  • persons to whom anti-Russian sanctions of foreign countries have been applied.

It is worth explaining that there is a ban on the departure of employees of the Ministry of Internal Affairs abroad, as well as a similar one concerning employees of the Ministry of Defense, and the FSB, and the Foreign Intelligence Service, and the Service for the Execution of Punishments, and the Ministry of Emergency Situations. In addition, it is also applicable to the staff of officials registered for the civilian government service, i.e., for example, the travel abroad of civilian personnel of the RF Ministry of Defense is also limited.

List of states

The emergence of the above list is associated primarily with the need for the state to protect information related to sovereign secrets, and in addition - the complication of relations in the modern political arena. For example, the countries themselves that have concluded extradition treaties with the United States of America and the powers that are members of the Alliance are subject to the most severe restrictions. But those who are friendly towards Russia are open to entry.

Which countries the servicemen can travel to is determined by the priority of their friendly attitude towards the Russian Federation. Unfortunately, the list of allowed countries for military personnel, officials and government employees is not very extensive. Rules for the military

The ban on the departure of military personnel abroad in 2018 is regulated by the same Federal Law No. 114 "On the procedure for leaving the Russian Federation and entering the Russian Federation", which means that it concerns:

  • persons mobilized for military or alternative service;
  • persons serving under the contract;
  • military personnel admitted to special (stamped) information.
  • The ban on leaving is documented, certified by the signature of a serviceman and is valid for 5-10 years from the time of the last study of confidential information. It is worth noting that the ban on traveling abroad for a conscript does not extend to his relatives.

    If travel abroad is nevertheless necessary (for example, illness / death of one of the relatives living in another country), the soldier must obtain the official approval of the commander in accordance with the regulations. To do this, you will need, firstly, to provide a report addressed to the person in charge with a petition to authorize a trip abroad and issue him a passport.

    Secondly, submit an application and fill out a questionnaire for a foreign passport, add a certificate issued by the command to the documents. The duration of the ban on travel abroad at the end of the service varies depending on the following circumstances:

  • if a soldier during the period of service was admitted to classified materials, then at the end of the service the period of restriction is extended to another 5-10 years;
  • if a citizen served under a contract, then the term of the ban on traveling abroad is regulated by the contract.
  • Servicemen whose period of service has ended, provided that they do not have access to stamped materials, are allowed to visit other countries without hindrance.

    For law enforcement officers

    At the moment, there is no strict ban on entry to other countries regarding the employees of the law enforcement agencies. However, the organization of a secrecy regime when traveling abroad imposes similar restrictions on security officials who have access to classified information.

    However, back in 2015, at the initiative of the State Duma deputies, the Ministry of Internal Affairs advised its employees not to leave the country without exceptional need. If, nevertheless, there is an urgent need to travel abroad, employees of the Ministry of Internal Affairs must also follow the above scheme. First of all, they are obliged to submit a report for traveling abroad to the responsible officer and only after receiving official permission to prepare documents for a trip abroad.

    Can prosecutors travel abroad? Let us repeat that there is no law prohibiting employees of law enforcement agencies from traveling abroad (except for a ban for persons admitted to information of high secrecy). However, in the spring of 2018, the State Duma submitted for consideration the issue of imposing a temporary ban on travel abroad for police officers and persons holding leading positions in the Ministry of Internal Affairs. If the new bill is approved, the employees of the Ministry of Internal Affairs will be forced to include a corresponding article in the contract.

    In such conditions, the question of where the police officers can go to rest remains open for many. For the most part, it is customary to adhere to the recommendations given by the Ministry of Foreign Affairs to limit the number of countries that are allowed to travel.

    Are Rosguard employees allowed to travel abroad? Restrictions on visiting foreign countries in relation to employees of the structure are identical to the requirements for military personnel in this matter:

  • travel to other countries is prohibited throughout the entire period of service;
  • at the end of the service, the employee remains restricted to travel abroad for 5-10 years, if during the period of service he was admitted to confidential information;
  • for contractors, the period of validity of the restricted travel ban is governed by the period stipulated by the terms of the contract.
  • If an employee during his military service did not work with classified information, then travel restrictions end simultaneously with the term of his service.

    Can FSB officers travel abroad? Employees of this department are also subject to a number of travel restrictions until the termination of the contract. Employees of the service apparatus have the right to receive the approval of the head for a visit to another country only on the basis of one of the following reasons:

  • the need for specialized treatment;
  • illness / death of a relative living in another country;
  • settlement of hereditary issues;
  • settlement of proceedings for the confiscation of property registered abroad;
  • visiting relatives living in another country.
  • A request to leave is submitted 3 months before the planned event, if there are no urgent factors. The application shall be accompanied by acts, certificates, etc. justifying the need for crossing the border. Based on the results of the consideration of the documents, the management must make a decision.

    Customs officers

    As well as other government departments, the Federal Customs Service received a letter from the Ministry of Foreign Affairs of the Russian Federation in a recommendatory form proposing to refrain from leaving the department employees to other countries. But locally, in structural units, such recommendations are accepted rather as an order for execution.

    EMERCOM employees

    The order of the Ministry of Emergencies of Russia on leaving the border in 2018 No. 244 "On additional measures to increase social protection, ensuring comfortable working conditions and service for the personnel of the EMERCOM of Russia" dated 06/07/2018 consolidates the prescribed recommendations of the Ministry of Foreign Affairs of the Russian Federation to restrict the rights of employees of this state body to travel abroad. The list of countries allowed for EMERCOM employees to leave is limited to those that are exclusively friendly to Russia.

    The procedure for obtaining permission to leave the Russian Federation

    To authorize travel abroad for all servicemen, persons with access to classified information, as well as employees of the other departments discussed above, a certain procedure has been established.

    1. An employee planning to travel abroad is obliged to submit a report (application) addressed to the head of the FSO of Russia, where it is mandatory to indicate: the country planned for visiting; purpose of the trip; check-out date; source of funds for the trip; what kind of transport you are planning to use; travel agency details; information about the person who sent the invitation.
    2. The manager who has accepted the application certifies it and puts a time stamp and the level of the applicant's awareness of information constituting a state secret. Sends documents to the HR department.
    3. Employees of the personnel and operational management department put a mark on the application about the presence / absence of reasons for restricting the right to leave.
    4. An exit permit is issued or denied.

    One of the reasons for refusal to travel abroad is the presence of debts to the tax and utilities services, as well as unpaid fines and other debt obligations. Where to check debt before going abroad? This can be done in several ways.

  • You can check for debts in taxes and fees on the website of the Federal Tax Service.
  • You can check whether there is a debt set for execution by a court decision on the website of the bailiffs (FSSP).
  • On the portal of public services, they check debts for unpaid fines.
  • It is not difficult to check the presence of debt to the bank by contacting the credit bureau.
  • After payment of the existing debt, the information in the databases of government departments will be reflected only within 1-3 weeks, so do not postpone it until the last moment. You should prepare in advance for the trip, for this it is important to know what documents are needed when traveling abroad.

  • Visa, because visa-free entry for citizens of the Russian Federation is not allowed to all countries.

There is no legal prohibition, and there are recommendations not to travel to certain countries, especially NATO countries.     The Emergencies Ministry believes that everything is connected with the recent crash of the Kogalymavia plane in Sinai. During the investigation of the tragedy, it became known almost immediately that, in addition to civilians, two active employees of the Ministry of Emergency Situations were killed in it. The journalists found out, and in this, in principle, there was no big secret, that the deceased Elvira Voskresenskaya, an inspector of the Primorsky Department of the Ministry of Emergencies, was spending her vacation in Egypt. In her vacation report, she indicated that she was going to visit relatives in Staraya Russa. This essentially innocent "inaccuracy" surfaced in the press. But as on condition of anonymity, the correspondent of "RG" was told by some of the employees of the rescue department, so do many ordinary employees, and there is no violation of the law.     The management team generally does not take risks and follows the recommendations, since they can be withdrawn from the place of vacation at any time in case of emergencies.

    But even in the case of "exposure", violators of the recommendations cannot be brought to justice. Now the procedure for traveling abroad for employees of the Ministry of Emergency Situations is determined by an internal order of June 4, 2013 N 360.

    On additional measures to improve social security, ensure comfortable working conditions and service for the EMERCOM of Russia personnel

    EMERCOM of Russia is implementing the Plan for the construction and development of forces and means of EMERCOM of Russia for 2016 - 2020, approved by the Decree of the President of the Russian Federation on December 22, 2015.

    As part of the implementation of the activities of the plan, purposeful work is underway to develop the structure of the EMERCOM of Russia, taking into account the modern socio-economic conditions, which are aimed at improving the management system, increasing the efficiency of control and supervision activities, improving the quality of training for fire and rescue specialists and providing comprehensive support to the units of the EMERCOM of Russia.

    In order to implement the decisions of the President of the Russian Federation on improving the efficiency of management in federal bodies executive power and within the framework of the implementation of the decrees of the President of the Russian Federation dated January 12, 2017 No. 8 and No. 9, as well as orders of the President of the Russian Federation dated September 23, 2016 No. Pr-1853 and No. Pr-1854, dated December 1, 2016 No. 13043, the EMERCOM of Russia has organized a systematic development of forces and means, measures are being taken to reduce current costs and increase the efficiency of the Ministry.

    1. Financial and Economic Department:

    provision of social support and targeted assistance to the personnel of the responding units, firefighters, rescuers and other categories of persons directly involved in the response;

    providing material support to employees of the EMERCOM of Russia who have four or more children, the poor, socially unprotected or who are in a difficult life situation;

    improving the living conditions of service and workplaces in the reacting units;

    b) provide additional allocation of budgetary limits

    obligations to encourage the personnel of territorial bodies and state institutions of the EMERCOM of Russia in connection with the celebration of the 85th anniversary of the Civil Defense of Russia and at the end of 2017;

    c) together with the heads of the territorial bodies and institutions of the EMERCOM of Russia:

    2. To allocate in 2017 additional limits of budgetary obligations for financing housing provision of the Ministry of Emergency Situations of Russia in the amount of 1,070.0 million rubles, namely:

    a) servicemen of the Russian Emergencies Ministry's rescue military units in the form of a subsidy for the purchase or construction of living quarters - 290.0 million rubles, which is 3.3 times more than in 2016;

    b) servicemen - participants in the savings and mortgage system

    housing provision for making payments of funds in addition to savings for housing provision - 62.5 million rubles, which is 1.2 times more than in 2016;

    c) to employees of the Federal Fire Service of the State Fire Service (hereinafter - FPS FPS) for the provision of one-time social payments for the purchase or construction of residential premises - 717.5 million rubles, which is 4.9 times more than in 2016;

    d) within the framework of the federal target program"Housing" as a one-time subsidy for the purchase or construction of residential premises by the federal state civil servant of the main departments of the EMERCOM of Russia in the constituent entities of the Russian Federation - 42.1 mln. rubles (funding remained at the level of 2016);

    e) for carrying out current urgent repairs and putting in order buildings, structures, territories and service housing stock of 1,800 fire-fighting and rescue units of the FPS State Fire Service in the amount of 179.0 million rubles;

    f) to conduct overhaul fixed assets in 428 divisions of the EMERCOM of Russia - in the amount of 495.9 million rubles.

    3. Allow the officials of the EMERCOM of Russia, who have been granted the right to authorize the departure of workers from the Russian Federation, to consider the relevant documents for travel abroad of military personnel, employees of the FPS of the State Fire Service, federal civil servants and employees of the EMERCOM of Russia in the prescribed manner, taking into account the recommendations of the Ministry of Foreign Affairs of Russia for foreign states , not recommended for visiting by citizens of the Russian Federation when traveling abroad.

    4. To the Main Directorate of Training:

    a) complete the transition from 09/01/2017 educational organizations on

    a two-tier system of higher education;

    b) together with the head of the FSBEI HE "Academy of State Fire Service of the EMERCOM of Russia",

    Head of the Federal State Budgetary Educational Institution of Higher Education "Academy of Civil Protection EMERCOM of Russia"

    prepare for consideration by the board of the Ministry of Emergency Situations of Russia:

    proposals for amending the regulatory and administrative documents of the Ministry of Emergency Situations of Russia, providing for the determination of the volume of state assignments for higher educational institutions and institutions of additional vocational education EMERCOM of Russia for 2018-2022 in accordance with the real needs of the units of the EMERCOM of Russia in graduates;

    an action plan to bring the number of permanent teaching staff and auxiliary personnel of higher education educational institutions EMERCOM of Russia, employees of institutions of additional professional education EMERCOM of Russia in accordance with the standards approved by the Ministry of Education of the Russian Federation.

    5. The Department of Civil Protection shall organize:

    subsidies in proportion to the living space required to provide servicemen who have expressed a desire to receive a subsidy from the territorial body and institution of the Ministry of Emergencies of Russia, taking into account the priority right to receive subsidies;

    c) preparation, on the basis of decisions of the collegium of the Ministry of Emergencies of Russia, of the distribution between the territorial bodies and institutions of the Ministry of Emergencies of Russia of the limits of budgetary obligations for the provision of one-time payments to the employees of the Federal Border Service of the State Border Guard Service.

    6. To the Department of Operational Management:

    a) organize verification of documents justifying the right of citizens participating in the subprogram "Fulfillment of state obligations to provide housing for categories of citizens established by federal legislation" of the federal target program "Housing" for 2015-2020 (hereinafter - the Subprogram) to obtain state housing certificates (hereinafter - certificate), for compliance with the requirements of the legislation of the Russian Federation;

    c) check, by 30.06.2017, the main departments of the EMERCOM of Russia in the constituent entities of the Russian Federation on the issue of justifying the lists of citizens - recipients of state housing certificates, submitted in 2106, and report.

    7. Department of personnel policy:

    a) prepare a draft order of the Ministry of Emergencies of Russia to provide the personnel of the EMERCOM of Russia with four or more children with an additional incentive payment (at the rate of 100,000 rubles per family);

    b) together with the Department of Readiness of Forces and Special Fire Protection and the Financial and Economic Department, ensure in 2017 the timely dismissal and payment of severance pay to military personnel and internal service employees who have reached the age limit for military service (service), in the manner and within the time frame, established by law Russian Federation;

    c) promptly submit for consideration by the Central Attestation Commission of the EMERCOM of Russia the materials submitted by the territorial bodies of the EMERCOM of Russia on the transfer of young specialists to other component bodies of the EMERCOM of Russia for family reasons;

    d) in order to increase the prestige of service in the EMERCOM of Russia and social support for the personnel of the EMERCOM of Russia, prepare draft orders of the EMERCOM of Russia on the encouragement of all categories of personnel of the territorial bodies and state institutions of the EMERCOM of Russia in connection with the celebration of the 85th anniversary of the Civil Defense of Russia and at the end of 2017.

    8.     10. To the Department of Readiness of Forces and Special Fire Protection:

    a) organize work on training (if necessary) personal

    the composition of the EMERCOM of Russia for narrow-profile and related specialties;

    b) submit for approval by 01.07.2017 drafts of regulatory

    legal acts of the Ministry of Emergency Situations of Russia, approving:

    the charter of fire departments; combat regulations of fire departments;

    the procedure for conducting certification for the right to manage fire extinguishing and emergency response;

    the procedure for training fire brigade personnel;

    the charter of the internal service of paramilitary mine rescue units;

    11. The Development Department in the course of the implementation of the state defense order and state program weapons in the EMERCOM of Russia to organize the work:

    a) compliance with the principles of openness and transparency of placement

    information on procurement, the use of competitive methods for identifying suppliers;

    b) to ensure timely and high-quality acceptance of goods, support of contracts, as well as control of product quality at industrial enterprises (organizations);

    supply of technical means and equipment in accordance with the Decree of the Government of the Russian Federation dated May 30, 2017 No. 668.

    12.     a) by June 30, 2017, complete the work on establishing the number

    employees of the EMERCOM of Russia in the territorial bodies and institutions of the EMERCOM of Russia, as well as training guidelines on the procedure for the development and approval of staffing tables;

    b) starting from 01.07.2017, carry out monthly inspections of the performance of work on capital and current job in fire and rescue units, subdivisions of search and rescue teams, the main departments of the Ministry of Emergency Situations of Russia for the constituent entities of the Russian Federation.

    14. In order to increase the level of social support for employees and employees of the Ministry of Emergency Situations of Russia, by 01.07.2017, the Department of Provision shall complete the revision of the regulatory legal framework for clothing provision, based on the real need for items of clothing, as well as taking into account the priorities.

    15. Heads of higher educational institutions and scientific institutions of the EMERCOM of Russia:

    economic activities of higher educational institutions in 2017;

    b) bring the staffing tables in line with the standards,

    approved by the Ministry of Education and Science of Russia;

    c) ensure, at the expense of own sources, the availability of funds in the amount of at least 30% of the total amount of funds required to increase wages teaching staff and researchers, in order to implement the provisions of the Decree of the President of the Russian Federation dated May 7, 2012 No. 597 "On measures for the implementation of state social policy."

    16. FSBI All-Russian Center for Emergency and Radiation Medicine named after V.I. A.M. Nikiforov ":

    17. FKU "Financial and Settlement Center of the EMERCOM of Russia":

    a) prepare proposals for the distribution and bringing the limits of budgetary obligations to the territorial bodies and institutions

    b) organize work to provide the reacting forces and units with fuel and lubricants(hereinafter referred to as fuel and lubricants) in accordance with the allocated amounts of budgetary appropriations in 2017;

    c) carry out monthly checks of the intended use by managers and budget recipients of funds for the implementation in 2017 of capital and current urgent repairs of fixed assets of real estate objects of the Ministry of Emergency Situations of Russia.

    18. Heads of FKU "UKS EMERCOM of Russia", territorial bodies and institutions of EMERCOM of Russia, head of the Administrative and Legal Department:

    a) continue, in accordance with the legislation of the Russian Federation, claims and judicial work on violations of the terms of contracts for the performance of design and survey work, construction, reconstruction of facilities by contractors;

    b) organize forcing contractors to complete the work stipulated by the contracts in full, termination of contracts in the event of their persistent non-fulfillment, recovery of unpaid advances, collection of penalties, recovery of damage resulting from non-performance of contracts.

    19. To the heads of the main departments of the EMERCOM of Russia for the constituent entities of the Russian Federation:

    a) exclude illegal decisions on the adoption by subordinate state institutions of new expenditure obligations to pay monetary allowances ( wages) to the employees of the Federal Border Guard Service of the State Border Guard Service, servicemen of rescue military units, employees of the Ministry of Emergency Situations of Russia in excess of the limits of budgetary obligations brought in 2017 for these purposes, to report on the results;

    b) take measures to strengthen the social protection of employees and employees of the FPS of the State Border Service, ensure the provision of time off for employees of the internal service when they are on duty on non-working days off and holidays, exclude the accrual and payment of funds for these purposes;

    c) prohibit the reduction of the personnel of the responding units of the federal fire service, regional search and rescue teams, rescue military units of the Russian Emergencies Ministry, paramilitary mine rescue units, the State Inspection for Small Vessels;

    d) to organize work to strengthen the social protection of employees and to increase the efficiency of procurement costs and material and technical support of contractual divisions of the State Border Guard Service of the State Border Guard Service;

    e) continue work to assist in the admission of children of EMERCOM employees to preschool and general education organizations;

    f) continue, together with the executive authorities of the constituent entities of the Russian Federation, work on the personal care of certain categories of citizens (veterans, children and relatives of deceased employees), as well as sanatorium and resort support for EMERCOM of Russia employees in departmental and other sanatoriums and hospitals, to take additional measures for medical rehabilitation and sanatorium-and-spa treatment of the personnel of the EMERCOM of Russia, who took part in the elimination of the consequences of emergencies in 2017;

    g) continue to work with the executive authorities of the constituent entities of the Russian Federation and bodies local government aimed at providing the personnel of the responding units with living quarters provided at the expense and within the framework of the relevant programs of the constituent entities of the Russian Federation;

    m) identify the causes of complaints, promptly take comprehensive measures to prevent them, promptly inform employees and employees of the EMERCOM of Russia about the results of consideration of appeals and organize explanatory work;

    n) organize work on the timely conduct of competitive procedures for the purchase of clothing property, overhaul and current repairs of equipment and control of their quality;

    o) organize work to provide personnel with the required items of clothing;

    p) organize work to provide fuel and lubricants for the reacting forces and units in accordance with the allocated amounts of budgetary allocations in 2017;

    c) provide fuel in strict accordance with targeted funding, exclude the transfer of fuel and lubricants between divisions of territorial bodies, write-off of fuel and lubricants for supernumerary equipment, as well as in excess of the established norms, the content of which is carried out according to various codes of budget classification of expenses;

    r) take additional measures for the timely payment in full of wages, salaries, incentive allowances and additional payments, lump sum remuneration, bonuses, due compensations and other social payments, primarily to privates, sergeant and civilian personnel of rescue military formations, junior to the commanding staff and employees of the FPS of the State Border Guard Service, rescuers of search and rescue teams, inspectors of the State Inspection Service, including those related to technical personnel, in strict accordance with the regulatory legal documents, decisions of the collegium of the Ministry of Emergency Situations of Russia;

    s) ensure transparency and fairness when making decisions on the size of lump sum payments, and communicate these decisions to all personnel at working meetings;

    t) organize explanatory work with personnel on the procedure and amounts of additional incentive payments;

    u) ensure the maintenance of servicemen of rescue military units and employees of the FPS of the State Border Guard Service, who are at their disposal, within the limits of budgetary obligations for the payment of monetary allowances;

    v) prevent the adoption, within the framework of their competence, of positive decisions on additional provision of material assistance and (or) awarding bonuses to personnel in the absence of budgetary commitments limits necessary for the full provision of personnel with compulsory payments of a social nature in 2017;

    h) by 15.08.2017, ensure that the work is carried out to bring the costs of the federal autonomous institutions of the EMERCOM of Russia in 2017 to the amount of subsidies allocated for the fulfillment of the state task, as well as organize work to ensure the receipt of funds from income-generating activities;

    w) by 15.08.2017 to ensure the repayment of accounts payable of previous years for utilities within the brought limits of budgetary obligations for 2017, as well as the implementation of additional measures to reduce the cost of utilities;

    y) by 01.11.2017 to complete the work on the implementation of measures for energy saving and increase energy efficiency(including the installation of metering devices) aimed at saving utility resources in kind and budgetary funds to pay for utility services;

    b) carry out additional staffing of the responding subdivisions, taking into account the brought limits of budgetary obligations;

    s) when recruiting for service (work), pay special attention to the availability of related and narrow-profile specialties for candidates (control of robotic systems and unmanned aerial vehicles, dog handler, diver, etc.);

    b) complete in 2017 work on the transfer municipalities, state executive authorities of real estate objects and land plots, redundant, not used, unsuitable for use by the institutions of the Ministry of Emergency Situations of Russia.

    20. Heads of structural divisions of the central office, territorial bodies and institutions of the EMERCOM of Russia ensure that the activities specified in this order are carried out within the limits of budgetary obligations for 2017.

    As RBC previously wrote, now, according to the federal law "On State Secrets", the right of a citizen to leave Russia may be temporarily (but no more than five years from the date of the last acquaintance with classified information; with an extension of up to ten years) if a citizen has access to information of "special importance" or "top secret information". To access such information, an employee must have a first or second degree of security clearance.

    Not all Russians have the opportunity to visit other countries. The travel abroad of civil servants, military personnel and employees of various law enforcement agencies is limited by the legislation of our country. Some of these prohibitions are enshrined at the legislative level, although some of them are advisory in nature.

    The emergence of the above list is associated primarily with the need for the state to protect information related to sovereign secrets, and in addition - the complication of relations in the modern political arena. For example, the countries themselves that have concluded extradition treaties with the United States of America and the powers that are members of the Alliance are subject to the most severe restrictions.     Which countries the servicemen can travel to is determined by the priority of their friendly attitude towards the Russian Federation.     Rules for the military

    The ban on the departure of military personnel abroad in 2019 is governed by the same, which means that it applies to:

    • persons mobilized for military or alternative service;
    • persons serving under the contract;
    • military personnel admitted to special (stamped) information.

    The ban on leaving is documented, certified by the signature of a serviceman and is valid for 5-10 years from the time of the last study of confidential information. It is worth noting that the ban on traveling abroad for a conscript does not extend to his relatives.

    • if a soldier during the period of service was admitted to classified materials, then at the end of the service the period of restriction is extended to another 5-10 years;
    • if a citizen served under a contract, then the term of the ban on traveling abroad is regulated by the contract.

    Servicemen whose period of service has ended, provided that they do not have access to stamped materials, are allowed to visit other countries without hindrance.

    For law enforcement officers

    At the moment, there is no strict ban on entry to other countries regarding the employees of the law enforcement agencies. However, the organization of a secrecy regime when traveling abroad imposes similar restrictions on security officials who have access to classified information.

    However, back in 2015, at the initiative of the State Duma deputies, the Ministry of Internal Affairs advised its employees not to leave the country without exceptional need. If, nevertheless, there is an urgent need to travel abroad, employees of the Ministry of Internal Affairs must also follow the above scheme. First of all, they are obliged to submit a report for traveling abroad to the responsible officer and only after receiving official permission to prepare documents for a trip abroad.

Let us repeat that there is no law prohibiting employees of law enforcement agencies from traveling abroad (except for a ban for persons admitted to information of high secrecy). However, in the spring of 2019, the State Duma submitted for consideration the issue of imposing a temporary ban on travel abroad for police officers and persons holding leading positions in the Ministry of Internal Affairs. If the new bill is approved, the employees of the Ministry of Internal Affairs will be forced to include a corresponding article in the contract.

    Are Rosguard employees allowed to travel abroad? Restrictions on visiting foreign countries in relation to employees of the structure are identical to the requirements for military personnel in this matter:

    • travel to other countries is prohibited throughout the entire period of service;
    • at the end of the service, the employee remains restricted to travel abroad for 5-10 years, if during the period of service he was admitted to confidential information;
    • for contractors, the period of validity of the restricted travel ban is governed by the period stipulated by the terms of the contract.

    If an employee during his military service did not work with classified information, then travel restrictions end simultaneously with the term of his service.


    Can FSB officers travel abroad? Employees of this department are also subject to a number of travel restrictions until the termination of the contract. Employees of the service apparatus have the right to receive the approval of the head for a visit to another country only on the basis of one of the following reasons:

    • the need for specialized treatment;
    • illness / death of a relative living in another country;
    • settlement of hereditary issues;
    • settlement of proceedings for the confiscation of property registered abroad;
    • visiting relatives living in another country.

    A request to leave is submitted 3 months before the planned event, if there are no urgent factors. The application shall be accompanied by acts, certificates, etc. justifying the need for crossing the border. Based on the results of the consideration of the documents, the management must make a decision.

    As well as other government departments, the Federal Customs Service received a letter from the Ministry of Foreign Affairs of the Russian Federation in a recommendatory form proposing to refrain from leaving the department employees to other countries. But on the ground, in structural divisions, such recommendations are accepted rather as an order for execution.

    The order of the Ministry of Emergencies of Russia on leaving the border in 2018 No. 244 "On additional measures to increase social protection, ensuring comfortable working conditions and service for the personnel of the EMERCOM of Russia" dated 06/07/2018 consolidates the prescribed recommendations of the Ministry of Foreign Affairs of the Russian Federation to restrict the rights of employees of this state body to travel abroad. The list of countries allowed for EMERCOM employees to leave is limited to those that are exclusively friendly to Russia.

    The procedure for obtaining permission to leave the Russian Federation

    To authorize travel abroad for all servicemen, persons with access to classified information, as well as employees of the other departments discussed above, a certain procedure has been established.

    1. An employee planning to travel abroad is obliged to submit a report (application) addressed to the head of the FSO of Russia, where it is mandatory to indicate: the country planned for visiting; purpose of the trip; check-out date; source of funds for the trip; what kind of transport you are planning to use; travel agency details; information about the person who sent the invitation.
    2. The manager who has accepted the application certifies it and puts a time stamp and the level of the applicant's awareness of information constituting a state secret. Sends documents to the HR department.

    After payment of the existing debt, the information in the databases of government departments will be reflected only within 1-3 weeks, so do not postpone it until the last moment. You should prepare in advance for the trip, for this it is important to know.

    In modern conditions of political tension, not all categories of Russians can go on a trip abroad. However, the deteriorating international situation, along with the financial component, are not the only reasons that impede travel. Russians involved in work in the security forces also cannot afford a tour abroad. Travel abroad for employees of the Ministry of Internal Affairs and their colleagues is not open today, since the former and the latter have special information.

    The ban applies to representatives of a number of special departments (the Ministry of Internal Affairs, the FSB, the Ministry of Defense, the Federal Penitentiary Service, the SVR, the Ministry of Emergency Situations, the FSSP and others). It is fixed in Article 15 of the Federal Law No. 114 of 15.08.96. Service in these structures provides for admission to information that is strictly confidential, and their disclosure may cause serious damage to national interests.

    Restrictions on freedom of movement are imposed not only on conscripts, but also on military personnel serving under contract. The question of the possibility of travel abroad for civilian personnel in the RF Ministry of Defense is decided solely on an individual basis.     Duration of restrictions

    The list of foreign places in which it is recommended / prohibited to be subordinates working in special institutions is determined by internal orders and instructions. Heads of departments regularly monitor the situation and decide on the need for overseas recreation for employees, taking into account the military-political, sanitary-epidemiological, crime situation in a particular territory.

    Where entry is prohibited

    In 2019, the list of foreign locations in which the presence of representatives of the law enforcement agencies of the Russian Federation is undesirable is quite extensive. Its main part is made up of countries under US pressure in domestic and foreign policy - France, Latvia, Finland, Japan, Germany, Belgium, Great Britain, Czech Republic, Mexico, Jamaica and others. The black list is presented by more than 150 states, which is associated with the regular increase in international tension.

    Where allowed

    The question of which countries the military can travel to does not lose its relevance. There are an order of magnitude less available overseas places for recreation. This year, Russian soldiers and police can go to 13 countries, most of them being former Soviet republics (South Ossetia, Kazakhstan, Belarus, Kyrgyzstan, Azerbaijan, Turkmenistan, others).

    You can visit relatives living in these states by spending a relatively small amount. Vacation in Vietnam, Tunisia, China and Cuba will cost a little more. The list of allowed countries for military personnel is similar to that provided for police officers. Previously, security officials were allowed to rest in India, Dominican Republic, Brazil, AOE.

    Rules for the military

    Agreeing with the terms of the contract by signing it, the soldier must remember that the document imposes on him certain obligations related to the inability to leave the Russian Federation. Moreover, in 99% of cases, travel abroad of a person liable for military service is impossible a priori, despite the presence of a white list of countries. The fact of access to information of extreme importance in this case does not matter.

    The soldier is given the opportunity in advance to read a nondisclosure agreement, which certifies the fact that the soldier has viewed confidential data. Moreover, the contract soldier's relatives have the right to go abroad without restrictions. The departure of servicemen abroad in 2019 is carried out only if there are valid reasons and with the permission of the superior commander.

    For law enforcement officers

    Formally, for representatives of special structures, the ban on travel abroad is not imperative. But for many years the Ministry of Internal Affairs and the FSB have provided for the organization of a secrecy regime when traveling abroad, and no one has the right to violate it. There is an unspoken rule that prohibits traveling to some countries without special need.

    Moreover, even in the presence of the latter, one should strictly adhere to a certain procedure, ignoring which is fraught with adverse consequences for the police officer or agent. For example, they come if there is no report to travel abroad. Obtaining a visa is excluded without the specified document.     Ministry of Internal Affairs

    Against the background of the fact that the list of foreign locations where police officers can go to rest is not voluminous, representatives of the legislative branch in 2019 came up with a new initiative. The deputies want to completely prohibit the highest and ordinary officials of the Ministry of Internal Affairs from going on foreign trips.

    If the draft law is agreed upon, then the restriction on freedom of movement will be reflected in the employment agreement signed upon recruitment. Many are interested in whether employees of the prosecutor's office can travel abroad? They also become aware of secret information within the framework of their official powers, therefore, a ban on visiting certain states is provided for by order of the Prosecutor General of January 24, 2014 No. 201.

    Internal troops are the main component of this structure. Are Rosguard employees allowed to travel abroad? Contract soldiers may also have information that is not subject to disclosure. This circumstance imposes a ban on them, but the final decision is made by the management (order of the Ministry of Internal Affairs of the Russian Federation of August 21, 2019 No. 360).

    FSB

    Specialists of this structure are not allowed to leave Russia until the expiration date labor contract(FSB order No. 179 of 04/17/12). Moreover, the management can send an employee abroad for no more than 15 days. Can FSB officers travel abroad for more long term? Only in exceptional cases - for rehabilitation, solving issues related to the registration of inheritance, taking care of relatives experiencing serious health problems. Moreover, under standard conditions, it is necessary to follow a certain procedure - to submit a petition to the authorities 3 months before the planned border crossing.

    Customs officers

    The representatives of the Federal Customs Service of the Russian Federation are also subject to restrictions related to access to information of particular importance. The Russian Foreign Ministry, in connection with the growing international tension and the threat of terrorist attacks, recommended that customs officials refuse tours to some foreign countries... And at present, the specialists of this department adhere to this proposal.

    EMERCOM employees

    Those involved in the prevention of emergencies and the elimination of emergencies are also restricted to travel abroad. The list of countries allowed for EMERCOM employees to leave is not as impressive as that of the military and police. When resolving the issue, as a matter of priority, the degree of political tension in a particular region and nuances of a personal nature are taken into account.

    The order of the Ministry of Emergency Situations on travel abroad in 2019 No. 244 was issued on the basis of the recommendations of the Ministry of Foreign Affairs about the inexpediency of tourist voyages. The document obliges the commanders of the units to approach the problem of the relevance of the departure of employees on foreign tours as carefully as possible.
