The topic is complex and interesting. I figured it out myself not too long ago. Previously, for example, I thought that the heading "For official use" can be applied in all organizations. It turned out not.

There are rules for applying the access restriction stamp and they are changing due to the introduction of new regulations. For example, article 139 of the Civil Code of the Russian Federation "On official and commercial secrets" has become invalid. Now the Federal Law “On Trade Secrets” and the “Regulations on the Procedure for Handling Official Information” are in force (links below). And the guidelines for GOST R 7.0.97 -2016 finally clarified the rules for designing a neck. And it pleased.
