I. General Provisions

1. Section "Qualification characteristics of the positions of workers carrying out activities in the field of civil defense, protection of the population and territories from natural and man-made emergencies, ensuring fire safety, safety of people at water bodies and mining facilities in underground conditions" qualification handbook positions of managers, specialists and employees (hereinafter referred to as the section) is intended to address issues related to the regulation of labor relations and ensuring an effective management system for employees working in the field of civil defense, protecting the population and territories from natural and man-made emergencies, ensuring fire safety , safety of people at water bodies and mining facilities in underground conditions.

2. The section contains the qualification characteristics of the positions of employees of emergency rescue and search and rescue teams, civil defense, subdivisions of the State Inspection for Small Vessels, State Fire Service, paramilitary mine rescue units (hereinafter referred to as employees of the Ministry of Emergency Situations of Russia).

3. The qualification characteristics included in the section (hereinafter referred to as the qualification characteristics) are intended to justify the rational division and organization of labor, the correct selection, placement and use of personnel, to ensure unity in determining job responsibilities employees of the EMERCOM of Russia and the qualification requirements for them.

4. Qualification characteristics are applied as normative documents direct action or serve as the basis for the development of job descriptions containing a specific list of job duties of employees of the EMERCOM of Russia, taking into account the specifics of the organization of production, labor and management. If necessary, the duties included in the qualification characteristics of a certain position can be distributed among several performers.

When developing job descriptions, it is allowed to clarify the list of jobs that are characteristic of the corresponding position in specific organizational and technical conditions, and the requirements for special training of employees.

In order to improve the organization and increase the efficiency of work of EMERCOM employees, it is possible to expand the range of their duties in comparison with the established corresponding qualification characteristics. In these cases, without changing the official name, the employee may be entrusted with the performance of duties provided for by the qualification characteristics of other positions that are similar in the content of work, equal in complexity, the performance of which does not require another specialty and qualification.

5. The qualification characteristics of each position contains three sections: "Job responsibilities", "Must know" and "Qualification requirements".

In the section "Job responsibilities" the main labor functions, which can be entrusted in whole or in part to the employee holding the given position, taking into account the technological homogeneity and interconnectedness of the work, allowing to ensure the optimal specialization of employees.

The section "Should know" contains the basic requirements for an employee in relation to special knowledge, as well as knowledge of laws and regulations, regulations, instructions and other guidance documents, methods and means that the employee must apply in the performance of job duties.

In the section "Requirements for qualifications" the level vocational training the employee required to perform the prescribed job duties, and the requirements for the length of service.

6. For certain positions of employees of the EMERCOM of Russia, on the basis of the decision of the qualification (certification) commission, qualification classes are assigned.

7. The qualification characteristics provide for within the same position, without changing its name, intra-job qualification categorization.

The categories of qualifications of positions of employees of the EMERCOM of Russia, contained in the section, are established by the head of the relevant institution, taking into account the complexity of the work performed or professional excellence, the degree of independence and responsibility of the employee in the performance of official duties, attitude to work, efficiency and quality of work.

8. The section does not include the qualification characteristics of the positions of deputy managers. The job responsibilities of these workers, the requirements for their knowledge and qualifications are determined on the basis of the characteristics of the managers of the corresponding basic positions.

9. Persons who do not have special training or work experience established in the section "Requirements for qualifications", but have sufficient practical experience and performing the job duties assigned to them with high quality and in full, on the recommendation attestation commission are appointed to the relevant positions in the same way as persons with special training and work experience.

II. Qualification characteristics of positions of workers of rescue and search and rescue teams

Leadership positions

Diving specialist (central airmobile rescue squad, regional search and rescue squad, search and rescue squad, agile search group, rescue station)

Job responsibilities. Heads and organizes the work of the diving service in everyday conditions and conditions of occurrence and elimination of emergency situations in the water areas. It interacts within its competence with other units of the central airmobile rescue squad, regional search and rescue squad, search and rescue squad, maneuverable search group, rescue station participating in the activities of the diving service, to solve the tasks assigned to this service. Organizes the work of the diving qualification commission. Participates in the work of the diving medical commission. Carries out control over the recruitment of diving regular or non-standard subdivisions (stations) with diving and auxiliary personnel, diving equipment and property. Heads and organizes the work of experimental diving descents, diving descents in special conditions and diving operations during emergency response in water areas and flooded (submerged) objects. Conducts investigation of accidents and accidents with divers. Represents interests in other organizations on the activities of the diving service and the coordination of diving operations in the elimination of emergencies in the water areas. Involves, in the prescribed manner, individual specialists in the development of working materials on diving topics (instructions, regulations), preparation of certificates, reviews and conclusions, as well as for consultations. Prohibits the use of faulty diving equipment and other technical means used in the production of diving work. In case of revealing unsatisfactory knowledge of divers, directs them to an extraordinary test of knowledge in diving to the relevant qualification commissions or puts before the leadership of search and rescue teams the issue of releasing them from their post in the prescribed manner. Eliminates divers from diving descents and work, whose actions can contribute to the occurrence of an accident or pose a threat to the health or life of people during the preparation, carrying out diving work and during the operation of diving equipment. Prohibits diving descents and work in cases where the requirements of the rules for labor protection in diving work are violated.

Qualification requirements. Higher professional (special) education, additional professional education in diving, work experience in the field of activity at least 5 years.

Senior diving specialist - higher professional (special) education, additional education in diving with the assignment of the highest diving qualification "Diving specialist" and work experience in the position of "Diving specialist" for at least one year.

Head of the search and rescue unit

Job responsibilities. Supervises the activities of the search and rescue unit, coordinates the activities of search and rescue groups in readiness mode and activities in emergency situations. Participates in the development of situational tasks and plans for carrying out rescue operations, in the physical, technical and special training of persons involved in rescue operations. Supervises emergency rescue operations. Carries out work to improve the technologies and methods of carrying out rescue operations, the use of rescue tools and other life-saving equipment in the performance of rescue operations, as well as the introduction of modern, safe methods of work, search and detection of victims. Organizes planning, accounting and reporting on rescue operations. Ensures the technically correct operation of the equipment used, the rational conduct of rescue operations. Coordinates the work of search and rescue teams. Carries out the selection of personnel of rescuers and commanders of search and rescue groups and their placement. Assesses the situation at the site (facility) of the rescue operations. Informs rescuers about an emergency to organize work to eliminate it. Establishes a zone to restrict access of unauthorized persons. Controls the use of the necessary protective equipment when performing work. Organizes professional training, conducts educational work for the rescuers of the search and rescue unit. Submits proposals to the management on the promotion of distinguished rescuers.

Tqualification requirements. Higher professional (technical) education and work experience in leadership positions in rescue teams or as a class 2 rescuer for at least 7 years.

Head of the agile search group

Job responsibilities. Supervises the activities of a maneuverable search group, diving operations and descents. Carries out measures to ensure the safety of life of people on water bodies. Participates in flood control measures. Conducts explanatory work among the population on the prevention of accidents on the water. Monitors compliance by the group's divers and persons providing diving descents with the rules on labor protection during diving operations, the correct operation of vehicles, floating crafts, equipment and diving equipment, the frequency of inspection of pressure vessels. Checks diving equipment. Maintains diving documentation. Ensures the material and technical supply of the group, the safety of equipment and property.

Qualification requirements. Higher professional (technical) education without presenting requirements for work experience or secondary vocational (technical) education and additional vocational education according to the established program, work experience as a rescuer for at least 3 years.

Head of the post (rescue)

Job responsibilities. Supervises the activities of the post (rescue). He is on duty, conducts activities on reservoirs to protect people's lives. Ensures the readiness of rescue sailors and rescue equipment to help those in distress on the water. Participates in flood control measures. Conducts explanatory work among the population on the prevention of accidents on the water. Responsible for the safety of equipment and property of the post (rescue), maintaining the established documentation. Conducts training of rescue sailors and rescue vigilantes in methods of rescuing those in distress on the water and providing them with first aid.

Must know: The Constitution of the Russian Federation; methodological and normative documents concerning the activities of the head of the post (rescue); techniques for rescuing people on the water and providing them with first aid; technical characteristics, rules for the use of life-saving appliances; features of reservoirs; fundamentals of labor legislation; rules for labor protection and fire safety.

Qualification requirements. Secondary vocational education, additional vocational education according to the established program, work experience in the profession of a rescue sailor at least 2 years.

Rescue Station Chief

Job responsibilities. Supervises the activities of the rescue station and seasonal rescue posts. Carries out activities and exercises control over ensuring the safety of human life on water bodies. Conducts explanatory work among the population on the prevention of accidents on the water. Participates in flood control measures. Ensures and monitors the working conditions of the workers of the rescue station, compliance with the rules for the operation of vehicles, boats and equipment of the rescue station, maintaining the established documentation. Provides the material and technical supply of the rescue station and seasonal rescue posts, is responsible for the safety of equipment and property of the rescue station.

Must know: The Constitution of the Russian Federation; methodological and regulatory documents concerning the activities of the head of the rescue station; the basics of diving; technical characteristics and operating mode of vehicles, boats and equipment of the rescue station; modern methods of providing assistance to those in distress on the water; fundamentals of labor legislation; rules for labor protection and fire safety.

Head of the search and rescue squad, search and rescue unit (central airmobile rescue squad, regional search and rescue squad, search and rescue squad)

Job responsibilities. Supervises the activities of the search and rescue squad, the search and rescue unit (the central airmobile rescue squad, the regional search and rescue squad, the search and rescue squad). Organizes the work and interaction of the units of the search and rescue squad. Coordinates the activities of the search and rescue team to improve the methods and means of rendering assistance to those in distress. Ensures the functioning of technical means for carrying out rescue and emergency operations, delivery of goods and rescuers to the emergency zone. Participates in rescue and emergency work to provide assistance to people in extreme situations, to prevent material damage to those in distress through the introduction of new rescue techniques and equipment, modern technologies rescue, scientific organization of labor, specialized selection and training of rescuers, improvement of management in emergency situations. Provides the formation and implementation of assignments for search and rescue and high-priority emergency recovery operations. It takes measures to equip the search and rescue team with qualified personnel, modern life support equipment, equipment for search and rescue operations, and delivery vehicles. Organizes systematic professional physical, special, medical, psychological training of employees of the search and rescue team. Supervises the observance by the employees of the search and rescue team of the rules on labor protection and fire safety. Carries out measures for the social protection of employees of the search and rescue team, ensures the conclusion and implementation collective agreement, labor agreements (contracts). Takes measures to strengthen labor and production discipline, observance of state interests, development of creative initiative and labor activity of employees of the search and rescue squad. Organizes medical and psychological rehabilitation of the rescuers who took part in the rescue operations.

Qualification requirements. Higher professional education, work experience in leadership positions in a search and rescue squad, unit or in the position of a 1st class rescuer for at least 7 years.

Head of the search and rescue service (central airmobile rescue squad, regional search and rescue squad, search and rescue squad)

Job responsibilities. Manages the activities of the search and rescue service, coordinates the activities of the search and rescue service in readiness mode and activities in emergency situations. Participates in the development of situational tasks and plans for carrying out rescue operations for workers involved in rescue operations. Supervises rescue operations in the emergency zone. Carries out work to improve the technologies for conducting rescue operations, the use of rescue tools and other life-saving equipment in the performance of rescue operations, the introduction modern methods work, search and detection of victims, physical, special, medical and psychological training of rescuers. Organizes accounting and reporting on rescue operations. Provides technically correct operation of life-saving appliances, rational conduct of rescue operations, diet and medical control during work associated with various loads and climatic conditions. Coordinates the work of search and rescue units. Establishes a zone to restrict access of unauthorized persons. Supervises the use of the necessary protective equipment when performing rescue operations. Supervises the observance by the employees of the search and rescue service of the rules on labor protection and fire safety, the conditions for carrying out rescue operations. Conducts educational work with employees of the search and rescue service to maintain a high spirit of readiness to fulfill the tasks assigned to the employees, to prevent manifestations of inappropriate behavior when working in an emergency zone. Submits proposals for the promotion of distinguished workers.

Qualification requirements. Higher professional (technical) education, work experience in rescue teams as a 1st class rescuer for at least 5 years.

Professional positions

Rescue Instructor

Job responsibilities. Conducts drills, drills and other training activities for the training of rescuers. Participates in the preparation and conduct of educational and methodological sessions and meetings, in the implementation of advanced teaching methods in practice. Participates in the development of educational, methodological and reporting documents for the training of rescuers. Forms students' professional skills and abilities, prepares them for the application of the acquired knowledge in practical work... Participates in the creation and improvement of the educational and material base for the training of rescuers.

Qualification requirements. Higher professional (technical, pedagogical) education, qualification class - class 2 rescuer without presenting requirements for work experience or secondary vocational (technical, pedagogical) education, qualification class - class 2 rescuer and work experience in the field of activity for at least 3 years.

Crisis psychologist

Job responsibilities. Participates in the development, organization and implementation of activities to provide psychological assistance to various categories, social and age groups of the population. Participates in operational work in case of emergencies. Provides emergency psychological assistance (including by phone) to persons in a crisis situation. Provides psychological counseling to the population during face-to-face consultations and by phone. Conducts psychodiagnostic research. Participates in the professional selection and certification of specialists. Engaged in scientific and methodological work. Analyzes work processes and the psychological state of specialists in the process of work. Carries out the choice of the most topical issues and labor organization problems that need to be addressed (staff turnover, labor discipline violations, ineffective labor), determines the ways to eliminate the causes that cause them. Consults the heads of organizations on the socio-psychological problems of management; participates in the definition of tasks social development organizations.

Qualification requirements:

Operational duty officer (central airmobile rescue squad, regional search and rescue squad, search and rescue squad)

Job responsibilities. Carries out reception and timely delivery of signals (orders) in the event of accidents, catastrophes, natural disasters and other emergencies. It collects data from their areas of emergency situations, summarizes and analyzes, reports them to the leadership of the central airmobile rescue team (regional search and rescue team, search and rescue team). Rescuer

Job responsibilities. Performs rescue, search and rescue and other urgent work in various climatic conditions using the appropriate equipment. Maintains constant readiness to participate in emergency response operations. Searches for victims, incl. with the use of special search devices, takes measures to rescue them, provides them with first aid and other types of assistance. He is on duty as part of the duty shift of the search and rescue squad. Explains the rules to citizens safe behavior in order to prevent emergencies and the procedure for actions in case of their occurrence. Prepares for work the rescue equipment, property and equipment for the performance of rescue operations. Establishes and maintains radio communications in the course of emergency rescue operations.

Qualification requirements.

Rescuer: secondary vocational education without presentation of requirements for work experience, possession of two working professions necessary for performing official duties as part of a search and rescue unit.

Rescuer of the 3rd class: secondary vocational education, work experience as a rescuer for at least 2 years, possession of three working professions necessary for performing official duties as part of a search and rescue unit.

Class 2 rescuer: secondary vocational education, at least 2 years of work experience as a class 3 rescuer, possession of five working professions necessary to perform official duties as part of a search and rescue unit.

First class rescuer: higher professional education, work experience as a class 2 rescuer for at least 3 years, possession of seven working professions necessary for the performance of official duties as part of a search and rescue unit.

Rescuer international class: higher professional education, work experience as a 1st class rescuer for at least 3 years, possession of eight working professions necessary for the performance of official duties as part of a search and rescue unit, availability of a document confirming knowledge of a foreign language.

III. Qualification characteristics positions of civil defense workers

Leadership positions

Chief specialist for the mobilization work of the institutions of the Ministry of Emergency Situations of Russia

Job responsibilities. Supervises activities for the mobilization training of the Ministry of Emergency Situations of Russia (hereinafter referred to as the institution). Job responsibilities. Supervises the security and economic activities of the departmental security team. Organizes protection of protected objects from illegal encroachments. Approves plans for the protection of protected objects from unlawful encroachments, action plans for guards in emergency situations, work plans for the upcoming period of activity of the departmental security team. Provides the selection of personnel, taking into account their business qualities and level of training, carries out their placement. Organizes and conducts briefings for employees of the departmental security team before going on guard, classes with employees of the team to improve professional training, including the use of firearms, special equipment and physical strength. Draws up work schedules for employees of the departmental security team and organizes control over the fulfillment of tasks by them to protect objects from unlawful encroachments. Organizes work on the material and technical support of the departmental security team. Organizes the interaction of the departmental security team with the relevant government bodies ensuring security and constantly informs them about changes in the operational situation at protected facilities and the adjacent territory and water area. Ensures the participation of employees of the departmental security team in conducting joint activities with the territorial bodies of internal affairs, the administration of protected objects to suppress theft, identify and arrest offenders.
