OJSC Defense Systems- an open joint stock company, established in 1996 on the initiative of a group of head design bureaus, research institutes and serial enterprises - developers and manufacturers of facilities and systems for object air defense. In addition, the Russian-Belarusian Interstate Financial and Industrial Group (IFIG) of the same name, created on the basis of joint-stock company. The headquarters is in Moscow.

History

IN Soviet time organizational integration of numerous enterprises and design bureaus was carried out by ministries, departments and central offices. After the collapse of the Soviet system of management of the military-industrial complex, the task of organizational and industrial integration for some time ceased to be relevant due to the termination of serial production S-300 systems in the interests of the Russian armed forces.

However, in 1994, the first contract was signed for the supply of these systems to the PRC. Accordingly, there was a need for the restoration and integration of industrial cooperation, which necessitated the determination of the main contract executor. For this purpose, the financial-industrial group "Defensive Systems" was formed, with the aim of coordinating actions and managing the JSC "Defense Systems" was created.

The founders and shareholders of the Company in 1996 were such enterprises as MKB Fakel, Central Design Bureau Almaz, Moscow Research Institute of Instrument Automation, Nizhny Novgorod Research Institute of Radio Engineering, Lianozovsky Electromechanical Plant and a number of other enterprises. On March 21, 1997 Defense Systems JSC transferred the function of the central company of the financial and industrial group.

As of April 1999, the FIG included 34 enterprises, design bureaus, factories and banks. In January 2000, OJSC made the third issue of shares, as a result of which authorized capital joint-stock company increased by more than 15 times. The shareholders of "Defense Systems" additionally included some serial plants participating in production cooperation on the S-300PMU - the Moscow Machine-Building Plant "Avangard", the Novosibirsk Plant named after the Comintern, as well as one of the leading domestic manufacturers of avionics - JSC "United Aircraft Instrument-Making Concern ". At the same time, due to the crisis in the relationship between Defense Systems JSC and Almaz Central Design Bureau, the latter's representation in the central FIG company was reduced by "tens of times" as a result of the third issue of shares. In 2000, Interros (46% of shares) was the main shareholder of Defense Systems OJSC.

In 2000, on the basis of the Defense Systems holding, the Russian-Belarusian interstate financial and industrial group Defense Systems was created (based on the order of the President of the Russian Federation of January 21, 2000 No. 10-rp, Decree of the Government of the Russian Federation of January 26, 2000 No. Agreement between the Governments of the Russian Federation and the Republic of Belarus dated February 11, 2000). According to the interstate agreement, JSC "Defense Systems" is endowed with the functions of the parent company of the MFPG "Defense Systems" and coordinates economic activity and doing business. The agreement on the creation of the IFPG "Defense Systems" was signed by 19 participants, incl. 15 - from Russian Federation and 4 from the Republic of Belarus (currently 12 and 5 respectively).

In 2002, the President of Russia V.V. Putin signed a decree on the formation of the Almaz-Antey Air Defense Concern. According to the decree, state-owned stakes in almost all enterprises that were part of the Defense Systems FPG at that time were transferred to the concern. Only a 70% stake in the Moscow Radio Engineering Plant and a 35% stake in KB Kuntsevo remained under the control of OAO Defense Systems. Thus, Defense Systems has largely lost its function as a leading company in the development and production of air defense systems, basically retaining only the function of an asset management company, as well as a coordinating company in an interstate financial and industrial group.

Defense Systems OJSC was established in 1996. The company is the main company of a research and production association of a holding type, controlling large blocks of shares in the parent enterprises of cooperation: JSC NPO Moscow Radio Engineering Plant, OJSC KB Kuntsevo, CJSC Optoelectronic Technologies. Defense Systems OJSC is the parent company for:

  • production, supply, repair and maintenance of the Pechora-2M air defense system, the Phoenix all-round optical-electronic station, the radio-technical protection complex (KRTZ-125-2M) and the UV-38 optical-electronic system;
  • production and supply of a mobile repair center for the restoration of the S-300 air defense system;
  • supply, repair and maintenance of P-18 radar stations when supplied jointly with the Pechora-2M air defense system;
  • development, production of means and commissioning of the territorial automated air-sea surveillance system (TAS VMN).

The modernization of the Pechora complex made it possible to significantly expand its combat capabilities while at the same time more than doubling the cost of operation, which strengthened the position of this air defense system in the global arms market and military equipment. Currently, a contract is being implemented with one of the Middle Eastern countries for the supply of a batch of Pechora-2M air defense systems. In the first half of 2005, Rosoboronexport signed two more contracts for the supply of these air defense systems to foreign customers. Also, Defense Systems plans to create joint ventures in Belarus and Ukraine for maintenance, modernization and repair of weapons and military air defense equipment.

OAO "Defense Systems" also acts as the head enterprise and central company of the interstate financial and industrial group of the same name - MFPG "Defense Systems".

IFPG was established in 2000 in accordance with an intergovernmental agreement between the Russian Federation and the Republic of Belarus. IFPG participants are leading design bureaus, enterprises defense complex, commercial banks of Russia and Belarus. Among them are OAO MKB Fakel, the Moscow Research Institute of Instrument Automation, the State Obukhov Plant, the Novosibirsk Plant named after. One merchant's wife showed her torn shawl and reported how expensive it was bought; another said that nowadays all silk fabrics have become expensive. The sexton, Petya's savior, was talking to the official about who and who is serving with the bishop today. The sexton repeated the word soborne several times, which Petya did not understand. Over the past nine months, in my opinion, a lot has been done. First of all, with the direct participation of the Federal State Unitary Enterprise Rosoboronexport, the concept of promoting our main product - the Pechora-2M air defense system - to the foreign market was radically revised. If earlier "Defensive Systems" took part in tenders for the modernization of "Pechora", which are in service in various countries, now we are positioning "Pechora-2M" as new complex, created using elements of the S-125 air defense system, which allows us to expand the potential market at the expense of countries that did not have the S-125 in service.

As a result, in the first half of 2005, Rosoboronexport signed two new contracts for the supply of Pechora-2M air defense systems manufactured by our company. As a result, our portfolio of orders for "Pechora" is 25 complexes. In July, we demonstrated to a number of foreign delegations the capabilities of the Pechora at firing practice. The target was hit with 100% effect by the first missile. In March, we successfully tested the radio protection complex (KRTZ). This complex is able to divert enemy missiles homing in on the radiation of the antenna post to a safe distance. Its use increases the combat survivability of the Pechora-2M air defense system by several times.

Defense Systems Holding showed good financial results last year: revenue exceeded 3 billion 200 million rubles, and profit - 404 million rubles.

- Oboronprom is a diversified diversified corporation, one of the activities of which is the creation of an integrated helicopter building structure. OAO "Defense Systems" represents in the structure of "Oboronprom" a direction related to the production electronic systems, in particular air defense systems. We look forward to expanding our involvement in this business.

Do you mean the formation of an electronic warfare holding on the basis of Defense Systems?

Yes, including this direction. This business has, in our opinion, good prospects. Sophisticated electronics, taking into account the changing conditions of warfare, are in great demand in the armed forces of various countries. Therefore, we must offer potential buyers worthy Russian-made products.

We have developed and are starting to implement a program for the restructuring and technical re-equipment of the Moscow Radio Engineering Plant (MRTZ), which is part of OAO Defense Systems.

Our maximum task is to increase the science intensity and manufacturability of processes. The restructuring program implies the merger of workshops with similar profiles, the renewal of fixed assets through the purchase of high-performance equipment, the improvement of the system for forming the cost of production, the regulation, accounting and control over the consumption of materials, depreciation of fixed assets, the use of energy carriers, etc.

Moreover, this program contains, in our opinion, innovative proposals that have not yet been widely used in the defense industry. This is, for example, equipment leasing.

As a result, we plan to get an effective diversified production that is successfully engaged in both military and civilian projects.

And how are the relations between Defense Systems and the Almaz-Antey Air Defense Concern developing, given that the main topics and cooperation of air defense enterprises are concentrated in it? In addition, a number of enterprises of the Defense Systems holding are also part of Almaz-Antey.

At present, to a certain extent, a cross system of participation, ownership and, accordingly, the mutual interest of our structures in coordinating and coordinating their activities in the implementation of current export contracts has developed. It should be noted that constructive and responsible relations have developed between the leaders of Oboronprom, OAO Defense Systems and the Almaz-Antey Air Defense Concern, which make it possible to effectively solve emerging problems. By the way, this good example cooperation at the corporate level of large integrated structures, which proves the effectiveness of integration into the military-industrial complex from the point of view of eliminating unfair competition that took place at the level of individual enterprises.

The interstate financial-industrial group "Defense Systems" is the only example of cooperation between enterprises of the CIS countries in military-industrial production. How are things with the MFPG now?

Today our group includes 13 Russian and 6 Belarusian enterprises. MFPG "Defense Systems" was created for a very specific project - the modernization of the S-125 "Pechora" complex. In cooperation with our Belarusian colleagues, we have solved this problem, and now normal work is underway on this complex.

Within the framework of the IFPG, we are working on the creation of joint projects with the CIS countries service centers who will carry out warranty, post-warranty service, repair and upgrade anti-aircraft missile systems, which are in service with the armies of both near and far abroad. Work on the creation of the Belarusian-Russian air defense service center Oboronpromservis, in which FSUE Rosoboronexport also participates, is at the final stage.

It is also planned to expand the group by adding a number of Ukrainian enterprises to it. Interest in working within the framework of the IFPG was expressed by enterprises from Kazakhstan and Kyrgyzstan.

What do Defense Systems show at MAKS-2005?

Certainly, " business card"Defensive Systems" - a modernized Pechora-2M air defense system, in which 90%, compared with the S-125 Pechora complex, has been replaced by electronic filling. The element base of the 2003 level meets the most modern requirements, starting from processors in computers and ending with color liquid crystal displays for displaying the air situation. Launchers, control cabins and an antenna post can be spread over a much greater distance (instead of the former 70 meters), which significantly increases the "survivability" of the complex when it is fired upon by the enemy. The Pechora-2M has 8 launchers instead of 4. The target detection range is twice as long under interference conditions and the MTBF is 5 times longer.

In addition to Pechora-2M, Oboronitelnye Sistemy present at the exhibition an optical-electronic all-round viewing station "Phoenix", which has no analogues in the world. This station can be installed on warships of various classes, ground vehicles, air defense combat vehicles and stationary posts.

The civilian product of our holding is an X-ray unit for uncontrolled inspection of the contents of hand luggage in order to detect and identify unauthorized attachments (IntroSpect-6371). This device will become an invaluable assistant special services upon detection of explosive objects, narcotic and other substances at airports, at public events.
