Profession electric welder manual welding considered especially harmful and especially severe. The assignment of this activity to the above categories occurs strictly in established by law order and is due to certain requirements both for the execution of documents when hiring an employee, and for taking actions when an employee retires.

It should be remembered that the names of all professions are established in a special reference book: "Unified tariff and qualification reference book of jobs and professions of workers" (hereinafter referred to as the Reference; ETKS). This act, which applies to an indefinite circle of persons, contains a closed list of jobs and professions of workers. This means that it is possible to hire an employee-welder only for that profession and for that job, the names of which are in the reference book. There should not be any other names in the employee's work book. The code of the profession "manual arc welder" is set in OKPDTR.

By Decree of the Government of the Russian Federation of October 31, 2002 N 787, it was established that the directory exists for:

  • correct assignment qualification ranks;
  • drawing up plans for the training and advanced training of employees in all sectors of production, Agriculture;
  • streamlining the tariff and qualification characteristics containing the characteristics of the main types of work by occupation of workers, depending on their complexity and corresponding to them tariff categories;
  • establishing requirements for professional knowledge and skills of workers.

Today on the territory of the Russian Federation there are 72 editions of the Handbook, as well as the "General Provisions". The division into outputs takes place depending on the directions of production activities and types of work. Thus, the same profession name may appear in several issues. However, the content of the rights, duties and responsibilities of a particular profession will differ depending on which edition it is contained in (for example, electric and gas welder, electric manual welder, welder, machine welder, manual and partially mechanized electric welder).

Welding production specialists certification

Certification of welding specialists is carried out in order to establish the correspondence of their level of knowledge and practical experience standards; usually there are 4 such levels:

  • The first is a certified welder;
  • The second is a certified master welder;
  • The third is a certified welder;
  • The fourth is a certified welding engineer.

Certification of welding specialists exists separately from the system of assignment and improvement of qualification categories, that is, if after certification a specialist has been assigned any of the above levels, this does not in any way affect his discharge.

In Russia, there is a list of state bodies and organizations that carry out certification of welding specialists specifically for labor activity at facilities controlled by the Gosgortekhnadzor of Russia:

  • Gosgortekhnadzor of Russia;
  • National Attestation Committee for Welding Production;
  • head certification centers;
  • certification centers;
  • certification points.

Each organization is endowed with its own individual powers in the field of certification of welding personnel.

There are several types of attestations:

  • primary (carried out in the absence of any level of certification);
  • periodic (carried out in order to extend the validity of certification certificates);
  • extraordinary (carried out after the removal of the welder from work before carrying out the admission again).

The rules for certification of welders and welding specialists were approved by the Decree of the Federal Mining and Industrial Supervision of Russia dated October 30, 1998 N 63.

Certification of specialists can be carried out not only by the state. bodies and organizations, as well as other commercial structures on a paid basis. In the welding industry, the professionalism of employees is very important; today this specialty is widespread and in demand. Therefore, there are various private training centers qualifying for certification of welders different types and levels.

Pension benefits for welding specialists

For work with harmful working conditions, labor legislation provides for a number of benefits, among which a preferential pension is of paramount importance.

Preferential pension coverage is the ability of a welder to retire earlier than the statutory deadline. This right is enshrined in Article 30 of the Federal Law of December 28, 2013 N 400-FZ (as amended on December 19, 2016) "On Insurance Pensions" (as amended and supplemented, entered into force on January 1, 2017).

For welding specialists, the specifics of pension provision are established in List 2, approved by Decree of the USSR Council of Ministers of 08.22.1956 N 1173. This list contains a list of industries, workshops, professions and positions with difficult working conditions, employment in which gives the right to a state pension on preferential conditions and in preferential amounts. Initially, this list did not elaborate on each a separate category welder, this was done by the adoption of the Resolution of the Cabinet of Ministers of the USSR dated 01.26.1991. It introduced a concretization of the welding method:

  1. electric welders for manual welding;
  2. electric welders on automatic and semi-automatic machines, engaged in welding, at work using fluxes containing hazardous substances of at least 3 hazard class, as well as on machines.

Job / work instructions for welding specialists

This document for such professions is almost the most important document in the organization. It is necessary to familiarize the employee with him under the signature when accepting or transferring to another job before the actual execution of his job responsibilities... The employee must know what rights, obligations he has and for what actions this or that type of legal responsibility will arise.

The job description of an electric and gas welder, like the job description of a manual electric welder, must be approved by the head or the person performing his duties, and contain the following main blocks of information:

  • general provisions containing requirements for the level of education of the employee; the procedure for appointing him to a post, dismissal from office; to the immediate supervisor of the employee;
  • the section "should know", which contains information that a specialist of a particular category should own;
  • chapter " functional responsibilities»;
  • a section indicating the employee's rights;
  • section on responsibility;
  • establishment of a working day.

Thus, for each category of the profession in the organization, a job description must be approved. The legislation does not establish standard forms or necessary conditions that should be contained in the instructions. The employer has the right, depending on the specifics of the activity, to choose the required scope of rights, obligations and responsibilities that are characteristic of the respective type of production. In this case, one should rely on information that has already been established by regulatory enactments. For example, employee rights common to all are provided for Labor Code; what the welder should know is already indicated in the ETKS and so on.

Remember that the norms of the law are not subject to change by local regulations of a particular enterprise.

What you need to know about the profession of a manual arc welding electric welder and about the features of registration for work

The profession of an electric welder for manual welding is considered especially harmful and especially difficult. The assignment of this activity to the above categories occurs strictly in accordance with the procedure established by law and is due to certain requirements both for the paperwork when hiring an employee, and for taking actions when the employee retires.

  • correct assignment of qualifying categories;
  • drawing up plans for the training and advanced training of employees in all sectors of production, agriculture;
  • streamlining the tariff and qualification characteristics, containing the characteristics of the main types of work by occupation of workers, depending on their complexity and the corresponding tariff categories;

However, the content of the rights, duties and responsibilities of a particular profession will differ depending on which edition it contains (for example, an electric and gas welder, a manual electric welder, a manual arc welder, a welder on resistance (press) welding machines, a manual and partially mechanized welding).

The profession of a manual arc welder, a welder in various other variations is contained in the following issues of ETKS:

  • No. 2 (approved by the Decree of the Ministry of Labor of the Russian Federation of 11/15/1999 No. 45), has 8 sections that specify the types of work;
  • No. 6 (approved by the Decree of the Ministry of Labor of the Russian Federation of 11/14/2000 N 81), has two sections;
  • No. 7 (approved by the Resolution of the USSR State Committee of Labor, the All-Union Central Council of Trade Unions Secretariat dated December 27, 1984 N 381 / 23-157), contains 9 subsections depending on the types of activities;
  • No. 8 (approved by the Order of the Ministry of Health and Social Development of the Russian Federation of 23.06.2006 No. 492), consists of 5 sections;
  • No. 20 (approved by the Decree of the Ministry of Labor of the Russian Federation of January 21, 2000 No. 5) of 5 subsections;
  • No. 27 (approved by the Decree of the Ministry of Labor of the Russian Federation of February 20, 2004 No. 20) with one section;
  • No 40 (in part approved by the Decree of the Ministry of Labor of the Russian Federation of 05/17/2001 No 41). No. 41 (in part approved by the Decree of the USSR State Committee of Labor, the All-Union Central Council of Trade Unions Secretariat dated December 10, 1984 No. 350 / 23-45);
  • No 45 (in part approved by the Decree of the Ministry of Labor of the Russian Federation of February 24, 2004 N 22).

Most of the names of the professions of welders are contained in the second edition of the handbook. Characteristics of the profession of a manual electric welder can be found in the section "Welding". Graduation of the ranks of this profession begins with the second and ends with the sixth. Each category has its own requirements for the characteristics of work, requirements for what an employee should know; examples of work are listed (for example, surfacing of holes, necks, etc.). In our opinion, copying completely all the texts from the directory does not make sense - every interested person can easily find necessary information on a specific category in legal systems and resources; it is more expedient to identify the differences between all categories of a given profession, and also to outline how the assignment (increase) of the category of a manual electric welder takes place.

The profession code "electric welder of manual welding" is set in all-Russian classifier professions of workers. The code of the profession "electric welder of manual welding" is 19906.

In order to unify the requirements for education by profession, a welder (manual and partially mechanized welding (surfacing), the Federal State Educational Standard of Secondary vocational education(fgos for the above profession).

What is the difference between the professions of a manual electric welder, depending on the category?

When assigning the next category, it is assumed that an employee who already has a certain level of qualification has reached such a level of professionalism and experience to master a new amount of knowledge on the welding process, and is able to perform a larger volume of welding examples. That is, the characteristic of each subsequent category does not exclude the characteristic of the previous one, but complements it.

With the assignment of each subsequent category, a manual electric welder must be able to perform an increasing number of welding jobs, know more and more theoretical information related to this type of activity.

How is the assignment of the next category to an employee and certification of personnel in welding production carried out?

Assigning and increasing rank

First of all, it is worth noting that many people confuse the assignment and increase of the category with the process of certification of an employee. These concepts exist separately from each other.

The assignment or increase of the next category is carried out by conducting theoretical and practical examinations, the main purpose of which is to determine the correspondence of the acquired and existing knowledge to the possible for obtaining a qualification category. Before the exam, the direct supervisor of the electric welder draws up a program for training and education for him. The exam is taken by the tariff and qualification commission in the organization, according to the results of which the minutes of the meeting are drawn up, containing the results of the exam: on the assignment or improvement of the qualification category to the employee (in case of successful passing of the exam). Information on the assignment (increase) of the category is compulsorily entered into the employee's work book on the basis of the corresponding order of the organization's personnel department.

Welding production specialists certification

Certification of welding specialists is carried out in order to establish the compliance of their level of knowledge and practical experience with standards; usually there are 4 such levels:

  • The first is a certified welder;
  • The second is a certified master welder;
  • The third is a certified welder;
  • The fourth is a certified welding engineer.

Certification of welding specialists exists separately from the system of assignment and improvement of qualification categories, that is, if after certification a specialist has been assigned any of the above levels, this does not in any way affect his discharge.

In Russia, there is a list of state bodies and organizations that carry out certification of welding specialists specifically for labor activities at facilities controlled by the Gosgortechnadzor of Russia:

  • Gosgortekhnadzor of Russia;
  • National Attestation Committee for Welding Production;
  • head certification centers;
  • certification centers;
  • certification points.

Each organization is endowed with its own individual powers in the field of certification of welding personnel.

There are several types of attestations:

  • primary (carried out in the absence of any level of certification);
  • periodic (carried out in order to extend the validity of certification certificates);

Therefore, there are various private training centers that qualify for the certification of welders of various types and levels.

Initially, this list did not specify each individual category of the welder, it was done by the adoption of the Resolution of the Cabinet of Ministers of the USSR of 01/26/1991. It introduced a concretization of the welding method:

  1. electric welders for manual welding;
  2. electric welders on automatic and semi-automatic machines, engaged in welding in carbon dioxide, at work using fluxes containing hazardous substances of at least 3 hazard class, as well as on semi-automatic machines.

Job / work instructions for welding specialists

This document for such professions is almost the most important document in the organization. It is necessary to familiarize the employee with him under the signature when accepting or transferring to another job before the actual performance of his official duties. The employee must know what rights, obligations he has and for what actions this or that type of legal responsibility will arise.

The job description of an electric and gas welder, like the job description of a manual electric welder, must be approved by the head or the person performing his duties, and contain the following main blocks of information:

  • a section indicating the employee's rights;
  • section on responsibility;
  • establishment of a working day.

Thus, for each category of the profession in the organization, a job description must be approved. The legislation does not establish standard forms or necessary conditions that should be contained in instructions. The employer has the right, depending on the specifics of the activity, to choose the required scope of rights, obligations and responsibilities that are characteristic of the respective type of production. In this case, one should rely on information that has already been established by regulatory enactments. For example, the rights of an employee common to all are stipulated by the Labor Code; what the welder should know is already indicated in the ETKS and so on.

The instruction can and should contain the most accurate information regarding the safety of work, depending on the characteristics of the scope of the enterprise. In the practice of applying the legislation on early retirement benefits, many difficulties arise due to the existing inconsistencies in the lists, a variety of names of professions and positions, as well as a large number of industries contained on them. Difficulties are also caused by the fact that the work on the organization of preferential pension coverage at some enterprises and organizations is not at a high enough level.

Unfortunately, to this day the managers and personnel of many enterprises treat the maintenance of work books with annoying frivolity. With their ignorance when filling out work books, they deprive workers of the right to early retirement, lay the foundation for a conflict. It is not uncommon for enterprises to make staffing tables

arbitrary names and positions that do not correspond to the nature of the work performed and the Lists of preferential professions in accordance with which the right of the insured person to the appointment of an early retirement pension is determined. According to Instructions on the procedure for maintaining work books , approved by the Decree of the Government of the Russian Federation dated 04.16.2003. No. 225 "O work books ", The names of professions in them must be entered in accordance with ETKS (Unified tariff and qualification reference book), and job titles - with E ... Lists of privileged positions and professions are also compiled in strict accordance with these documents. Therefore, the basis for presenting a pension benefit is work in a specific profession (position) directly provided for by Lists No. 1, 2 of industries, jobs, professions and positions that give the right to preferential pension benefits.

Section XXXIII " General professions»List from 26.01.1991. No. 1 named electric and gas welders engaged in cutting and manual welding, on semi-automatic machines, as well as on automatic machines using fluxes containing hazardous substances of at least 3 hazard class.

Besides, a prerequisite for the appointment of an early retirement pension for old age are the periods of work performed constantly during a full working day.

In connection with this, when determining the right to assign an early retirement pension insured persons with periods of work as an electric gas welder (gas electric welder) I am Full employment is confirmed and the type of welding performed is specified.

When deciding on the appointment of an early labor pension for this category of workers, difficulties often arise in confirming the type of welding, which is associated with the indication of the name of the profession in the work books - electric and gas welder without specifying the type of work performed. For the appointment of an early retirement pension, a clarifying certificate of an established company is required, confirming permanent employment as an electric and gas welder in cutting and manual welding, on semi-automatic or automatic machines. At the same time, electric and gas welders working on automatic machines are assigned a pension according to List No. 2, provided that they are constantly employed in work using fluxes containing hazardous substances of at least 3 hazard class.

Electric and gas welders engaged in cutting and manual welding or on semi-automatic machines, early retirement pension is assigned without any additional conditions... For them, it is enough to perform the work provided for this profession in ETKS (issue 2). It should be noted here that the tariff and qualification characteristics for the profession "Electric and gas welder" provide for both welding and cutting, and surfacing. Surfacing work does not deprive the worker of the right to early retirement benefits.

Semi-automatic or automatic welding in the environment of argon or other inert gas does not give the right to a pension according to List No. 2. Resistance (press) welders receive an old-age pension on a general basis.

The clarifying certificate must indicate the documents on the basis of which it was issued (orders, personal cards, personal accounts for payroll, fixed asset books, etc.). In case of absence at the enterprise required documents, confirming the nature of the work, early retirement pension cannot be assigned, because other norms for establishing the right to the appointment of an early labor old-age pension are not provided for by the pension legislation.
