labor. As a result, elderly cleaners living next door are fired, and disenfranchised labor migrants who are not paid properly are taken in their place.

Just before the New Year, the media ROSVUZ received a collective letter from the cleaners of one of the Moscow schools. They all retire on January 1st. And their jobs are transferred to employees of one of the cleaning companies.

“They want to take guest workers from cleaning companies to our places,” one of the dismissed people, Natalya Petrovna, told ROSVUZ. At school, we are told that this installation was given "from above". It is understandable: we have to pay properly - for work in two areas (corridor, 15 classrooms and halls on the 1st floor), for example, I get 38 thousand rubles. per month. And migrant workers will be paid half or three times less, and even, for sure, and not every month - how to drink, they will delay salaries. So we were sent out: 4 cleaners were fired from each of the four combined schools, leaving only mothers with many children. And for me, my whole life is connected with this school. We moved here in 1971 and I entered the 5th grade. Then my children graduated from this school. And for the last 15 years I have worked here as a cleaner.”

A significant part stood up for the dismissed labor collective schools:

“Many people here believe that it is unfair that Muscovites are fired and they will be left without work, and their places are freed up for visitors from other countries!” Olga Galanova, a librarian of the same school, added to ROSVUZ. “It is much more correct for visitors from other countries to plug holes in the economy there where ours is missing own employees- for example, at construction sites. And I don’t want to let completely strangers from the cleaning company into the school: there can be illnesses, and ignorance of the Russian language, and, possibly, theft. We have known our current cleaners for a very long time - some have worked for 10 years, some more. And we've always been very happy with them."

True, the director of Moscow School No. 17, Ksenia Silivanova, did not confirm to ROSVUZ that the schools were ordered to outsource cleaning from “above”: “The decision to switch to outsourcing for any work or maintenance is always taken by the school itself. This is an independent decision that is made by the principal of the school in consultation with the governing board and trade union organization. The primary factors in making such a decision are, firstly, economic efficiency and secondly, a modern, flexible approach to solving the issues of maintaining buildings and territories. In other words, the school transfers non-core activities for an educational organization to organizations specializing in these types of work.

Among the advantages of outsourcing, Ksenia Silivanova attributed: “1. Focusing the school on the main activity - the educational process. 2. Access to resources and funds not available at the school ( professional personnel, economic means). 3. Reducing the cost of functions transferred to outsourcing. 4. Improving the quality of service. 5. The dependence on the subjective reasons for the suspension of maintenance of the premises (illness of employees, conflicts) is minimized. The contractor promptly provides a replacement. 6. As part of the execution of the Contract for cleaning the premises, the contractor uses all the necessary household means, modern inventory and equipment. In a law-abiding country with a well-established system for hiring foreigners, perhaps this is so. But in Russia... It is enough to look on the Internet to make sure: the red price of a fake certificate of indestructible health does not exceed 3 thousand rubles today. The Russian language certificate costs about the same. And how will the school staff determine their authenticity?

It’s a pity for the dismissed elderly cleaners: “The School Management Council did not listen to this issue, but I, as its chairman, called the director of the school and asked that the former cleaners be provided with other jobs,” Sergey Yesin, head of the Council of School No. 17, shared with ROSVUZ. “I think When making this decision, the director was mainly guided by financial and economic considerations, and this is her right. But as a human being, it would be good if these people stayed to work at the school. For example, through the same cleaning company.”

Alas, outsourcing is also not a panacea: “The territory of our school is being cleaned by a migrant janitor,” the ROSVUZ was told at the same school. “And he says that he has not been paid a salary for two months - they gave 5 thousand rubles for bread and water, and that’s it ".

The term "cleaning" usually means the work of a whole team of cleaning specialists. But is it really so? Who will replace the cleaners of ordinary Moscow schools?

Without elderly cleaners, it is very difficult to imagine the everyday life of an ordinary city school. The old cleaners are not only conscientious workers, but also a watchful eye, noticing everything that happens on the school grounds. Just before the New Year, there was information that in one of the Moscow schools, from January 1, all cleaners were being fired, replacing them with migrant workers from a cleaning company.

This information came from a collective letter from the cleaners themselves, which they wrote to the ROSVUZ media. The authors of the collective letter claim that, according to the school management, the decision to dismiss them was taken “from above”. The decision to dismiss, most likely, comes from considerations of economy. Women workers regularly receive the average salary in Moscow, and migrant workers can be paid half as much. In addition, the opinion was expressed that the so-called "professionalism" of new employees, to put it mildly, leaves much to be desired. The cleaners themselves say that they themselves graduated from this school, and the children and grandchildren of these women attended this school. The cleaners know almost all the students by sight, they know their parents, which is why they worry that completely strangers will take their place. This is experienced not only by the cleaners themselves, but also by parents and a significant part of the workforce. Many are worried about the women who have lost their jobs and express doubts that the “professionals” will do the job better than the former cleaners.

The principal of the school denied the information that the order to fire all cleaners came "from above". She claims that the decision was made not only for economic reasons, but also for the professional skills of the workers. Still, cleaning specialists cope with their duties much faster, better and cheaper. The school ceases to solve cleaning issues, now it becomes the responsibility of the cleaning company. The care of detergents and cleaning products, inventory, uniforms for cleaners, protective equipment falls entirely on the shoulders of the cleaning company, and the school can focus on its core activity - teaching children.
