1. General Provisions

I. General Provisions

1. This Qualification Handbook of the positions of managers and specialists of organizations of geology and subsoil exploration (hereinafter referred to as the Qualification Handbook) is intended to address issues related to regulation labor relations, ensuring an effective personnel management system in organizations of geology and subsoil exploration (hereinafter referred to as geological organizations), regardless of the form of ownership and organizational and legal forms of activity.

2. The qualification handbook consists of three sections: I - "General provisions"; II - "Positions of managers"; III - "Positions of specialists".

The qualification characteristics contained in the Qualification Handbook are to be applied as normative legal documents direct action or can serve as a basis for the development of job descriptions containing a specific list of job responsibilities of workers in geological organizations, taking into account the specifics of the organization of production, labor and management, as well as their rights and responsibilities.

3. The qualification characteristics of each position consists of three sections.

The section "Job responsibilities" lists the main functions that can be fully or partially entrusted to the employee holding the relevant position. The section provides for the main types of work carried out in geological organizations, based on the existing division and cooperation of labor.

The section "Should know" contains the basic requirements for an employee in terms of special knowledge, knowledge of legislation, regulations, instructions, other guiding and normative legal documents, as well as methods and means that the employee must be able to apply in the performance of job duties.

The section "Requirements for qualifications" defines the level and profile of the employee's professional training required to perform the duties assigned to him, as well as the requirements for work experience.

The levels of professional training specified in the section "Requirements for qualifications" are given in accordance with the Law of the Russian Federation "On Education" (Bulletin of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1992, No. 30, art. 1797; Collected Legislation of the Russian Federation , 1996, No. 3, art. 150).

4. Job responsibilities of derivative positions (deputy manager, junior, senior, leading specialists, etc.) are determined on the basis of the qualification characteristics of the respective positions of managers and specialists.

5. Establishment of the official title "senior" for specialists is possible provided that the employee, along with fulfilling the duties stipulated by the position held, manages the performers subordinate to him. The name "senior" can be assigned to an employee as an exception and in the absence of performers in his direct subordination, if he is entrusted with the functions of managing an independent work area (if it is inexpedient to create a separate structural unit).

For professional positions for which qualification categories are provided (for example, a category I geologist, a category II geologist, etc.), the official title "senior" is not applied.

Leading specialists are entrusted with the functions of a manager and a responsible executor of work in one of the activities of the organization (structural unit), or responsibilities for coordination and methodological guidance of groups of executors created in departments (bureaus), taking into account the rational division of labor in specific organizational and technical conditions. In this case, the requirements for the length of service of a specialist are increased by 2-3 years in comparison with the length of service provided for him in the I qualification category.

The qualification characteristics of the posts of heads (heads) of departments serve as the basis for defining job responsibilities, knowledge requirements and qualifications of heads of relevant bureaus when they are created instead of functional departments (taking into account industry characteristics).

6. The characteristics of the positions of specialists in geological organizations provide for within the same position, without changing its name, intra-job qualification categorization by remuneration. The compliance of a specialist with a specific qualification category for a specific position is established on the basis of attestation.

7. If necessary, the job duties included in the qualification characteristics of a particular position can be distributed among several performers, and the employee can also be entrusted with the performance of job duties provided for qualifications other positions related to the content of the work, i.e. related to one management function, equal in complexity, the implementation of which does not require another specialty, qualifications, change of job title.

8. Employees who do not have special training or work experience established by the qualification requirements, but who have sufficient experience and knowledge, perform the job duties assigned to them with high quality and in full, on the recommendation certification commissions can be appointed to appropriate positions in the same way as workers with special training and established work experience.

1.4. The Chief Geologist is appointed and dismissed by the General Director of the Company.

1.5. The chief geologist should know:

- laws and other normative legal acts in the field of geological (geophysical, hydrogeological) study, use and protection of subsoil and the environment;

- organizational and administrative documents and methodological materials related to the geological (geophysical, hydrogeological) activities of the geological organization;

- the state and prospects for the development of the mineral resource base of the geological region, the mining industry and the geological organization;

2. JOB RESPONSIBILITIES

Chief Geologist:

2.1. Supervises the geological (geophysical, hydrogeological) activities of the geological organization.

2.2. Supervises and ensures high-quality and timely execution of works on geological (geophysical, hydrogeological) study of subsoil and subsoil use, geological exploration for the reproduction of the mineral resource base.

2.3. Supervises the development of the main directions, long-term and current plans for the geological (geophysical, hydrogeological) activities of the geological organization, as well as the geological (geophysical, hydrogeological) part of projects for work on objects.

2.4. Organizes and controls the implementation of field and office work, laboratory and technological research of minerals.

2.5. Coordinates and controls the solution of issues related to the rational use of mineral resources, obtaining and fulfilling the terms of licenses.

2.6. Supervises the development and implementation of techniques, methods and means of conducting geological (geophysical, hydrogeological) research and exploration of minerals, the introduction of the latest scientific and technical achievements and best practices, and also monitors and analyzes the effectiveness of their use.

2.7. Organizes and controls the preparation of design and estimate documentation, reports on the results of geological (geophysical, hydrogeological) studies, technical and economic reports and justifications, submission of materials for the development of conditions, calculation of mineral reserves, activation and delivery of completed works and write-off of costs on them.

2.8. Interacts and concludes agreements with third-party organizations on geological (geophysical, hydrogeological) activities.

2.9. Takes measures to improve the organization of labor, production and management of geological (geophysical, hydrogeological) field and office work.

2.10. Controls the correctness of compilation of reference collections of rocks, definition of categories of rocks and categories of complexity of areas of work, requirements for accounting and storage of geological materials.

2.11. Provides the organization of events to improve the qualifications of specialists in the geological (geophysical, hydrogeological) profile. Takes part in the selection and placement of personnel.

2.12. Monitors compliance with the current regulatory legal acts of environmental, sanitary and other bodies exercising supervision, labor protection rules, fire protection rules.

2.13. Coordinates and controls the activities of the subdivisions of the geological (geophysical, hydrogeological) profile.

2.14. Supervises the workers of the geological (hydrophysical, hydrogeological) departments of the geological organization.

3. RIGHTS

The chief geologist has the right:

6.6. Control the implementation of the declared geophysical complex and the quality of field geophysical research.

6.8. Timely update the current reservoir pressures and parameters of the drilling mud before opening the productive horizons and provide information to the technological service and to the drilling rigs.

6.9. Prepare documentation of mining drilling branches for subsoil development, geological reports, plans (schedules) of field and geophysical well surveys, sampling for chemical analysis.

6.10. Process well logs.

6.11. Conduct a monthly analysis of the well stock.

6.12. Participate in the development and implementation of technological modes of well operation, development of geological and technical measures.
