I. General Provisions

1. "Qualification characteristics of positions of education workers" of the Unified qualification reference book of positions of managers, specialists and employees (hereinafter referred to as EKS) is intended to address issues related to the regulation of labor relations, ensuring an effective personnel management system of educational institutions and organizations, regardless of their organizational and legal forms and forms of ownership.

2. The section "Qualification characteristics of positions of educational workers" TSA consists of four sections: I - "General provisions", II - "Positions of managers", III - "Positions of teaching staff", IV - "Positions of educational support personnel".

3. Qualification characteristics are used as normative documents or serve as the basis for the development of job descriptions containing a specific list of job duties of employees, taking into account the specifics of labor organization and management, as well as the rights, responsibilities and competence of employees. If necessary, the duties included in the qualification characteristics of a certain position can be distributed among several performers.

4. The qualification characteristic of each position has three sections: "Job responsibilities", "Must know" and "Qualification requirements".

The section "Job Responsibilities" contains a list of the main labor functions that can be fully or partially entrusted to an employee holding this position, taking into account the technological homogeneity and interconnectedness of work, allowing for optimal specialization in employee positions.

5. When developing job descriptions, it is allowed to clarify the list of jobs that are characteristic of the corresponding position in specific organizational and pedagogical conditions (for example, a vacation period that does not coincide with the leave of employees, cancellation of training sessions for students, pupils, changing the regime of the educational process for sanitary and epidemiological, climatic and other reasons, etc.), as well as the establishment of requirements for the necessary special training of workers.

6. In order to improve the organization and increase the efficiency of the employees of the institution, it is possible to expand the range of their duties in comparison with the established corresponding qualification characteristics. In these cases, without changing the official name, the employee may be entrusted with the fulfillment of duties provided for by the qualification characteristics of other positions that are similar in the content of work, equal in complexity, the performance of which does not require another specialty and qualification.

7. 9. Rationale for the conclusion:
For the purpose of effective economic activity and rational property management, the employer independently makes the necessary personnel decisions under his own responsibility - selects, places, discharges personnel (resolutions of the Plenum The Supreme Court RF dated 17.03.2004 N 2). He has the right, taking into account the peculiarities of the activities and needs of the organization, the technology of work, the demand for manufactured products, development plans, etc. independently determine the structure and number of employees of the organization and, if necessary, at any time make changes to the staffing table, entailing both a decrease in the number of positions (specialties, professions) or staffing units required by the employer, and their increase (see also the Constitutional Court of the Russian Federation of 15.07. 411-O-O, 412-O-O and 413-O-O, dated 01.06.2010 N 840-O-O). In other words, the employer has the right to independently form the staffing table and, accordingly, at any time make a decision to exclude (or include in) certain positions or professions and staffing units from the staffing table, to determine the composition of divisions and the number of employees in them. This right belongs to all employers, including government agencies. The right of the head of the institution to independently approve the staffing table is provided for in clause 19, p. We were not able to find in the legislation any compensation, benefits and restrictions in connection with the performance of work on the position of "Deputy Director for Legal and Organizational Issues." Therefore, we believe that the employer has the right not to adhere to the exact names of the positions specified in the qualification reference books and professional standards when forming the staffing table and including this position in it. The presence in the staffing table of the organization of a position or profession that is not named in the qualification manual or professional standard, as well as hiring an employee for such a position or profession, cannot entail any negative consequences either for the employee or for the employer.
In state institutions, the remuneration systems (including tariff systems for remuneration) of employees are established by collective agreements, agreements, local regulations in accordance with federal laws and other regulatory legal acts of the Russian Federation, laws and other regulatory legal acts of the constituent entities of the Russian Federation (part one of the Labor Code of the Russian Federation ). Despot. Authoritarian, constantly compromising his subordinates in the eyes of others, the reason for which may be loneliness, self-doubt or excessive demands. One cannot argue with such a leader without "iron" arguments.

It is better to play along with him, emphasizing his importance in words, but do it in his own way or, without showing resentment, leave.

Patriarch. A professional, firmly convinced that only he alone knows everything, and therefore expects unquestioning obedience from subordinates.

He needs to present his ideas as a reasonable development of his thoughts, as often as possible to ask for his help and advice. You can attract attention with activity and higher professionalism than the work requires. Despite the authoritarianism, the patriarch enjoys recognition and even love in the team, because he knows the problems of employees and helps to solve them.

Lone wrestler. It is fenced off from those around by the secretary and impassable doors, is reluctant to share information, even necessary for the case, avoids contacts. He does not like long conversations, especially about small things (therefore, it is better to present business proposals in writing), discussion of his decisions and criticism in his own address. His attention can be attracted by hard work, asking to evaluate its results and a calm attitude towards success.

Older sister. Practicing the "female style" of leadership, at the forefront of which is human relations, discussions and collective creativity, appreciates the presence of team spirit among employees, provides them with patronage and assistance, expecting effective work in return. As a strong personality, he prefers the same colleagues, does not tolerate laziness, intrigue, shifting responsibility onto others.

Thus, it attaches importance to both business and social competence. You can attract attention with new ideas and suggestions, telling about your experience.

Amateur. It takes its place thanks not to knowledge and experience, but to connections.

His weakness as a leader can lead to the emergence of an informal leader, easily gaining influence, to suppress whom any opportunity will be used.

It is pointless to complain about him, because he is supported above, and it is useless to attract his attention, since he does not understand anything.

According to their focus on a certain nature of actions, managers are divided into passive and active.

Passive leaders (executive-type leaders) are afraid of risk, dependent, indecisive, act according to a template. Their main goal is to maintain their positions in the organization at all costs. Depending on how this is done, there are several types of passive leaders. In general, self-interested, passive leaders are indifferent to the needs of the organization and subordinates and are self-centered.

Active leaders (leaders of an initiative type) strive to expand their sphere of influence both for the sake of gaining even greater personal power and for the sake of achieving the common good.

From the point of view of the use of time, R. Stewart identified the following types of leaders:

  • "Emissaries" who spend most of it outside the organization;
  • "Writers", mainly engaged in drafting and reading documents;
  • “Discussion lovers” who communicate with others all day long;
  • "Emergency workers" whose stay at work is filled with a lot of occasional contacts;
  • “Committee members” —the regulars of internal meetings and official meetings.

From the point of view of approaches to leadership, the so-called leaders of yesterday and modern ones are distinguished.

In terms of performance, managers are classified as successful and effective. The first, as the analysis shows, pay more attention to social and political activities, exchange of information and work with documents, and least of all to personnel management, and the second - to work with documents and information, but above all personnel management.
