1. GENERAL PROVISIONS

1.1. This instruction establishes the requirements for elevators servicing elevators (hereinafter referred to as elevators) and operators of dispatch centers (hereinafter referred to as operators) during their appointment and admission to work, as well as their main responsibilities for servicing elevators.

1.2. This instruction is developed on the basis of the "Typical instruction of an elevator operator for servicing elevators and an operator of a control point" RD, and is put into effect by the corresponding order for the HOA "Klyuch".

1.3. Control over the implementation of production instructions by lifters and operators is entrusted to the board of the partnership in whose staff they are listed.

1.4. Elevators-dispatchers are appointed by order of partnership with the assignment of a group of passenger elevators to them, installed in one or several adjacent buildings and connected to the dispatch console KDK-M.

1.5. A lifter-dispatcher can be assigned to persons at least 18 years old, trained and certified in the prescribed manner, having an appropriate certificate and qualification group for electrical safety not lower than the second.

A re-examination of the knowledge of the production instructions, the lifter-dispatcher must periodically take place in the commission of the partnership or educational institution at least 1 time in 12 months with the registration of a protocol and an entry in the certificate and the journal for checking the knowledge of production instructions.


An additional or extraordinary test of the knowledge of the production instructions for the elevator dispatchers is carried out:

when moving from one enterprise to another;

when switching to servicing an elevator of a different design. An elevator operator must know the features of the design and maintenance of such elevators and have practical skills in performing work;

at the request of the inspector of Gosgortekhnadzor of Russia, the person responsible for organizing maintenance and repair of elevators, and the person responsible for organizing the operation, in case of repeated violations or non-compliance with the requirements of the production instructions.

1.6. Lift dispatchers approved for independent work must:

have general information about the device of serviced elevators and control panel;

know the rules for using elevators;

know the purpose and location of the safety devices of the elevator;

provide first aid to the victim;

use the available fire-fighting equipment;

use light, sound signaling and two-way communication;

turn on and off elevators;

safely evacuate passengers from a stopped elevator.

1.7. The elevator dispatcher is obliged to inspect the elevator every shift.

2. EVERY SHIFT INSPECTION OF THE ELEVATOR.

2.1. The elevator dispatcher is obliged to inspect the elevators during the shift.

2.2. During the inspection, the lifter must:

2.2.1. When accepting a shift, he will be familiarized with the entries in the log of the previous shift.

2.2.2. Check the serviceability of the locks and safety switches of the mine and cabin doors.

2.2.3. Selectively check the accuracy of the cab stopping when moving "up" and "down" on at least three landing sites.

2.2.4. Check the serviceability of the moving floor, electromechanical reverse of the door drive.

2.2.5. Ensure that there is lighting for the elevator car and landing areas, as well as machinery spaces and approaches to them.

2.2.6. Check the working order of the "Doors" button, the "Busy" light signal on all landing sites, the Light board, the Sound signaling, as well as the serviceability of the two-way communication between the cabin and the dispatching console.

2.2.7. Make sure that the Rules for the use of the elevator, warning and indicative signs are in place.

2.2.8. Check the condition of the shaft and cabin fencing.

2.2.9. Check the presence and serviceability of the machine room door lock.

2.3. The results of the inspection must be entered by the lift operator in the journal of the shift every shift.

3. OBLIGATIONS OF THE LIFTER-DISPATCHER.

3.1. Duties of the elevator dispatcher:

3.1.1. Monitor the information coming from the elevators to the dispatching console and promptly transmit the received information about malfunctions to the elevator electromechanics.

3.1.2. Keep a record of incoming requests for elevator malfunction in a special journal.

3.1.3. Switch on two-way communication and give the necessary explanations to the passenger when he receives a signal from the elevator.


3.1.4. Monitor the serviceability of the dispatching console of the intercom.

3.1.5. Timely call the maintenance personnel in case of failure of the equipment of the dispatching console.

3.1.6. Keep a record of the issuance of keys from the machine rooms to the service personnel.

3.1.7. The lifter-dispatcher is obliged to periodically bypass the elevators in order to check their serviceability and compliance by passengers with the Rules for using the elevator.

3.1.8. If during the inspection and during the change of the faults listed in section 4, turn off the elevator and inform the electrician about them, post a poster "The elevator does not work" on the main landing floor, make the necessary entry in the log of every shift of the elevators.

3.1.9. When the elevator car stops between floors and the passenger cannot start it from the car, warn the people in it so that they do not take any measures to get out of the car on their own, turn off the elevator input device and inform the electromechanic about the malfunction.

Release passengers from the elevator car in accordance with the procedure described in section 5.

3.1.10. In the event of an accident or an accident, it is necessary to turn off the elevator, report the incident to the administration of the partnership, an electrician or to the emergency service, and take measures to preserve the situation of the accident or accident, if this does not pose a danger to the life and health of people.

3.1.12. At the end of the work, the lift dispatcher must:

Hand over the keys to the machinery and service rooms to the next shift;

Make the necessary entries in the journal.

In case of non-departure of the shift, notify the chairman of the board of the partnership (manager) and act on his instructions;

3.2. The elevator dispatcher is prohibited from:

leave the workplace, except for cases related to the maintenance of elevators and scheduled breaks. In this case, the replacement of the operator should be provided for during his absence;

allow unauthorized persons to enter the mine, the machine room and the control room and leave these rooms unlocked, as well as transfer the keys to these rooms to other persons (except for the personnel serving these elevators);

store foreign objects in the engine rooms and in the control room;

independently enter the roof of the cabin and go down into the pit of the elevator shaft;

to start the elevator by direct action on the devices supplying voltage to the electric motor circuit;

touch open live parts of electrical equipment and moving (rotating) parts of the equipment;

disrupt the performance of safety devices;

independently repair the elevator and turn on the control station devices, as well as use the elevator for other purposes;

use the elevator if there is a smell of smoke (burning) in the entrance (room).

4. FAULTS IN WHICH THE ELEVATOR

MUST BE STOPPED.

4.1. A loaded cabin starts moving with an open mine or cabin door, or an empty one - with an open mine door.

4.2. Automatic cab doors open when driving or between floors.

4.3. When you press the call button, the loaded cab starts to move, but the empty one does not.

4.4. The cab starts to move independently.

4.5. When you press the order buttons, the doors with an automatic drive do not close, or when the order is executed, they do not open.

4.6. The cab instead of moving up moves down or vice versa.

4.7. The accuracy of the automatic stop of the cab exceeds the standard value.

4.8. The cockpit does not stop at the landing site to which it is called or directed by order.

4.9. The shaft door can be opened in the absence of a cabin on the landing site without using a special key.

4.10. Two-way intercom communication does not work or signals from the elevator are not received at the dispatching console.

4.11. When the elevator is operating, there is extraneous noise, sharp jolts, and a burning smell is felt.

4.12. The cabin or the platform in front of the mine doors are not illuminated.

4.13. The cab or shaft guard is damaged.

4.14. The pushers of the push-button elements of the ringing or ordering devices are missing or broken, and there is access to the bare current-carrying parts of the electrical equipment.

4.15. The metal structures of the mine or the body of the electrical apparatus are energized.

5. EVACUATION OF PASSENGERS FROM THE ELEVATOR CABIN.

The evacuation of passengers from the elevator car is carried out by two elevators. It is allowed to use an electromechanic for elevators or an operator of a dispatching console as a second person.

5.1. Before evacuating passengers, the elevator operator must:

make sure all mine doors are closed and locked;

display a warning sign “Elevator does not work” on the main landing floor;

to establish the location of the cabin in the mine, the number and composition of passengers, their well-being. Inform passengers what measures will be taken to evacuate them and that the lighting in the cabin will decrease or will be temporarily turned off;

warn passengers that they are prohibited from touching the control devices located in the cabin, opening the doors of the cabin, taking measures to independently exit the elevator car and stay near the doorway;

make sure from the engine room that there is no slack in the traction ropes on the side of the cab. If there is a slack in the traction ropes, the elevator dispatcher must immediately notify the elevator electromechanical about this and not proceed to evacuate the passengers;

turn off the input device in the engine room and hang up the poster "Do not turn on - people are working."

5.2. Evacuation of passengers from the elevator car with automatic door drive.

When evacuating passengers, dispatchers are obliged to:

release the winch and turn the steering wheel to move the cab to the level of the nearest landing site, which has a device for unlocking the automatic mine door lock with a special key. Move the cab intermittently at a distance of 300 - 400 mm;

install the elevator car below the level of the landing area by 200 - 300 mm, while the shaft door lock roller should not enter the mechanical cut of the car door;

brake the winch;

unlock the automatic lock of the mine door with a special key, open the doors and fix them with a special rail (locking device) in the open position;

manually open the cab door flaps and lock them in the open position;

make sure that it is possible to safely evacuate passengers from the cabin, and carry it out;

close the cab and shaft doors.

FORBIDDEN :

open the cab door doors by manually rotating the pulley or door drive belt;

to evacuate passengers from the cabin, the floor level of which is higher than the floor level of the landing area.

6. RESPONSIBILITY,

The elevator operator for the maintenance of elevators, guilty of violating his production instructions, is liable for the violations committed in accordance with current legislation.

The instruction was drawn up in accordance with the "Typical instruction on labor protection for the elevator operator" TI-134-2002.

1. General safety requirements

1.1. Individuals are allowed to work independently as a lifter:

  • having the appropriate qualifications;
  • have completed vocational training and internship at the workplace;
  • having an appropriate certificate by profession and an electrical safety group of at least II;
  • passed a preliminary medical examination (before hiring) and periodic (during work) medical examinations and received a conclusion on the suitability for this profession;
  • those who have passed the introductory briefing on labor safety, fire safety and the provision of first aid to the victim;
  • who have undergone initial instruction at the workplace and trained in safe methods and techniques for performing work.

1.2. The lifter must pass:

  • periodic medical examinations (at least once a year);
  • repeated instruction on labor safety - at least once a quarter;
  • training in safe methods and techniques of work and testing their knowledge in the scope of the program approved by the administration of the enterprise - once a year;
  • unscheduled and targeted training on occupational safety - as needed.

1.3. The lifter must:

  • comply with the requirements of this manual, norms and rules;
  • to use the means of individual and collective protection correctly;
  • know the rules and procedures for behavior in case of fire and be able to use primary fire extinguishing means;
  • keep out of workplace unauthorized persons;
  • smoke and eat in designated areas;
  • know that you cannot be at the workplace in a state of alcoholic or drug intoxication;
  • keep the workplace clean;
  • immediately notify the immediate or superior manager about a situation that threatens the health of people, about every accident or about the deterioration of their health;

1.4. When servicing elevators, there are such dangerous and harmful production factors, how:

1.6. An elevator operator without work clothes and other personal protective equipment and safety devices relying on the production conditions is not allowed to perform work.

1.7. If any questions arise in the course of work related to its safe performance, you must immediately contact the employee responsible for the safe performance of work (foreman, shift supervisor or electrician).

1.8. During the entire work shift, the work and rest regime established by the administration should be observed.

1.9. The lifter must inform the shift foreman (supervisor) about cases of injury and all malfunctions of mechanisms, equipment, violations of technological modes, deterioration of working conditions, and emergencies and take preventive measures as appropriate, ensuring his own safety.

1.10. In case of illness, poisoning or an accident, the lifter must notify the shift foreman (chief) of this and seek medical help.

1.11. A lifter with signs of obvious malaise, in a state of alcoholic or drug intoxication, is not allowed to work.

1.12. In case of an accident with other workers, it is necessary: ​​to provide the injured person with first aid, observing the measures own safety; call an ambulance if necessary; if possible, preserve the situation of the case and report the incident to the foreman (chief) of the shift.

1.13. For failure to comply with the safety requirements set out in this manual, depending on the nature of the violations committed and their consequences, the lifter bears disciplinary, material or criminal liability in accordance with the current legislation Russian Federation.

2. Safety requirements before starting work

2.1. Before starting work, familiarize yourself with the entries in the log of the every shift inspection of the elevators, made during the work of the lifters of the previous shift.

2.2. Check the serviceability of the locks and safety switches of the mine and cabin doors.

2.3. Selectively check the accuracy of the cab stopping when moving up and down at least three loading bays.

2.4. Check the operability of the moving floor, electromechanical reverse drive of doors and reverse of doors from the photo sensor (if any).

2.5. Make sure that there is lighting for the elevator car and loading bays, as well as the machinery and block rooms and approaches to them.

2.6. Check the operability of the buttons "Stop", "Doors", the light signal "Busy" on all landing sites, a light board, light and sound alarms, as well as the serviceability of two-way communication between the cabin and the location of the service personnel.

2.7. Make sure that there are rules for using the elevator, warning and indicative labels.

2.8. Check the condition of the shaft and cabin fencing.

2.9. Check the presence and serviceability of the door lock of the engine room and (or) block room.

2.10. The results of the inspection should be recorded in the daily inspection log of the elevator.

2.11. If you identify any malfunctions that could lead to an accident or accident, turn off the elevator and report the malfunction to the electromechanical supervising the elevators. Post a poster on the main landing floor that reads "Elevator does not work."

3. Safety requirements during work

3.1. During work, the lifter must:

  • be at the elevator on the main loading area, where the control post is installed;
  • do not overload the elevator;
  • monitor the uniformity of the loading of the cabin.

3.2. The lifter must:

  • constantly be in the elevator car when going up and down and direct the car to the place of call or the place of loading (unloading);
  • to be on the landing site when loading the cabin, to monitor the uniformity of loading, securing the cargo to be moved and not to overload the elevator, as well as the simultaneous transportation of people, except for those accompanying the cargo;
  • make sure that people in the cab equipped with lattice sliding doors do not lean against the doors and do not hold on to them with their hands;
  • do not allow unauthorized persons to operate the elevator.
  • leave the workplace, except for cases related to the maintenance of elevators;
  • allow unauthorized persons to enter the mine, machine and block rooms of the elevator and leave these rooms unlocked, as well as transfer the keys to these rooms to other employees (except for the personnel serving these elevators);
  • store foreign objects in machinery and block rooms;
  • independently enter the roof of the cabin and go down into the elevator pit;
  • to start the elevator by direct action on the devices supplying voltage to the electric motor circuit, as well as from the landing (loading) platform through the open doors of the mine and the cabin;
  • touch open live parts of electrical equipment and moving (rotating) parts of the equipment;
  • disrupt the performance of safety devices;
  • independently repair the elevator and turn on the control station devices, as well as use the elevator for other purposes;
  • use the elevator if there is a smell of smoke (burning) in the room.

3.4. If detected during the inspection and during the change of faults, turn off the elevator and inform the electromechanic about them, post a poster "The elevator does not work" on the main landing floor, make the necessary entry in the log of every shift of the elevators.

3.5. Faults in which the elevator must be stopped:

  • a loaded cabin starts moving with an open mine (cabin) door or empty with an open mine door;
  • cab doors with an automatic drive open when driving or between floors;
  • when you press the call button, the loaded cab starts to move, but the empty one does not;
  • the cabin starts moving on its own;
  • when the order buttons are pressed, the doors with an automatic drive do not close or do not open when the order is executed;
  • instead of moving up, the cabin moves down or vice versa;
  • the accuracy of the automatic stop of the cab exceeds the standard value (value);
  • the cabin does not stop at the landing (loading) site to which it is called or directed by order;
  • the mine door can be opened in the absence of a cabin on the landing (loading) platform without using a special key (device);
  • when pressing the "Stop" button, the cab does not stop;
  • on the elevators connected to the dispatching console, two-way communication does not work or signals from the elevator to the operator console do not work. The alarm from the cab and the call of the service personnel does not work;
  • when the elevator is operating, extraneous noise appears, sharp shocks, a burning smell is felt;
  • the cabin or the platform in front of the mine doors are not illuminated;
  • the fencing of the cabin or shaft is damaged;
  • the glass of the viewing window in the doors of the mine or cabin is broken;
  • pushers of button elements of calling or ordering devices are missing or broken, and there is access to bare live parts of electrical equipment;
  • the metal structures of the mine or the housing of electrical devices are energized.

4. Safety requirements in emergency situations

4.1. In the event of an accident or an accident, turn off the elevator, report the accident to the electrician (shift supervisor) or to the emergency service and take measures to preserve the situation of the accident or accident, if this does not pose a danger to the life and health of people.

4.2. When stopping the elevator car between floors, the internally controlled freight elevator must call an electromechanic or emergency service and not try to get out of the car on his own.

4.3. Before evacuating passengers:

  • make sure all mine doors are closed and locked;
  • display a warning poster “The elevator does not work” on the main landing floor (site);
  • to establish the location of the cabin in the mine, the number of passengers, their well-being. Inform passengers what measures will be taken to evacuate them and that the lighting in the cabin will decrease or will be temporarily turned off;
  • warn passengers that they are prohibited from touching the control devices located in the cab, opening the cab door doors, taking measures to independently exit the elevator car and stay near the doorway;
  • make sure from the machine room that there is no slack in the traction ropes on the side of the cab. If there is a slack in the traction ropes, immediately notify the electromechanic for the elevators and do not proceed to evacuate the passengers;
  • switch off the input device in the machine room and hang up the poster “Do not switch on! People work! ”;
  • shield the rotating parts of the elevator equipment with inventory shields (if several elevators are placed in the machine room) or turn off all elevators until the end of the evacuation of passengers.

4.4. When evacuating passengers from a passenger elevator cabin with swing doors:

  • release the winch and turn the steering wheel to move the cab to the nearest landing site. Move the cab intermittently at a distance of 300-400 mm;
  • set the cab within the exact stop, while the mechanical tilt of the cab must unlock the mine door lock;
  • close the door of the machine room with a lock and keep the key for yourself;
  • open the doors of the mine and the cabin, make sure that it is possible to safely evacuate passengers from the cabin, and carry out it.

It is prohibited:

  • to evacuate passengers from the cabin, the floor level of which is above the floor level of the landing area;
  • use wrenches, handles, non-standard levers, etc. when moving the cab.

4.5. When evacuating passengers from an elevator car with an automatic door drive:

  • install the steering wheel on the worm shaft of the gearbox, if it is removable;
  • release the winch and turn the steering wheel to move the cab to the level of the nearest landing site, which has a device for unlocking the automatic mine door lock with a special key. Move the cab intermittently at a distance of 300-400 mm;
  • install the elevator car below the level of the landing area by 200-300 mm, while the shaft door lock roller should not enter the mechanical cut of the car door;
  • brake the winch and remove the steering wheel, if it is removable;
  • unlock the automatic lock of the mine door with a special key, open the doors and fix them with a special rail (locking device) in the open position;
  • manually open the cab door flaps and lock them in the open position;
  • make sure that it is possible to safely evacuate passengers from the cabin, and carry it out;
  • close the cab and shaft doors.

It is prohibited:

  • open the cab door doors by manually rotating the pulley or door drive belt;
  • to evacuate passengers from the cabin, the floor level of which is higher than the floor level of the landing area.

4.6. On passenger elevators with a carrying capacity of 500 kg and above, the evacuation of passengers from the elevator cabin must be performed by an electrician with the involvement of a second employee (elevator operator, operator).

5. Safety requirements at the end of work

5.1. At the end of the work:

  • transfer keys from machine (block) and office space lifters of the next shift, make the necessary entries in the log of the every shift inspection of the elevators. In the event that the lifters of the next shift do not leave, notify the master (chief) of the shift and act on his instructions;
  • in case of one-shift work, put the elevator car on the main landing (loading) platform, lock the swing door of the mine, turn off the elevator, make the necessary entries in the log of the daily maintenance of elevators.

Typical instruction for the operator, the elevator operator for the maintenance of elevators / Gosgortekhnadzor of the USSR: Introduction. 09/01/87. - M: Nedra, 1987. The necessary list of requirements for the personnel serving the elevators is given. The duties of the elevator operator, the operator during work are determined, the volume of the shift inspections carried out on the lifts by the service personnel is indicated, the procedure for the safe evacuation of passengers from the cabins, which has stopped between floors, is outlined. With the release of this instruction, the "Typical instruction for lifters, elevator-walkers, dispatchers and conductors serving elevators", approved by the USSR Gosgortechnadzor on October 13, 1972, is canceled. 1. GENERAL PROVISIONS

1.1. This Model Instruction establishes the requirements for operators, elevators for appointment and admission to work, and their main responsibilities for servicing passenger, hospital and freight elevators. 1.2. The owner of the elevator has the right, if necessary, to add to the Standard instruction additional requirements arising from the specific operating conditions of the elevators. By order for the enterprise (organization), the instruction is declared production. Operator, lifter must have on hand production instructions... 1.3. Control over the implementation of the production instructions by the operating personnel is carried out by the administration of the enterprise (organization), in whose staff he is listed. 1.4. To service the elevators, by order of the enterprise (organization), the following are appointed: operator - for the elevators connected to the control panel; an elevator operator - for a single or a group of passenger elevators installed in one or several adjacent buildings; an elevator operator - to a freight elevator with external control, equipped with a control station at one loading area; elevator - for each internally controlled hospital or freight elevator. 1.5. The operator, the lifter are responsible for the fulfillment of their duties established by the production instructions, in accordance with the current legislation.

2. REQUIREMENTS FOR SERVICE PERSONNEL

2.1. Persons who are at least 18 years of age, fit for health reasons, trained, having an appropriate certificate and a qualification group for electrical safety at least II, have the right to work as an operator, an elevator operator. 2.2. The operator, the elevator operator must periodically, at least once every 12 months, undergo repeated checks of the knowledge of the production instructions in the commission of the enterprise (organization). An additional or extraordinary test of knowledge is carried out: when moving from one enterprise to another; when transferring an elevator operator to service elevators of a different design (hydraulic, with an electric drive on a direct current, with a car speed of more than 1.6 m / s, etc.). At the same time, the person being transferred must study the features of the design and maintenance of such elevators and undergo an internship; at the request of an inspector of Gosgortekhnadzor or a person responsible for the good condition and safe operation of the elevator. An extraordinary test of knowledge can be carried out with the participation of an inspector of Gosgortechnadzor. 2.3. An operator, an elevator operator, allowed to work independently, must: have a general idea of ​​the structure of the serviced elevators and the control panel; know the rules for using the elevator; know the purpose of control devices located in the elevator car and on the landing sites, and be able to use them; know the purpose and be able to use light and sound alarms and two-way communication; know the purpose and location of the safety devices of the elevator; be able to turn on and off elevators; be able to safely evacuate passengers from a cab stopped between floors; be able to provide first aid to the victim; know the fire safety requirements and be able to use fire-fighting equipment. In addition, the elevator operator must be able to inspect the elevator and check the operability of the mine door locks, mine and car door safety contacts, underground safety contacts, light and sound alarms and two-way communication.

3. RESPONSIBILITIES

3.1. The elevator operator is obliged to conduct a monthly inspection of the elevators. In this case, it is necessary: ​​to familiarize yourself with the records of the previous shift in the journal; check the serviceability of the locks and safety contacts of the mine and cabin doors; selectively check at least three landing (loading) platforms for the accuracy of the cab stopping when lifting and lowering; check the serviceability of the moving floor, the reverse of the door drive, the photo relay; make sure that there is sufficient lighting for the cab, shaft and landing (loading) platforms, as well as the machinery room and the approach to it; check the operability of the "Stop" button, the "Busy" light signal, sound and light alarms and a light board; make sure that there are "Rules for the use of the elevator", warning and indicative inscriptions; check the condition of the shaft and cabin fencing. Specified work an elevator operator serving a single passenger or freight elevator conducts before the start of the shift, and an elevator operator serving a group of elevators during the shift. 3.2. During work: 3.2.1. The elevator operator of a single passenger elevator must: be at the elevator on the main landing floor and monitor the passengers' compliance with the Rules for using the elevator; do not overload the elevator; accompany children of school age, as well as adults at their request; call an empty cab if the ringer is installed only on the main landing area. 3.2.2. An externally controlled freight elevator operator must: be at the elevator on the main loading area where the control post is installed; prevent overloading of the elevator, as well as the transportation of people in the cabin; monitor the uniformity of loading and securing the load in the cab. 3.2.3. An elevator servicing a group of passenger elevators is obliged to: periodically, along the developed route, bypass the elevators assigned to him in order to check their serviceability and compliance by passengers with the Rules for using the elevator. 3.2.4. The elevator operator of hospital and freight elevators with internal control must: constantly be in the elevator car when going up and down and direct the car to the place of call or to the place of loading (unloading); when loading (unloading) the cab, be on the landing (loading) platform, monitor the uniformity of loading, securing the load and avoid overloading the elevator, as well as the simultaneous transportation of cargo and people, except for those accompanying the load: on elevators, the cab of which is equipped with sliding lattice doors, watch out so that people in the cockpit do not lean against the doors and do not hold on to them with their hands; do not allow unauthorized persons to operate the elevators. 3.2.5. The operator is obliged to: follow the signals arriving at the control panel; when a signal is received from a passenger, turn on two-way communication and give the passenger the necessary explanations; with prolonged readings of the signals "Passenger in the cockpit" or "The mine door is open" switch on two-way communication and give appropriate instructions to the passenger; keep records of incoming requests for faults on elevators; monitor the serviceability of the dispatching console and two-way communication. 3.3. It is prohibited for an operator, an elevator operator: to leave the workplace, except for cases related to the maintenance of elevators; allow unauthorized persons to enter the mine, machine (block) room and operator's room, and also leave these rooms not locked; store foreign objects in the operator's room, machine (block) room; enter the cab roof and go down into the pit; start the elevator by direct action on the devices supplying voltage to the electric motor circuit, as well as from the landing (loading) platform through the open doors of the mine and the cabin; touch open live parts of electrical equipment and moving (rotating) parts of the equipment; disrupt the performance of safety devices; independently repair the elevator and turn on the control station devices, as well as use the elevator for other purposes. 3.4. The operator, the elevator operator are obliged: upon detection during the inspection and during the change of the faults listed in section 4, turn off the elevator and inform the electromechanic or the emergency service of a specialized organization about them, post a poster "The elevator does not work" on the main landing floor - for elevators with automatic door drive and at each landing (loading) site - for elevators with swing doors, make the necessary entry in the journal; if the elevator car accidentally stops between floors and the passenger cannot start the elevator from the car, warn the people in it so that they do not take any measures to get out of the car on their own, turn off the winch motor circuit breaker, inform the electrician or the emergency service of a specialized organization and proceed to evacuation passengers in the manner described in section 5; in this case, the elevator of the hospital and freight elevators with internal control must call an electromechanic and not try to leave the cab on his own; in the event of an accident or an accident, immediately turn off the elevator, report the incident to the administration of the owner of the elevator, an electrician or to the emergency service of a specialized organization and take measures to preserve the situation of the accident or accident, if this does not pose a danger to the life and health of people; keep the elevator car and service area clean. 3.5. At the end of the work, the elevator operator, the operator must: transfer the keys to the machine (block) and office premises to the next shift, make the necessary entries in the journal. In case of failure to leave the shift, notify the owner of the elevator and act on his instructions; in case of one-shift work, put the elevator car on the main landing (loading) platform, lock the swing door of the mine, turn off the elevator and the console, make the necessary entries in the journal.

4. FAULTS WHICH THE ELEVATOR MUST BE STOPPED

1) A loaded cabin starts moving with an open mine or cabin door, or an empty one - with an open mine door; 2) the doors of the cab with an automatic drive open when driving; 3) when the call button is pressed, the loaded cab starts to move, but the empty one does not; 4) the cabin starts moving independently; 5) when you press the order buttons, the doors with an automatic drive do not close, or when the order is executed, they do not open; 6) the cabin, instead of moving up, moves down or vice versa; 7) the accuracy of the automatic stop of the cab is above the permissible limits; 8) the cabin does not stop at the landing (loading) site to which it is called or directed by order; 9) the mine door can be opened in the absence of a cabin at this landing (loading) site without using a special key (device); 10) when you press the "Stop" button, the cab does not stop; 11) two-way communication does not work; 12) no signals are received from the elevator to the operator's panel; 13) during the operation of the elevator, extraneous noise appears, sharp shocks, a burning smell is felt; 14) the cabin or platforms in front of the mine doors are not illuminated; 15) the fencing of the cabin, shaft or door is damaged; 16) the glass of the viewing window in the doors of the mine or cabin is broken; 17) there are no safety covers on the ringing or push-button devices and there is access to the bare live parts of the electrical equipment; 18) the metal structures of the mine or the housing of electrical devices are energized.

5. REMINDER ON PASSENGER EVACUATION

5.1. Before starting work on the evacuation of passengers, the elevator operator, the operator must: make sure that all the doors of the mine are closed; display a poster "The elevator does not work" on the main lower landing area - for lifts with automatic door drive and at each landing area - for lifts with swing doors; establish the location of the cabin in the mine, the number and composition of passengers, their well-being, inform the passengers what measures will be taken to evacuate them and that the lighting in the cabin will decrease or be temporarily turned off; warn passengers that they are prohibited from touching the control devices located in the cabin, open the doors of the cabin and take measures to independently exit the elevator car. 5.2. Evacuation of passengers from a passenger elevator cabin with swing doors. When evacuating passengers, the elevator operator, the operator must: turn off the input device in the engine room and put up a poster "Do not turn on - people are working"; when placing several elevators in the machine room, protect the rotating parts of the elevator equipment and energized parts with inventory shields or turn off all elevators until the evacuation of passengers is completed; install the steering wheel on the worm shaft of the gearbox, if the steering wheel is removable; release the winch and turn the steering wheel to move the cab to the level of the nearest landing area. Move the cab intermittently, at a distance of 300-400 mm; install the cab within the stopping accuracy, while the mechanical tilt of the cab must unlock the lock of the mine doors; brake the winch and remove the steering wheel, if it is removable; open the mine door and the cockpit, make sure that safe evacuation of passengers from the cockpit is possible and carry out it Note: It is prohibited to evacuate passengers from the cockpit, the floor level of which is higher than the floor of the landing area, and also to use wrenches instead of the steering wheel, etc. ... 5.3. Evacuation of passengers from the elevator car with automatic door drive. When evacuating the elevator operator, the operator must: turn off the input device in the machine room and put up a poster "Do not turn on - people are working"; when placing several elevators in the machine room, protect the rotating parts and equipment of the elevators that are energized with inventory shields, or turn off all elevators until the end of the evacuation of passengers; install the steering wheel on the worm shaft of the gearbox, if the steering wheel is removable; release the winch and turn the steering wheel to move the cabin to the level of the nearest landing site, which has a device for unlocking the automatic mine door lock with a special key; move the cab intermittently, at a distance of 300-400 mm; install the elevator car below the level of the landing area by 200-300 mm, while the shaft door lock roller should not enter the mechanical cut of the car door; brake the winch and remove the steering wheel, if it is removable; unlock the automatic lock of the mine door with a special key, open the doors and lock them with a special rail; manually open the cab door flaps and lock them with a special rail in the open position; make sure that it is possible to safely evacuate passengers from the cabin, and make it; close the doors of the mine cabin. Note: 1. It is forbidden to evacuate passengers from the cabin, the floor level of which is above the level of the landing area. 2. Do not open the cab door flaps by manually rotating the pulley or door drive belt. 5.4. Work on the evacuation of passengers from the elevator car is performed by two persons.

1.1. The lifter is a worker and reports directly to ……… (name of the position / profession of the manager)

1.2. A person is accepted to work as a lifter:

1) completed professional training programs vocational training by professions of workers, positions of employees, retraining programs for workers, office workers;

2) experienced practical work under the guidance of an experienced lifter for at least 1 week.

1.3. A person is allowed to work as a lifter:

1) passed mandatory preliminary (upon admission to work) and periodic medical examinations (examinations), as well as extraordinary medical examinations (examinations) in accordance with the Procedure for conducting mandatory preliminary and periodic medical examinations (examinations) of workers engaged in heavy work and at work with harmful and (or) dangerous working conditions, approved. Order of the Ministry of Health and Social Development of Russia dated 04/12/2011 N 302n;

2) having an appropriate group for electrical safety (not lower than group II);

3) having permission to work as a lifter local act organizations in the presence of qualification certificates or certificates confirming the competence to perform the relevant labor functions.

1.4. The lifter should know:

1) general information about the device of the serviced elevators;

2) the procedure and technology for the inspection of elevators;

3) the purpose and location of safety devices and safety devices for elevators;

4) the purpose and procedure for checking control devices located in the elevator car and on the landing (loading) platforms;

5) the procedure for checking and using sound signaling and two-way communication;

6) production instructions and instructions for the labor protection of the lifter;

7) safe work practices;

8) the rules for using the elevator;

9) the procedure for informing the relevant persons (services) about the identified malfunctions of the elevator;

10) the procedure for formalizing the results of the inspection and maintaining reporting documentation;

11) malfunctions in which the elevator must be turned off;

12) the procedure for registration of identified malfunctions that affect the safe operation of the elevator;

13) types of emergency situations on elevators, their signs;

14) the procedure for carrying out work to free passengers from a stopped elevator car, taking into account the types and models of serviced elevators;

15) safe methods for evacuating passengers from the elevator car;

16) rules of conduct for passengers when evacuating from the elevator car;

17) the procedure for informing the relevant persons (services) about the release of passengers from a stopped elevator car;

1.5. The lifter must be able to:

1) check the serviceability of the locks and safety switches of the doors of the mine and the elevator car;

2) check the serviceability of the moving floor, the reverse of the door drive;

3) check the serviceability of the control devices in the elevator car and on the landing (loading) platforms, light and sound alarms;

4) check the serviceability of two-way communication between the elevator car and the location of the service personnel;

5) check the accuracy of stopping the elevator car at the landing (loading) platforms when moving up and down;

6) check the presence of lighting in the elevator car and landing (loading) platforms;

7) check the integrity of the elevator equipment;

8) check the serviceability of the locks of the doors of the premises with the placed elevator equipment;

9) check the condition of the elevator shaft doors (open, closed, locked, not locked);

10) move the elevator car in compliance with safety measures;

11) check the presence of warning and indicative signs on the use of the elevator;

12) determine the location of the car in the elevator shaft (on a floor / between floors);

13) control the uniform placement of cargo (mobile means for transporting patients) in the elevator car, its correct fastening;

14) instruct the persons loading (unloading) the cabin and persons accompanying the cargo;

15) operate the elevator directly when lifting and lowering cargo or vehicles for transporting sick and accompanying persons;

16) take measures to prevent movement of the elevator car with open mine doors;

17) release passengers from the elevator car in compliance with safety measures;

18) identify malfunctions that affect the safe operation of the elevator;

19) inform the relevant services about the identified malfunctions in the operation of the elevator;

3.3. During the working day (shift), the lifter performs the following duties within the framework of labor functions:

3.3.1. Within the framework of the labor function specified in subparagraph 1 of paragraph 2.1.1 of this instruction:

1) checks the operability and functioning of the elevator equipment in accordance with the manufacturer's manual (instruction);

2) visually determines the presence / absence of external damage and malfunctions of the elevator equipment;

3) carries out documenting the results of the inspection of the elevator;

4) informs the relevant persons (services) about the detected malfunctions of the elevator.

3.3.2. Within the framework of the labor function specified in subparagraph 2 of paragraph 2.1.1 of this instruction:

2) monitors the uniformity of loading the elevator car, the correct placement of cargo and its unloading;

3) monitors the location of passengers and accompanying persons in the cabin.

3.3.3. Within the framework of the labor function specified in subparagraph 3 of paragraph 2.1.1 of this instruction:

1) turns off the elevator when it detects malfunctions that affect the safe operation of the elevator;

2) informs the relevant persons (services) about the identified malfunctions in the operation of the elevator;

3) place information on the malfunction of the elevator on the main boarding (loading) floor;

4) carry out documentary registration of the elevator malfunctions in the journal of the shift-by-shift elevator inspections.

3.3.4. Within the framework of the labor function specified in subparagraph 4 of paragraph 2.1.1 of this instruction:

1) analyzes information about an abnormal stop of the elevator;

2) informs passengers about the evacuation measures to be taken and instructs on the rules of conduct;

3) carries out the preparatory measures necessary for the release of passengers;

4) releases passengers from the elevator car in accordance with the methods and recommendations of the manual (instructions) of the elevator manufacturer;

5) informs the relevant persons (services) about the results of the evacuation of passengers;

6) carry out documentary registration of the results of the evacuation of passengers;

7) calls the medical service (if necessary).

3.4. At the end of the working day (shift), the lifter:

1) brings devices, tools into proper condition, transfers them to storage;

2) removes dirt from workwear and safety footwear, if necessary, places it for drying and storage;
