JSC "Defense Systems" - an open joint-stock company, established in 1996 on the initiative of a group of leading design bureaus, research institutes and serial enterprises - developers and manufacturers of facilities and systems for object air defense. In addition, the eponymous Russian-Belarusian Interstate Financial and Industrial Group (IFIG), created on the basis of joint stock company... The headquarters is in Moscow.

History

IN soviet time the organizational integration of numerous enterprises and design bureaus was carried out by ministries, departments and central administrations. After the collapse of the Soviet defense-industrial complex management system, the task of organizational and industrial integration for some time ceased to be relevant in connection with the termination of the serial production of the S-300 systems in the interests of the Russian armed forces.

However, in 1994, the first contract was signed for the supply of these systems to the PRC. Accordingly, a need arose for the restoration and integration of industrial cooperation, which made it necessary to determine the lead contractor for the contract. For this purpose, a financial and industrial group "Defensive Systems" was formed, with the aim of coordinating actions and management, JSC "Defense Systems" was created.

The founders and shareholders of the Company in 1996 were such enterprises as MKB "Fakel", CDB "Almaz", Moscow Research Institute of Instrument Automation, Nizhny Novgorod Research Institute of Radio Engineering, Lianozovsky Electromechanical Plant and a number of other enterprises. March 21, 1997 Defense Systems OJSC transferred the function of the central company of the financial and industrial group.

As of April 1999, FIGs included 34 enterprises, design bureaus, factories and banks. In January 2000, the OJSC made the third issue of shares, as a result of which authorized capital joint stock company has grown more than 15 times. In addition, some serial plants participating in production cooperation on the S-300PMU - the Avangard Moscow machine-building plant, the Komintern Novosibirsk plant, as well as one of the leading domestic avionics manufacturers - United Aircraft Instrument-Building Concern JSC ". At the same time, due to the crisis in the relationship between Defense Systems and Almaz Central Design Bureau, the latter's representation in the central company of the FIG was reduced tenfold as a result of the third share issue. The main shareholder of Defense Systems OJSC in 2000 was Interros (46% of shares).

In 2000, on the basis of the "Defense Systems" holding, the Russian-Belarusian interstate financial and industrial group "Defense Systems" was created (based on the order of the President of the Russian Federation of January 21, 2000, No. 10-rp, the Resolution of the Government of the Russian Federation of January 26, 2000, No. 70 and Agreement between the Governments of the Russian Federation and the Republic of Belarus dated February 11, 2000). According to the interstate agreement, OJSC "Defense Systems" is endowed with the functions of the parent company of the IFIG "Defense Systems" and coordinates economic activity and business management. The agreement on the creation of the IPPG "Defense Systems" was signed by 19 participants, incl. 15 - from Russian Federation and 4 - from the Republic of Belarus (currently 12 and 5, respectively).

In 2002, the President of Russia V.V. Putin signed a decree on the formation of the Almaz-Antey Air Defense Concern. According to the decree, state-owned blocks of shares of almost all enterprises that were part of the Defense Systems Financial Industrial Group at that time were transferred to the concern. Only 70% of the shares in the Moscow Radio Engineering Plant and 35% of the shares in KB Kuntsevo remained under the control of OJSC "Defense Systems". Thus, "Defense Systems" have largely lost their function as a leading company in the development and production of air defense systems, basically retaining only the function of an asset management company, as well as a coordinating company in an interstate financial and industrial group.

Excerpt from Defensive Systems

- Petya, I tell you, shut up, - shouted the count, looking back at his wife, who, turning pale, looked with fixed eyes at the younger son.
- And I tell you. So Pyotr Kirillovich will say ...
- I tell you - nonsense, the milk has not dried up yet, but wants to go to military service! Well, well, I tell you, - and the count, taking the papers with him, probably to read it again in his study before resting, left the room.
- Pyotr Kirillovich, well, let's go have a smoke ...
Pierre was confused and indecisive. Natasha's unusually bright and lively eyes, incessantly, more than affectionately addressing him, brought him into this state.
- No, I think I'll go home ...
- How home, but you wanted an evening with us ... And that rarely began to be. And this one of mine ... - said the count good-naturedly, pointing to Natasha, - only with you she was cheerful ...
- Yes, I forgot ... I definitely need to go home ... Business ... - Pierre said hastily.
“Well, goodbye,” said the count, leaving the room altogether.
- Why are you leaving? Why are you upset? Why? .. - asked Pierre Natasha, defiantly looking into his eyes.
“Because I love you! - he wanted to say, but he did not say it, he blushed to tears and dropped his eyes.
“Because it's better for me to visit you less often ... Because… no, it's just that I have things to do.
- From what? no, tell me, ”Natasha began resolutely, and suddenly she fell silent. They both looked at each other in fear and embarrassment. He tried to grin, but could not: his smile expressed suffering, and he silently kissed her hand and left.
Pierre decided not to visit the Rostovs with himself again.

Petya, after receiving a decisive refusal, went to his room and there, shutting himself away from everyone, wept bitterly. They did everything as if they had not noticed anything when he came to tea, silent and gloomy, with tear-stained eyes.
The Emperor arrived the next day. Several of the Rostovs were asked to go and see the Tsar. That morning Petya dressed for a long time, combed his hair and arranged his collars like those of big ones. He frowned in front of the mirror, made gestures, shrugged his shoulders, and finally, without telling anyone, put on his cap and left the house from the back porch, trying not to be noticed. Petya decided to go straight to the place where the sovereign was, and directly explain to some chamberlain (it seemed to Petya that the sovereign was always surrounded by chamberlains) that he, Count Rostov, despite his youth, wants to serve the fatherland, that youth cannot be an obstacle for devotion and that he is ready ... Petya, while he was getting ready, prepared many wonderful words that he would say to the chamberlain.
Petya counted on the success of his presentation to the sovereign precisely because he was a child (Petya even thought how everyone would be surprised at his youth), and at the same time, in the arrangement of his collars, in his hairstyle and in a sedate slow gait, he wanted to present himself as an old man. But the further he went, the more he entertained himself with the people who were arriving and arriving at the Kremlin, the more he forgot the observance of the gravity and slowness inherent in adults. Approaching the Kremlin, he already began to make sure that he was not pushed, and resolutely, with a menacing look, put his elbows on his sides. But at the Trinity Gate, despite all his decisiveness, people, who probably did not know for what patriotic purpose he was going to the Kremlin, so pressed him to the wall that he had to submit and stop while at the gate with a buzzing under the arches the sound of carriages drove by. A woman with a footman, two merchants and a retired soldier stood near Petya. After standing at the gate for some time, Petya, without waiting for all the carriages to pass, wanted to move on ahead of others and began to work decisively with his elbows; but the woman standing opposite him, at whom he first directed his elbows, angrily shouted at him:
- What, barchuk, pushing, you see - everyone is standing. Well to climb that!
“So everyone will climb,” said the footman, and, also starting to work with his elbows, pushed Petya into the stinking corner of the gate.
Petya wiped off the sweat that covered his face with his hands, and straightened his collars, soaked with sweat, which he had set up at home as well as the big ones.
Petya felt that he had an unpresentable appearance, and was afraid that if he presented himself to the chamberlains like that, he would not be admitted to the sovereign. But there was no way to recover and go to another place because of the tightness. One of the passing generals was an acquaintance of the Rostovs. Petya wanted to ask him for help, but felt that it would be contrary to courage. When all the carriages had passed, the crowd rushed in and carried Petya to the square, which was all occupied by people. Not only in the area, but on the slopes, on the roofs, there were people everywhere. As soon as Petya found himself on the square, he clearly heard the sounds of bells and the joyful folk dialect filling the entire Kremlin.
At one time the square was more spacious, but suddenly all heads opened, everything rushed forward somewhere else. Petya was squeezed so that he could not breathe, and everyone shouted: “Hurray! urrah! Hurray! ”Petya stood up on tiptoe, pushed and pinched, but could not see anything except the people around him.
All faces had one common expression of tenderness and delight. One merchant's wife, who was standing beside Petya, was sobbing, and tears flowed from her eyes.
- Father, angel, father! She said, wiping her tears with her finger.
- Hooray! - shouted from all sides. The crowd stood in one place for a minute; but then she rushed forward again.
Petya, unable to remember himself, gritting his teeth and rolling out his eyes brutally, rushed forward, working with his elbows and shouting "hurray!", As if he was ready to kill himself and everyone at that moment, but exactly the same brutal faces climbed from his sides with the same cries of "hurray!"
“So that's what the sovereign is! - Petya thought. “No, I can't submit a petition to him myself, it’s too bold!” Despite the fact that he was still desperately pushing forward, and from behind the backs of the front ones he flashed an empty space with a red cloth covered with a passage; but at this time the crowd hesitated back (in front the police pushed away those who had advanced too close to the procession; the emperor was passing from the palace to the Assumption Cathedral), and Petya unexpectedly received such a blow in the side in the ribs and was so crushed that suddenly everything in his eyes became clouded lost consciousness. When he came to, some clergyman, with a bun of gray hair back and in a worn blue cassock, probably a sexton, held him under his arm with one hand, and guarded him from the crowding with the other.
- Barchonka crushed! - said the deacon. - Well so! .. easier ... run over, run over!
The sovereign went to the Assumption Cathedral. The crowd evened out again, and the deacon led Petya, pale and not breathing, to the Tsar's cannon. Several people took pity on Petya, and suddenly the whole crowd turned to him, and already there was a crush around him. Those who stood closer, served him, unbuttoned his coat, seated him on the platform of the cannon and rebuked someone — those who crushed him.
- That way you can crush to death. What is this! Do murder! You see, heartfelt, as the tablecloth has become white, - said the voices.
Petya soon came to his senses, the color returned to his face, the pain passed, and for this temporary trouble he got a place on the cannon, with which he hoped to see the sovereign who had to go back. Petya no longer thought about filing a petition. If only he could see him - and then he would consider himself happy!
During the service in the Assumption Cathedral - a united prayer for the arrival of the sovereign and a prayer of thanks for the conclusion of peace with the Turks - the crowd spread; shouting sellers of kvass, gingerbread, poppy, to which Petya was especially a hunter, appeared, and ordinary conversations were heard. One merchant's wife showed her torn shawl and reported how expensive it was bought; the other said that today all silk materials have become expensive. The sexton, Petya's savior, talked with the official about who and who serves with the bishop today. The sexton repeated several times the word soborny, which Petya did not understand. Two young tradesmen joked with the courtyard girls gnawing nuts. All these conversations, especially jokes with girls, for Petya at his age had a special attraction, all these conversations now did not interest Petya; ou sat on his cannon dais, still agitated at the thought of the sovereign and of his love for him. The coincidence of the feeling of pain and fear, when he was squeezed, with a feeling of delight, further strengthened in him the awareness of the importance of this moment.

Andrey Borisovich, about nine months have passed since you were approved by the General Director of Defense Systems, and the company itself became part of the holding company OPK Oboronprom. Although this is a short period of time, can we speak of any results?

In my opinion, a lot has been done over the past nine months. First of all, with the direct participation of FSUE Rosoboronexport, the concept of promoting our main product - the Pechora-2M air defense missile system - to the foreign market was radically revised. If earlier "Defense Systems" took part in tenders for the modernization of "Pechora", which are in service in various countries, now we are positioning "Pechora-2M" as new complex, created using elements of the S-125 air defense system, which allows us to expand the potential market at the expense of countries that did not have the S-125 in service.

As a result, in the first half of 2005 FSUE "Rosoboronexport" signed two new contracts for the supply of the "Pechora-2M" air defense missile systems manufactured by our company. As a result, our portfolio of orders for "Pechora" is 25 complexes. In July, we demonstrated to a number of foreign delegations the Pechora's capabilities in practice shooting. The target was hit with 100% effect by the first missile. In March, we successfully tested the radio-technical protection complex (CRTZ). This complex is able to divert enemy missiles homing to the radiation of the antenna post at a safe distance. Its use increases the combat survivability of the Pechora-2M air defense system several times.

Defense Systems Holding has shown good financial results according to the results of the last year: revenue exceeded 3 billion 200 million rubles, and profit - 404 million rubles.

Born in 1969. In 1993 he graduated from the Faculty of Economics, Moscow State University. M.V. Lomonosov. 1986-1987 worked as a programmer at the design bureau of the Moscow Radio Engineering Plant. From 1993 to 2001 - head of the RCM group of companies. In 2000-2005. was a member of the Board of Directors of JSC "ANTK named after A. N. Tupolev". In 2001-2003. - Deputy Chairman of the Federal State Unitary Enterprise "Gosinkor". From 2003 to November 2004 - General Director of JSC "NPO" Moscow Radio Engineering Plant. Since November 17, 2004 - Chairman of the Board of Directors of JSC "NPO" Moscow Radio Engineering Plant ".

- And what place do "Defense Systems" occupy in the structure of OJSC "OPK" Oboronprom ", which, as you know, is management company and a helicopter holding?

- Oboronprom is a diversified diversified corporation, one of the activities of which is the creation of an integrated helicopter-building structure. OJSC "Defense Systems" represents in the structure of "Oboronprom" the direction associated with the production electronic systems, in particular air defense systems. We look forward to expanding our participation in this business.

Do you mean the formation of an electronic warfare holding on the basis of Defense Systems?

Yes, including this direction. This business has, in our opinion, good prospects. Sophisticated electronics, given the changing conditions of warfare, are in great demand in the armed forces of various countries. Therefore, we must offer potential buyers worthy Russian-made products.

We have developed and are starting to implement a program of restructuring and technical re-equipment of the Moscow Radio Engineering Plant (MRTZ), which is part of the Defense Systems OJSC.

Our maximum task is to increase the science intensity and manufacturability of processes. The restructuring program implies the merger of workshops close in profile, the renewal of fixed assets through the purchase of high-performance equipment, the improvement of the production cost formation system, rationing, accounting and control over the expenditure of materials, depreciation of fixed assets, the use of energy resources, etc.

Moreover, this program contains, in our opinion, innovative proposals that have not yet become widespread in the defense industry. This is, for example, equipment leasing.

At the exit, we plan to get an efficient diversified production that is successfully engaged in both military and civil projects.

And how are the relations between Defensive Systems and the Almaz-Antey Air Defense Concern developing, given that the main topics and cooperation of air defense enterprises are concentrated in it? In addition, a number of enterprises of the Defense Systems holding are also part of Almaz-Antey.

Currently, to a certain extent, a cross system of participation, ownership and, accordingly, mutual interest of our structures in agreeing and coordinating their activities to fulfill current export contracts has developed. It should be noted that the leaders of Oboronprom, Defense Systems OJSC and the Almaz-Antey Air Defense Concern have developed constructive and responsible relations that allow them to effectively solve emerging problems. By the way, this good example cooperation at the corporate level of large integrated structures, which proves the effectiveness of integration into the defense industry and in terms of eliminating unfair competition that took place at the level of individual enterprises.

The Interstate Financial and Industrial Group "Defense Systems" is the only example of cooperation between enterprises of the CIS countries in military-industrial production. How are things with the IGF now?

Today our group includes 13 Russian and 6 Belarusian enterprises. The MFPG "Defense Systems" was created for a very specific project - the modernization of the S-125 "Pechora" complex. In cooperation with our Belarusian colleagues, we have solved this problem, and now normal work is underway on this complex.

Within the framework of the IGF we are working on the creation of joint with the CIS states service centers, which will carry out warranty, post-warranty service, repair and modernize anti-aircraft missile systems in service with the armies of both near and far abroad. The work on the creation of the Belarusian-Russian service center for the Oboronpromservice air defense system, in which FSUE Rosoboronexport also participates, is in its final stage.

It is also planned to expand the group by joining a number of Ukrainian enterprises. Enterprises from Kazakhstan and Kyrgyzstan expressed their interest in working within the framework of the IFIG.

What do Defense Systems show at MAKS-2005?

Sure, " business card"Defensive Systems" is a modernized air defense system "Pechora-2M", in which the electronic filling has been replaced by 90% compared to the S-125 "Pechora" complex. machines and ending with color liquid crystal displays displaying the air situation. Launchers, control cabins and antenna post can be spread over a much greater distance (instead of the former 70 meters), which significantly increases the "survivability" of the complex when it is fired upon by the enemy. "Pechora-2M" - 8 launchers instead of 4. Double the target detection range in conditions of interference and 5 times the MTBF.

In addition to "Pechora-2M", "Defensive Systems" is presenting at the exhibition the optical-electronic station with a circular view "Phoenix", which has no analogues in the world. This station can be installed on warships of various classes, ground vehicles, air defense combat vehicles and stationary posts.

Civilian products of our holding are represented by an X-ray installation for uncontrolled inspection of the contents of hand luggage in order to detect and identify unauthorized attachments (IntroSpect-6371).
