Will the state help?

The President started talking about "private cemeteries" as a way to deal with funeral crime. Private cemeteries existed before the 1917 revolution. The IT company claims that on average they execute about 500 orders per month using online schemes. Who will tidy up the gray schemes?

Of course, the Prosecutor General's Office and the Ministry of Internal Affairs. The next day after the news of the president's order, it became known that it was these departments that would conduct a comprehensive audit of the sphere of funeral services, based on the results of which they would have to draw up a plan of struggle. In addition, at the behest of the president, who is thinking whether to go for a new term, the existing and abandoned cemeteries will be inventoried and the same “single approach” to the provision of funeral services throughout the country will be created. It is not yet clear which of the existing players in the ritual market will benefit and who are the new players who will come after the changes.

Until inspections of cemeteries have become widespread, it is not easy to find out about the shadow cemetery business. However, there are cases of getting out of the shadows. For example, in Yekaterinburg, the ex-caretaker of cemeteries will appear before the court, accused of embezzling over 2.1 million rubles under the pretext of organizing burial services. Thus, we can say that there is a guaranteed minimum that the state will provide to the relatives or friends of the deceased free of charge in any case, regardless of their financial situation... These services have their own cost, which will be reimbursed by government agencies to the funeral service that organized the funeral. Thus, every citizen of our country will certainly and without fail receive a guaranteed list of burial services, regardless of social status or financial situation. To be buried with dignity, in our country, everyone has a constitutional right.

Procedure for reimbursement of funeral expenses

If the responsibilities of organizing a funeral have fallen on your shoulders, then you should know what there is such a thing as compensation for burial. What does this mean? This means that every funeral planner has two options:

  1. Pay for all burial services at any funeral service agency that you decide to entrust this difficult mission. In the first 6 months after the funeral, you can contact one of the state structures and receive compensation for burial. The amount of such compensation, of course, does not cover all the costs of the burial, but it can be quite a significant help. The tariff for the services provided in accordance with the guaranteed list and the quality requirements are set by the Moscow Government. The total tariff for services included in the guaranteed list cannot exceed two times the amount of social benefits for burial.
2. A person who has undertaken the obligation to bury the body (remains) of an unemployed pensioner - a citizen of the Russian Federation permanently residing in Moscow, or a person who did not work and was not a pensioner - a citizen of the Russian Federation permanently residing in Moscow, or a stillborn child who was born after 196 days of pregnancy, the provision of the list of burial services specified in clause 1 of this article is guaranteed free of charge for him.
3. Specialized services on funeral affairs in order to ensure the provision of the services provided for in paragraph 2 of this article are monthly provided with financial resources to replenish working capital on a returnable interest-free basis in the amount necessary for the provision of these services within a month, at the expense of the subject of the Russian Federation - the city of Moscow. The cost of these services is reimbursed to specialized funeral services within ten days at the expense of:
- the Pension Fund of the Russian Federation - for the burial of deceased pensioners;
- the city budget - for the burial of persons who did not work and were not retired, as well as in the case of the birth of a still child after 196 days of pregnancy.
4. Payment for the cost of services provided in excess of the guaranteed list of burial services shall be made at the expense of the person who has undertaken the obligation to carry out the burial.
5. Persons who received services in accordance with paragraph 2 of this article, social benefit not paid for burial.
6. Institutions and organizations that carry out the initial registration of the fact of death and the issuance of death certificates are obliged to ensure that the persons who have undertaken the organization of the burial are informed about the procedure and cost of providing a guaranteed list of burial services.
