What form will the non-departmental guard have? Military mortgage in the national guard of russia. What is Rosgvardia and what is its number

In 2016, a new structure was formed in the Russian Federation on the basis of the internal troops of the Ministry of Internal Affairs of the Russian Federation - the Russian Guard. The final formation of the structure is scheduled for December 31, 2018.
According to the plans, OMON, SOBR, and private security should be transferred to the structure of the Russian Guard. The main backbone of the Federal Service of the National Guard Troops of the Russian Federation is constituted by the military personnel of the Internal Troops, for the most part, doing military service under contract. And this means that the employees of the SOBR, OMON and non-departmental security will definitely switch to a contract basis.

With the transition to a contract, the salaries of former employees should be changed and equal to the salaries of the internal troops.

Realities for today

To date, a fairly large number of new Rosguard employees who have moved from other structures are disappointed with their monetary allowance. On average, they receive about 7,000 rubles less on a monthly basis.

The reason for the underpayment is:

  • The new regulatory framework is imperfect.
  • Staff salaries are smaller.
  • A different system of additional payments.

According to the director of the Federal Service of the National Guard of the Russian Federation Viktor Zolotov, not a single employee who has transferred from other structures should lose money. Do his words mean that an increase in monetary allowances is expected next year ?!

Rise or mirage

Since 2012, the salaries of servicemen have not been raised; there was a ban on indexation until 2018.

From the "May" decrees of the President it is clear that the monetary allowance of the security forces, including the salary of the National Guard, should increase by at least 1.5 times in 2018 in relation to the salary of 2012.

One of the reasons for the increase in salaries for Rosgvardia employees in 2018-2019 is future elections. It is no secret that the ruling circles are betting on a large electorate of the security forces. Therefore, in order to attract their votes to their side, they will guarantee the growth of salaries.

In addition, inflation from 2012 to 2017 “ate up” the increase in pay for servicemen by more than 45%. If the state does not want a repetition of the 90s, which are difficult for the army and the outflow of the best personnel, then the salary will surely increase. Along with the increase in salaries to employees of the Russian Guard, an increase in the salaries of employees of the Ministry of Internal Affairs is forecasted in 2018.

The crisis is making adjustments

Today, due to the difficult political situation, the country is experiencing a lack of funds in the budget. The bulk of defense spending falls on the salaries of military personnel. Hence the question: "Will there be an increase in wages in the Rosgvardia if there is little money in the budget?"

Of course there will be an increase, but it is not a fact that salaries will increase by 1.5 times. If there is not enough money, then other important items of expenditure (education, medicine) can be cut.

In order for the budget to be able to cope with the costs of power structures, a series of reductions in senior and middle-level civil servants may follow.

Ministry of Finance proposals for an increase

Studying the latest news from the Ministry of Finance, the salary of Rosgvardia in 2018 could rise by 4%.

In 2016, the Ministry of Finance developed and submitted to the State Duma a bill regulating the indexation of salaries, including the military. A feature of this bill is the increase in salaries by the Federal Budget Law. This eliminates the link between wages and the annual indexation of wages, taking into account last year's inflation rate.

Consideration of the bill was postponed indefinitely. If the bill is forgotten, then from February 1, 2018, a salary increase of 4% is expected. If the bill is adopted, then the Government will be able to index monetary allowances by any amount, taking into account the socio-economic situation.

Nobody knows exactly when the salary will be raised in 2018, maybe it will happen from January 1 or February 1. We learn the exact date of the increase only from official sources.

Forecast for 2018-2019

"Will the state increase the salary of the Russian Guard in 2018 -2019?" - this question is of interest not only to the employees themselves, but also to their family members.

According to the forecasts of experts and the statement of officials, a sharp increase in monetary allowances by 1.5 times should not be expected. Most likely, the threshold of one and a half increase will occur over the next 2 years.

Provided that the socio-economic situation in the country improves, the future salary of the Russian Guard in 2019 will increase by 1.5-2 times.

Monetary allowance in the Caucasus

The salary of a Rosgvardia employee consists of:

  • Salary by rank.
  • Salary according to the position held.
  • Additional payments.
  • Material help.

The amount of money allowance can be increased depending on the place of service. So in 2018, the salary of a sergeant of the Russian Guard serving in Dagestan will not differ from his Voronezh counterpart. But if the area of service is alpine, then the salary increases by the established regional coefficient. Such regional coefficients are established for the passage of service in the northern regions, high-mountainous areas and areas with difficult environmental conditions.

In addition, Rosgvardia employees serving in areas where the regional coefficient is applied, and one of his family members are paid travel to the place of vacation and back.

Housing for Rosgvardia employees

Servicemen suitable for military service under a contract in the ranks of the internal troops had the right to take part in the accumulative mortgage system (NIS), subject to certain conditions. Newly minted Rosgvardia employees who came from structures where NIS was not used will also be eligible for housing.

The opportunity to get your own home, coupled with a decent monetary allowance, will be the main factor in the number of experienced personnel in the ranks of the National Guard.

Opinion about the National Guard in the following video:

The question of wages among state employees is always relevant. And about whether there will be an increase in the salaries of Rosgvardia employees in 2017-2018, we would like to know both the servicemen themselves and their families.

In 2016, a new power structure was created in Russia - Rosgvardia. The task of the new formation is to confront the growing crime: terrorism, separatism, extremism. It should include military personnel, employees of the Ministry of Internal Affairs and other security services. Accordingly, it is assumed that the remuneration of professionals who choose to work in the Russian Guard will be higher than in similar departments.

A new professional holiday has been determined in honor of the employees of the new formation. Day of the National Guard of Russia is now celebrated on March 27.

Three stages of the formation of the National Guard

According to the plan, the formation of the National Guard will take place in three stages. The first one ended on December 31, 2016. The first stage included the formation of the central apparatus, the creation of territorial divisions and the transfer of personnel. In general terms, a legal and regulatory framework was formulated according to which the new service should operate.

The second stage should end on August 31, 2017. During this period, the regulatory and legal framework will be clarified, the exact task of the service will be formed, and the personnel of the Russian Guard will be staffed.

The third stage will be final. Its completion will be on January 31, 2018. The tasks of the third stage are the final formation of the numerical-operational composition of the Guard, the organization of the execution of combat missions in the general structure, and - most importantly! - transfer of OMON and SOBR to a contract basis.

Monetary allowance for Rosgvardia employees in 2018

As in every government sector, the issue of wages in the Rosgvardia is one of the most pressing. Service in the National Guard is quite promising. Today the average salary of employees is 20-25,000 rubles for the rank and file and about 45,000 rubles for the officer. The salary depends not only on the qualifications and duration of work in law enforcement agencies, but also on the region - the base salary is formed at the level of the local budget.

What does the salary of a Russian Guard consist of?

Like most military personnel, the salary of the Russian Guards consists of several components:

  • Salary. This amount depends on the rank and position;
  • Prize. If there are no complaints during a fixed period, the bonus can be up to 25% of the salary;
  • Allowances. A kind of compensation for hard service;
  • Merit payments. In the presence of awards, any specific merit, this part of the salary can reach 40% of the salary.

Indexing

Why did they talk about increasing wages for employees, after all, the National Guard was formed a little over a year ago? It's all about indexing.

As you know, according to the law, all civil servants need to index their wages, that is, to raise the salary in order to neutralize the influence of inflation. The increase coefficient is calculated by the economists of the government according to a rather complicated formula, but the meaning is very simple: the higher the annual inflation in the country, the greater the increase in wages for the next calendar year.

With the creation of the Rosgvardia, employees of power departments were initially transferred to a new unit in the overwhelming majority with old salaries. And these amounts were far from sufficient. After all, the servicemen, who made up the "backbone" of the National Guard at the time of its formation, have not been indexed wages since 2012. The reason is the moratorium imposed by the government on increasing the wages of the military. In 2018, the moratorium expires, which means that indexation will be carried out again. Compared to 2012, salaries in 2018 should increase by one and a half times - the total indexation coefficient is 1.5. How likely this increase is is not yet known.

The ambiguity with the exact amount of wages is also introduced by the new staffing table - for the Rosgvardia, its own regulatory documents are being formed. The base salary will depend on the region where the employee is serving. The new director of Rosgvardia promises that in the end, ordinary employees will receive from 100,000 rubles; the salary of the officers will be at least 150,000 rubles.

Rosgvardia privilege: housing

Another additional plus, which may turn out to be a determining factor for many applicants to Rosgvardia, is that the formation employees can rely on public housing. The relevant amendments to the legislation have already been made.

The situation is as follows: the Rosgvardia includes not only the military, who are entitled to housing according to the law, but also employees of other power structures - non-departmental security, OMON, SOBR. And police officers, as you know, cannot apply for an apartment from the state. Now, with the transfer of these units to the Russian Guard, all employees will be given the opportunity to use those privileges that were previously available only to the military. These are NIS - the savings and mortgage system - and housing subsidies. Thus, the state expects to provide all employees with personal housing.

Rosgvardia, or National Guard, appeared in Russia relatively recently. In 2016, on the basis of the internal troops of the Ministry of Internal Affairs of Russia, a militarized structure with enormous power powers was created, into which several structures that had previously existed separately were added. The salary of the National Guard in 2018 and the latest news about its indexation are of interest to the employees of the National Guard and their families in the coming year.

What is Rosgvardia and what is its number

The National Guard included 340 thousand employees who previously served in the following departments:

  • Internal Troops of the Ministry of Internal Affairs of Russia,
  • Special Forces Center of Rapid Response Forces and Aviation of the Ministry of Internal Affairs of Russia,
  • Special rapid response units of the Ministry of Internal Affairs of Russia,
  • Special mobile units of the Ministry of Internal Affairs of Russia,
  • Non-departmental security units of the Ministry of Internal Affairs of Russia,
  • Subdivisions of licensing and permitting work of the Ministry of Internal Affairs of Russia.

When Rosgvardia was created, it was legally granted unprecedented power powers. Apparently, the supreme power created such a structure, pursuing several goals at once. First, people who have been in power for a long time traditionally shuffle the power deck, creating and abolishing various departments so that the security forces do not become too strong, and the generals of such departments could not begin to weave conspiracies. Historians cannot be surprised by such methods of holding power, they have been and will always be used. Secondly, the National Guard, which was endowed with enormous powers, is, obviously, a fallback version of power in case it is necessary to hold this power by force. For example, by breaking up protests or even riots that could theoretically break out due to a worsening economic situation.

Be that as it may, but for the majority of ordinary employees of the National Guard in 2016, the only thing that changed was that they formally began to serve in another department, and their previous place of work was abolished.

What will happen to the salary of Rosgvardia employees in 2018

Fortunately, not a single category of state employees was left without indexation in 2018, including the army and security officials, whose salaries have not been raised for six whole years, since 2012.

When planning the budget of Russia for 2018-2020, the government divided the state employees into those who are mentioned in the May 2012 decrees and everyone else. Recall that, according to those decrees, the salaries of doctors and teachers in 2018 should be twice the average salaries in the region where specific specialists live and work. For such categories of state employees, salary indexation will be 23%, for all others - 4%.

If we talk about the percentage of salary increases in Rosgvardia since January 2018, then, of course, 4% is quite modest. However, the government assures that inflation at the end of 2017 turned out to be even lower than this percentage and amounted to less than 3%, therefore, formally, the real incomes of state employees, including the “national guards”, will even grow slightly.

According to RBC, the increase in salaries for Rosgvardia employees in 2018 will cost the budget an additional 5.9 billion rubles, in 2019 it will take 7.4 billion rubles, and in 2020 - 13.6 billion.

How much do Rosgvardia employees earn?

It is rather difficult to name the exact amounts received by the National Guard employees for many reasons. One of the main ones is that too diverse organizations were included in the department. It is clear that it makes no sense to compare the salary of a SOBR fighter and a non-departmental security officer.

Nevertheless, in the summer of 2017, certain basic values were named, on the basis of which the salary in the National Guard is based. So, official salaries can vary from 9,000 rubles (private in the province) to 44,000 rubles (deputy director of the service). Rank salaries range from 5,000 rubles (private) to 25,000 rubles (colonel general).

These two salaries are subject to allowances:

  • for seniority - from 10 to 40 percent,
  • for class - from 5 to 30 percent,
  • for special conditions of service - up to 100 percent,
  • for work with classified information - up to 65 percent,
  • for risk in peacetime - up to 100 percent,
  • etc.

Judging by the reviews of ordinary employees who had the right to choose whether to stay in the Ministry of Internal Affairs or go to the Russian Guard, many still regret not staying in the police force. In practice, the employees did not see the golden mountains that were promised.

Non-departmental security in 2018 due to the expansion of the Federal National Guard troops and the need to cut costs from the federal budget, according to the latest data, may undergo reorganization and / or liquidation. Considering that there are more than 300 thousand people in the service of non-departmental security (OVO), most of them have families, this issue worries the minds of many Russians. Let's try to understand the problem in as much detail as possible and provide the reader with objective data on what awaits the PSB staff in the next year.

Non-departmental security is a structural unit that is part of the Russian Guard (Federal Forces of the National Guard of the Russian Federation) and takes part in ensuring and maintaining law and order in society, as well as having the authority to provide security services in relation to real estate, regardless of the form of ownership of the latter. The PSB includes three main divisions: police officers (over 100 thousand people), employees of the federal state unitary enterprise "Okhrana" (over 100 thousand people), civilian employees (control panels and other personnel).

Forecasts for private security in 2018

Currently, more than 2 million objects are under the protection of the PSB, including: which are private apartments of individuals and property belonging to the state (museums, theaters, and so on). Payment for security services in the considered division of the Ministry of Internal Affairs is less expensive than similar services in private security companies. Thus, the liquidation or reorganization of private security in 2018 will affect a number of third parties, many of whom have concluded long-term cooperation agreements.

For individuals, the need to apply for services to private security companies can provoke a number of people to refuse these services, which in turn can provoke an increase in the number of thefts and robberies. An increase in the expenditure item of budgetary organizations, whose property is under state protection, will require a decrease in other items of income, which may affect the quality of service for consumers of services of these budgetary organizations.

This is how rumors and speculations of a number of mass media and PSB staff look, which are elevated to the rank of forecasts. Now it is necessary to debunk myths and provide reliable information based on official information taken from regulatory legal acts (laws, regulations, and so on).

The latest news about private security in 2018: myths and reality

Myth. The accession of the OVO to the Russian Guard will contribute to the abolition or disbandment of the non-departmental guard.

Reality. The transfer of the OVO to the Russian Guard as an additional structural unit took place already in 2016, and this circumstance did not entail the liquidation / reorganization of the OVO.

Myth. The accession of the PSB to the National Guard will entail the abolition of the security and analog functions of the PSB, which will entail additional costs for individuals and legal entities when ordering security services from private companies.

Reality. The transfer of OVO to the National Guard, on the contrary, contributed to the expansion of the powers of non-departmental security without abolishing the tasks of carrying out security activities. However, there is a likelihood of the complexity of expanding the security network due to the workload of the OBO with additional responsibilities.

Myth. Increased requirements for National Guard employees will provoke layoffs in the ranks of the PSB.

Reality. In 2016, in fact, on the above basis, over 10,000 PSB employees were laid off. By the end of 2017, it is also planned to carry out a number of reductions based on the results of comprehensive tests and / or certification exams. The completion of the massive layoffs is scheduled for December 31, 2018.

Myth. The titles and merits of the PSB staff can be changed or retrained.

Reality. All the ranks and merits of the Ministry of Internal Affairs employees are retained when they are transferred to the National Guard troops. In 2018, these ranks of OVO employees will be transferred to the status of military ranks.

Myth. PSB in 2018 will be liquidated or reorganized.

Reality. No liquidation is foreseen. The reorganization will be associated with a change in the names of structural divisions, a change in subordination and expansion of functionality.

Dear Vladimir Vladimirovich! Retired police colonel Viktor Mikhailovich Myakinin, retired police lieutenant colonel Vladimir Anatolyevich Rudensky, retired police lieutenant colonel Vladimir Anatolyevich and employees of the private security units (VO) in Moscow with the issue of lowering salaries are appealing to you.
Subdivisions of VO Moscow make a significant contribution to ensuring public order and security, protecting the property of owners and government agencies.
In 2012, the employees of the VO in Moscow by Appendix 25 to the order of the Ministry of Internal Affairs of Russia No. 1192 dated 01.12.2012 "On the establishment of salaries for the monthly maintenance of police officers" were established salaries for positions held. In accordance with the Decree of the Government of the Russian Federation No. 878 dated 03.11.2011 (as amended on 06.03.2015) "On the establishment of monthly salaries for police officers", as a unit deployed in Moscow, official salaries were increased by 10% (namely, an increase salary, not the establishment of a premium).
Decree of the President of the Russian Federation of 05.04.2016 No. 157 "" Questions of the Federal Service of the National Guard Troops of the Russian Federation "established the Federal Service of the National Guard Troops of the Russian Federation, where paragraph 4 states that the structure of the Russian Guard includes non-departmental security. The monetary allowance of police officers (at present, VO officers have special police ranks) consists of salary according to position, salary according to rank and established allowances. It is from the official salary that allowances are calculated and the amount of the pension is calculated after dismissal.
When transferring to another department, all employees were assured that the salary would not decrease downward, social guarantees would remain, and therefore it was possible to preserve the quantitative and qualitative composition of the units during the transfer from the Ministry of Internal Affairs to the Russian Guard. Each employee wrote a consent to the transfer with the preservation of salaries and titles.
Order of the Russian Guard No. 406 of September 26, 2017 "On approval of the procedure for providing monetary allowances to persons with special police ranks serving in the Russian Guard" approved a list of tariff categories for regular positions, which is completely identical to the previous one. However, in the decree of the Government of the Russian Federation of July 28, 2017 No. 894 "On the establishment of salaries for persons with special ranks and serving in the Russian Guard", an increase in salaries in Moscow by 10% was established only for the territorial body, which is the Main Directorate of the Russian Guard for St. Moscow. The Regulations on the Main Directorate of the Rosgvardia in Moscow determine that the territorial body is the Main Directorate of the Rosgvardia in Moscow and structural divisions and carries out its activities through a subordinate organization - non-departmental security. And only the non-departmental security for some reason is a subordinate unit, respectively, the increase in salaries is not allowed for VO employees. This was indicated by the employees of the Control and Auditing Department who carried out the audit in December 2017 in the subdivisions of the VO in Moscow. Those. VO employees carry out the main activities, and employees of the Main Directorate receive a salary increase. In this regard, since December 2017, employees' salaries have been reduced by 10%, which resulted in a decrease in wages by an average of 5,000 rubles. The pension of employees who retired for a well-deserved rest during this period decreased by 1,500 - 2,000 rubles compared to those who retired before the aforementioned legislative acts entered into force.
Despite the existing inflation and the upward trend in the cost of goods and services, housing and communal services, since 2012, there has not been a single indexation of salaries, so now they have also been reduced. And your increase of 4% (this is about 500 rubles) to VO employees resulted in minus 6%.
In connection with the negativity that has arisen due to the decrease in salaries, among the personnel, the opinion has been repeatedly expressed about the decline in the prestige of service in officer positions in the military district of Moscow and the desire to transfer back to the system of the Ministry of Internal Affairs.
We, current and retired employees, who for many years honestly and conscientiously fulfill their official duties in the protection of law and order and security, who have given many years of service in the non-departmental security of Moscow, are offended that our financial situation is deteriorating in spite of the policy of the state power and the prestige of the service is falling in private security.
We ask you to consider the issue of refunding official salaries to employees of non-departmental security units in Moscow from the moment of their reduction.
