With the use of tolling schemes in the "new" Russia, about 80% of aluminum was carried out, Russian factories provided only the services for processing, and a foreign counterparty was performed by the owner of raw materials (alumina) and finished products (aluminum). For a long time, this system calmly existed, while one not the most excellent moment for aluminous times was canceled by the decision of the federal authorities.
