Road transport company JSC "Mezhgorodtrans" carries out the transportation of passengers, as well as all production functions by maintenance, repair, storage and supply of rolling stock.



The company, in addition to intercity transportation, is engaged in territorial transportation, such as suburban, urban and interregional.

For its purpose, the ATP is passenger.

In terms of the organization of production activities, the ATP is complex, carrying out transport work, all types of technical maintenance (MOT), current repair (TR) and storage of rolling stock.

Transport activity of OJSC "Mezhgorodtrans" is aimed at meeting the needs of people and is characterized by the presence of the necessary technological, economic, informational, legal and resource support. Transport activity means not only the actual transportation of goods or passengers, but any operation that is not part of the transportation process, but associated with its preparation and implementation.

Regulation on the production and technical department

1. General Provisions

1.1. This provision defines the purpose, goals, objectives, functions, rights, responsibility and fundamentals of the production and technical department (hereinafter referred to as the department).



1.2. The department provides technical support, production planning and operational management of the organization's production activities.

1.3. The department is an independent structural unit of the organization and reports directly to its head or one of his deputies.

1.4. In its activities, the department is guided by the current legislation, normative legal acts and methodological materials on production and technical issues, organizational and administrative documents of the organization itself and this regulation.

1.5. The activities of the department are carried out on the basis of current and long-term planning, a combination of one-man management in resolving issues of official activity and collegiality during their discussion, personal responsibility of employees for the proper performance of their official duties and individual orders of the head of the department.

1.6. The head and other employees of the department are appointed and dismissed from their positions by order of the head of the organization in accordance with the current legislation Russian Federation.

1.7. Qualification requirements, functional duties, rights, responsibility of the head and other employees of the department are regulated by job descriptions approved by the head of the organization.

1.8. The department is headed by a chief, to whose position a person is appointed who has a higher professional (technical or engineering and economic) education and work experience in operational management of production in engineering and technical and managerial positions for at least 5 years.

1.9. Department head:

Supervises all activities of the department, bears personal responsibility for the timely and high-quality performance of the tasks and functions assigned to the department;

Carries out, within the limits of its competence, management functions (planning, organization, motivation, control), makes decisions that are binding on all employees of the department;

Distributes functional duties and individual assignments among the employees of the department, establishes the degree of their responsibility, if necessary, makes proposals to the head of the organization to change the job descriptions of employees subordinate to him;

Submits proposals to the management of the organization for improving the work of the department, optimizing its structure and staffing;

Participates in the long-term and current planning of the department's activities, as well as the preparation of orders, orders and other documents related to the tasks and functions assigned to the department;

Takes the necessary measures to improve material, technical and information support, working conditions, improve the professional training of department employees;

Participates in the selection and placement of personnel of the department, makes proposals to the management of the organization for encouragement and imposition disciplinary action on employees of the department, sending them to retraining and advanced training;

Improves the system of labor motivation of department employees;

Exercises control over the performance of their subordinate employees of their official duties, compliance labor discipline and the activities of the department as a whole.

1.10. During the absence of the head of the department, his duties are performed by his deputy (if any) or another employee appointed by the order of the head of the organization.

1.11. The head of the department or the person performing his duties has the right to sign documents sent on behalf of the department on issues within his competence.

1.12. The department carries out its activities in cooperation with other services and structural divisions of the organization, as well as within its competence with third-party organizations.

1.13. For improper performance of official duties and violation of labor discipline, employees of the department are responsible in the manner prescribed by the current legislation.

1.14. Present position, structure and staffing table department are approved by the head of the organization.

2.1. Technical support and operational management of the organization's production activities.

2.2. Organizational and methodological leadership, coordination and control of the activities of the structural units of the organization on production and technical issues.

2.3. Prompt informing of the management of the organization about arising production and technical problems and possible options for their solution.

2.4. Preparation and presentation of information and analytical materials to the management on the state and prospects of development of production and its technical support.

2.5. Improvement and implementation of new methods of work organization, including through the use of modern information technologies.

2.6. Participation, within its competence, in the preparation and execution management decisions leadership of the organization.

2.7. Increasing the level of technical literacy of employees of the organization.

2.8. Solving other tasks in accordance with the goals of the organization.

Main functions of the department

3.1. Operational management of the production process, ensuring the rhythmic release of products in accordance with the production plan and supply contracts.

3.2. Development production programs and production schedules.

3.3. Development and implementation of standards for operational and production planning.

3.4. Operational control over the course of the production process, provision of production with technical documentation, equipment, tools, materials, components, transport, handling equipment, etc., as well as the implementation of preparation for the production of new types of products.

3.5. Daily operational accounting of production progress, fulfillment of daily production tasks finished products in terms of the number and range of products, control over the status and completeness of work in progress, compliance with the established norms for backlogs in warehouses and workplaces, for the rationality of using vehicles and the timeliness of loading and unloading operations.

3.6. Coordination of activities production units organization, ensuring the rhythm of the execution of production schedules, preventing and eliminating violations of the production process.

3.7. Timely registration, accounting and regulation of the execution of orders for cooperation and interdepartmental services.

3.8. Control over the fulfillment of mutual requirements and claims of production units of the organization, analysis of the results of their activities for the previous planning period in order to identify opportunities for a more complete and even load of capacities, equipment and production areas, and reduce the production cycle of products.

3.9. Search and practical development of technical innovations, scientific discoveries and inventions, advanced experience, contributing to the improvement of technology, the organization of production and the growth of labor productivity.

3.10 Management of the work of industrial warehouses, participation in the inventory of work in progress.

3.11. Development and implementation of improvement activities operational planning, current accounting and control of production activities, dispatch service, implementation modern means computing, communications and communications.

3.13. In the field of construction:

2 1. General provisions 1.1. The production and technical department (PTO) is an independent structural subdivision of the non-profit organization Fund "Regional operator for the overhaul of apartment buildings in the Jewish Autonomous Region" (hereinafter the Fund) The department is created, reorganized and liquidated by order of the director of the Fund The department reports directly to the deputy director for overhaul Department management : Appointment to the position of the head of the department, the transfer and dismissal are made by the director of the Fund upon agreement and request of the deputy director for overhaul. Structure of VET 2.1. Regulatory documents 4.1. External documents: Legislative and normative acts of the Russian Federation and the Jewish Autonomous Region, building codes and regulations, GOSTs, technical regulations. Internal documents: Charter of the Fund, orders and orders of the Fund's management; this Regulation, Job descriptions, Internal labor regulations. 5. If any point of the Regulations is revealed to be inconsistent with the real state of affairs in the VET, the head of the department, an employee or another person must contact the Director of the Fund with an application for making changes and additions to the Regulations.

7 8.2. The submitted proposal is considered by the director within 10 days from the date of application. Based on the results of the consideration, a decision is made: to accept the change or addition, send it for revision (indicating the revision time and the contractor), refuse to accept the proposed proposal. In any organization, the production and technical department is engaged in the planning of production activities, its technical support and operational management. This department is an independent division of the organization and reports to its immediate supervisor or his deputy. At the same time, he constantly interacts with other departments and services of the organization. The production and technical department is guided in its work by the current legislation, acts of the regulatory legal code, specialized methodological materials and organizational documents of the enterprise.

Who is a PTO Engineer?

This is a specialist who participates in the research and scientific development of TVET and works with estimates, projects, technical documentation and the like. He is responsible for collecting and analyzing scientific and technical information, as well as for carrying out the necessary work and their quality in a clearly established time frame.

The VET engineer is also the head of the work on the schematic design of all kinds of scientific and technical developments. He oversees the testing of new devices and describes the principles of their operation and specifications... In addition, he is responsible for ensuring that safety is maintained while introducing new developments. Collection required documents to obtain a patent for a new invention is also his job.

What is expected of a VET engineer?

An employee of such a high technical level is obliged to constantly improve his knowledge by studying various specialized literature and staying abreast of the latest scientific and technical achievements. The duties of a VET engineer include participation in conferences, including international ones, seminars and other similar events for the exchange of professional experience. He is also obliged to prepare publications on new scientific discoveries and developments. His presence is necessary during various examinations.

A VET engineer, of course, must have a technical mindset, be well versed in technical terminology and be able to competently draw up any documentation. In addition to all this, he needs to navigate the labor legislation of his country.

Of course, technical design development is not done alone. A whole group of specialists is involved in it. Therefore, a VET engineer must, among other things, be sociable, hear the point of view of other specialists and find a common language with the team.

Skill level by category

A person with a higher technical education without work experience or with a secondary technical education and three years of experience as a VET technician of the 1st category, advanced training by at least one level within five years of work and a professional certificate can become a VET engineer of the III category.

A VET engineer of category II must have a higher technical education, three years of professional experience, at least one qualification improvement within five years and a professional certificate.

For a VET engineer of the I (highest) category, similar requirements are imposed, but the need for three years of experience as a VET engineer of the II category is also added to them. The VET Lead Engineer who oversees junior staff and other department engineers must of course have deep and modern technical knowledge and sufficient professional experience.

Types of higher technical education

In the production and technical department, productive work is impossible without quality education. A VET engineer can specialize in the following areas:

  • construction;
  • transport construction;
  • civil and industrial construction;
  • production building materials, products and structures;
  • sewerage and water supply;
  • hydraulic engineering;
  • ventilation and heat and gas supply.

If necessary, a person with a technical education in any of these specialties can undergo retraining in accordance with the position he will hold.

The duties of a VET engineer include:

The engineer has a great responsibility, and the one who decided to master this profession must be ready for it. Depending on the specialization, the professional duties of different engineers also differ. For example, a VET engineer in construction must perform the following tasks:

  • control that the cost of construction or installation works corresponded to their quality and volume;
  • take part in the preparation of subcontracting and construction contracts;
  • accept and issue the necessary design and estimate documentation;
  • raise your qualification level and expand professional knowledge.

VET Engineer labor contract has the following rights:

Working conditions

The job description of a VET engineer specifies the following working conditions:

The main criteria for evaluating the results of an engineer's work are:

The production and technical department ensures the continuous operation of all the necessary structures in production. The special provision includes the main activities, tasks and objectives of this unit.

The technical control department deals with the purpose and the basics of the organization's activities. This is an independent structural unit subordinate to the head or the person replacing him. In this structure, the management of all work at the enterprise takes place.

The main activity of the TVET is carried out in accordance with the legislation, enshrined in normative and legal acts. Also, one of the main criteria for managing this department is materials on management methods. The production and technical department deals with organization documents and regulations, which is enshrined in the current regulations of each enterprise.

According to an order signed by the head of the organization, which must comply with the current legislation of the Russian Federation, chiefs and other employees are appointed to certain positions, or by the same order they are relieved of their positions in production Department, whose functions are always under the control of the VET administration. The technical control department carries out its work in accordance with long-term and current planning for a certain period and combines the agreed measures when solving official issues, discusses them collectively, bears personal responsibility for the timely execution of their functional duties by employees and monitors the process of fulfilling orders given by the head of the department.

There are special job descriptions, which are approved by the head of each organization. They regulate the requirements for qualifications, duties and functions, the rights of employees of the enterprise.

The VET should be headed by a chief. The person appointed to this position must have higher education (professional). It can be technical, engineering, or engineering and economic. You also need work experience in operational management in specific positions - management or engineering. The minimum required length of service must be at least 5 years.

The chief undergoes preliminary testing in the production department. The functions of its work are as follows. The chief must bear personal responsibility for the timely and high-quality solution of the tasks assigned to him, and with a certain sense of duty, lead the work of all VET structures.

The production and technical department is headed by a manager performing the management function, which includes the creation of planning, correct organization production work, control over the performance by employees of their functional duties, decision-making and their implementation. personally monitors the distribution of orders of employees of his department, and also invites the head of the enterprise to make changes to the work, if it is necessary to adjust the instructions in the performance of official duties of employees.

At a time when the head is absent for any reason, the deputy performs his functions in other cases, by order of the head of the enterprise, any other responsible employee can be appointed to the place of the head in the production and technical department who has the right to sign documents that are within the competence his position.
